The year 2024 was a year of historic reforms initiated by the Union Home Ministry to ensure ‘ease of justice for all’ and to build a secure Bharat as envisioned by PM Shri Narendra Modi Ji. The ministry made several game-changing decisions, making way for epoch-making reforms and unprecedented achievements in securing citizens’ rights enshrined in the Constitution of India.
Actively pursuing PM Shri Narendra Modi Ji’s appeal to erase all the vestiges of colonialism, the ministry decided to replace the Indian Penal Code, the Code of Criminal Procedure, and the Indian Evidence Act promulgated by the British Parliament during the colonial era with the Bharatiya Nyay Sanhita, the Bharatiya Nagarik Suraksha Sanhita, and the Bharatiya Sakshya Adhiniyam. The indigenously framed criminal laws draw heavily from Indian jurisprudence available in ancient Indian texts and enshrine the delivery of justice in the centrality of the criminal justice system for the first time after independence. The new laws came into force on 1st July 2024.
However, that was not all. The MHA launched a series of game-changing initiatives engulfing security, women’s rights, inclusion of the marginalized sections, and advancing Bharat’s journey to a new era of greatness by manifold. The new initiatives adopted by the MHA are as follows:
Empowering Citizens through Landmark Legislation: Justice, Citizenship, and Social Equity
Three New Criminal Laws (Azaad Bharat Ke Naye Kanoon)
- Three new criminal laws—Bharatiya Nyay Sanhita, Bharatiya Nagrik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam—came into force on July 1, 2024. Union Minister of Home and Cooperation Shri Amit Shah elaborated on the benefits of the new laws in a press conference.

- The three new criminal laws were introduced following PM Shri Narendra Modi Ji’s appeal to erase all the vestiges of colonialism in our legal system. These laws enshrine our criminal justice system on the pillars of our age-old principles of jurisprudence. Prime Minister Shri Narendra Modi Ji dedicated the complete implementation of these laws to the people of Chandigarh. The state of Haryana is committed to the full implementation of these laws before the 31st of March 2025. In the same direction, Uttarakhand and the rest of the states and union territories will also fully implement them as early as possible.
- The new laws are justice-oriented and victim-centric. In the new laws, priority is given to justice instead of punishment. It makes delays redundant by ensuring speedy trials and speedy justice. These new laws will prove to be the biggest reform in the world. They will make the nation’s criminal justice system the most modern and increase conviction rates substantially.
- The priority in the new laws is to tackle crimes against women and children. They were made more sensitive by adding a new chapter on crimes against children and women.
- The protection of the rights of the victims has also been ensured by new laws. New laws have not only adopted technology but also incorporated it in such a way that they can keep up with technological changes that may sway humankind in the next 50 years.

- e-Sakshya, e-Summon, Nyaya Setu, and Nyaya Shruti apps will enhance the efficacy of our criminal justice system in delivering timely and transparent justice. Under e-Sakshya, videography, photography, and testimonies will be saved on the e-evidence server, which will also be available in the courts immediately.
- Under the e-summon, the summons will be sent electronically from the court to the police station and also to the intended individuals. Police, Medical, Forensic, Prosecution and Prisons are interlinked on the Nyaya Setu Dashboard, which will provide the police with all the information related to the investigation in just one click.
- Through Nyaya Shruti, the court will be able to hear witnesses through video conferencing. This will save time and money and also settle the cases faster.
The CAA
- PM Shri Narendra Modi Ji promulgated the Citizenship Amendment Act, fulfilling the aspirations of the makers of our Constitution, the rules of which were notified on the 11th of March 2024. The Citizenship Amendment Act provides citizenship to persecuted minorities from Pakistan, Afghanistan and Bangladesh belonging to Hindu, Sikh, Jain, Buddhist, Parsi and Christian communities.

Social Equity for Jammu and Kashmir
- Peace in Jammu and Kashmir has been a priority of the Modi government. Under the vision of PM Shri Narendra Modi Ji, the MHA undertook a slew of measures to enshrine peace, equality, and justice at the center of Jammu and Kashmir’s governance and society.
- Under the aegis of this broad vision, the Parliament passed the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024, a historic bill aimed at empowering the Pahari Ethnic Group, Padari Tribes, Koli, and Gadda Brahmin.

Boosting Citizens’ Safety in Disasters
- Upping the ante in the mission to ensure zero casualties in disasters The Lok Sabha passed the Disaster Management (Amendment) Bill. The legislation empowers response forces to tackle disasters with more efficacy and agility.

Zero Terror, 100% Progress: Empowering J&K with Inclusion Development and Vigil

- The Modi government is building a terror-free Jammu and Kashmir through a multipronged approach. While the security forces are waging a full-blown war against terror on the ground, the MHA is empowering them by banning individuals and organizations involved in terror and anti-India activities.
- Unprecedented participation of the people of Jammu and Kashmir in the Assembly elections and Lok Sabha elections shows that they have full faith in democracy.
- In the 2024, Lok Sabha election J&K secured 35-year-high voter turnout at 58.46%.
- In 2024 assembly election, J&K witnessed a meteoric 63.88% voter turnout.
- Due to the sustained and coordinated efforts of the Union Government, the eco-system of terrorism in Jammu and Kashmir has almost ended.

- The inclusion of these communities in the list of Scheduled Tribes in Jammu and Kashmir will have absolutely no impact on the current level of reservations available to the existing Scheduled Tribe communities such as Gujjars and Bakarwals. They will continue to get reservations like before.

- In line with Prime Minister Shri Narendra Modi Ji’s Zero Tolerance Policy against terrorism, the goal of ‘Terror Free Jammu and Kashmir’ will be achieved at the earliest.

Crushing Left-Wing Extremism before 31st March 2026: A Decisive Battle for Development

- In the year 2024, the security forces have achieved exemplary success in curbing left-wing extremism, eliminating 287 Naxalites and arresting as many as 992. Among the eliminated Naxalites, 14 belonged to the Politburo. Death toll in LWE-affected areas, has fallen below 100 for the first time in 4 decades.

- The Union government is committed to supporting the families affected by Naxal violence.
- The Union Home Minister Shri Amit Shah visited Gundam, the forward operating base of security forces in Bijapur, and reviewed the operational preparedness of the forces. He congratulated the Jawans on their unprecedented success against Naxalism in 2024 and encouraged them to continue the fight against Naxalism with the same zeal.
- The Union Home Minister Shri Amit Shah visited a Naxalism-affected village, Gundam in Bijapur, Chhattisgarh, where he inspected the schools, fair-price shops and public medical care facilities. Shri Shah also interacted with the people living there. Gundam Village was once known as the den of Naxalites, but the Modi government has integrated it into the development mainstream and opened schools there that echo the National Anthem sung by the students.
Zero Tolerance Against Drugs: Breaking the Narco-Terror Nexus
- Pursuing Prime Minister Modi Ji's vision of a drug-free Bharat, agencies achieved the grand success of making the biggest offshore seizure of drugs in the nation.
The MHA is heading with a whole-of-the-government approach in its mission to weed out the menace of drugs and the perpetrators of the crime.
- In a joint operation carried out by the NCB, the Navy, and the Gujarat Police, a gigantic consignment of 3132 kg of drugs was seized.
- Security agencies busted an international drug trafficking cartel and seized over 700 kg of contraband methamphetamine in Gujarat. NCB confiscated 82.53 kg of high-grade cocaine in New Delhi.
- The massive drug consignment worth approximately Rs 900 crore was tracked down by a bottom-to-top approach after a quantity of drugs were seized in a courier center in Delhi.
- The agencies also seized narcotics totaling 4,134 kg in the year 2024 from the deep seas.
- The MHA has set the target to dispose of seized drugs as a stern message to the narcotics cartel. In the year 2024, the agencies under MHA destroyed 1,17,284 kg of narcotics.
- Launching of the National Narcotics Helpline ‘MANAS’ in New Delhi and addressing of the 7th NCORD top-level meeting by Union Minister of Home and Cooperation Shri Amit Shah.

- MANAS will have a toll-free number 1933, a web portal, a mobile app, and the UMANG app so that citizens of the country can anonymously connect with NCB 24x7 to seek advice on de-addiction and rehabilitation and share information on drug trafficking.
- The Union government has tried to fight this battle in the last 5 years based on the ‘Whole of Government Approach’ and on the three pillars of structural, institutional, and informational reforms.
- The Union government will establish NCB offices in every state and end the drug trade with the cooperation of state governments.
Zero Casualties in Disasters: A Proactive Approach to Manage Calamities

- The bill empowers the National Crisis Management Committee and High-level Committee to approve funds for relief during severe disasters.
- During 2024-25. Central Government has released an amount of Rs. 16566.00 crore, as central share from State Disaster Response Fund (SDRF) to 12 States and Rs. 4808.32 crore from National Disaster Response Fund (NDRF) to 18 States, so far.
- Similarly, Central Government has released an amount of Rs. 1610.454 crore as central share from State Disaster Mitigation Fund (SDMF) to 12 States and Rs. 646.546 crore from National Disaster Mitigation Fund (NDMF) to 07 States, so far.
- The High-Level Committee approved six projects of ₹2514.36 crore for urban flood management in Mumbai, Kolkata, Bengaluru, Hyderabad, Ahmedabad, and Pune. - The committee also approved three projects of ₹810.64 crore under “Expansion and Modernisation of Fire Services in the States” for Assam, Karnataka, and Tamil Nadu.
- Inter-Ministerial Central Teams (IMCTs) deputed in flood-affected Assam, Mizoram, Kerala, Tripura, Nagaland, Gujarat, Andhra Pradesh, Telangana and Manipur for an on-the-spot assessment of the damages.
- The Central Government has also provided all logistic assistance, including the deployment of requisite NDRF teams, Army teams, and Air Force support to all the flood-affected states.

- HLC approved the National Landslide Risk Mitigation project in 15 States for ₹1000 crore.
- The committee approved ₹139 crore for Uttarakhand, ₹139 crore for Himachal Pradesh, ₹378 crore for eight North Eastern States, ₹100 crore for Maharashtra, ₹72 crore for Karnataka, ₹72 crore for Kerala, ₹50 crore for Tamil Nadu, and ₹50 crore for West Bengal.
- HLC also approved a proposal on training and capacity building of civil defence in all states and UTs under Preparedness and Capacity Building from the funding window of the National Disaster Response Fund (NDRF) for ₹115.67 crores.
- MHA approved the release of ₹944.80 crore to the State Government of Tamil Nadu as a central share from the State Disaster Response Fund (SDRF) to help the people affected by Cyclone ‘Fengal’.

Accord Bridges End Discord in Northeast

- NESAC Society should further expand the scope of its work in Northeastern states.
- The NESAC Society should take 100 students each with a science background from all the states of the Northeast on a visit to the ISRO HQ.
- 20 waterways have been built with the help of NESAC and the Society should explore the possibility of building more waterways.
- There is a need for extensive mapping for mineral, oil, and coal reserves in the Northeastern states, which will financially benefit from the royalty received for these minerals.
- Demographic data of people along the India-Myanmar border, especially in Nagaland, Mizoram, and Manipur, should be mapped to help in fencing the border and stopping infiltration.
- Forest area development should be the focus of the NESAC Society using space science.
- Northeastern states should start new courses related to space technology in engineering colleges.

- The Bru-Reang community was subjected to ruthless violence for decades amidst ethnic clashes. The Ministry of Home Affairs under the leadership Shri Amit Shah signed a peace pact to end violence in 2020 and settled 38,000 Bru-Reang refugees in 11 colonies equipped with all the amenities required to live a healthy life.
Triumph Against Terror Drive: Equipping Security Apparatus
- It is the vision of PM Shri Narendra Modi Ji to build a terror-free Bharat. The MHA, under the leadership of Shri Amit Shah, is heading towards achieving this goal with the approach of zero tolerance against terror.
- Under this vision, the MHA designated Hizb-ut-Tahrir as a terrorist organisation under UAPA. Designated Goldy Brar & Qasim Gujjar as terrorist.
- Nine organisations have been declared as Unlawful organizations.
- In a significant step towards this goal, two different categories of explosive detectors indigenously manufactured by Electronics Corporation of India Limited, Department of Atomic Energy, and DRDO were handed over to the Director, IB, by the Principal Scientific Adviser to GOI for Security Forces.
- The indigenously developed detectors are to be handed over by IB to 12 identified security agencies for field deployment.
