Prime Minister – Manohar Ji, I have been told that you have taken a loan on property papers. How much did this loan help you? What changes have come in your life because of this? People from all over the country are listening to you, so Manohar Ji, tell us your experience.
Manohar Mewada – I got a lease under the ownership scheme Sir. I am happy, my family is happy too, I salute you, I thank you, I thank you.

Manohar Mewada - Sir, earlier I did not have the papers of the house, so it was not convenient for me to take a loan. Today I have the papers of the house, so today I have the benefit of taking a loan, because when I go to any bank, I get a loan.
Prime Minister - Well, it will not happen that the loan will also be spent and the children will become debtors, it will not happen.
Manohar Mewada - No, the children are not like that Sir, because whatever I am doing, my children also do the same.

Prime Minister- Hello Rachna ji, Namaskar. Rachna ji, tell me what work you do, who all are there in your family, how did you get in touch with this SVAMITVA scheme.
Rachna - Sir, in my family, my husband is Naresh Kumar Bishnoi and I have a son and a daughter.
Prime Minister - And tell me about this scheme.
Rachna - Sir, I have been living here for 20 years, I have a small house, I did not have any documents for it and even now I got this card under SVAMITVA scheme, so sir, I have taken a loan of 7 lakh 45 thousand and I have also opened a shop, put goods in the shop and I have fulfilled my children's dream of higher education.
Prime Minister- So before getting the card, you did not have any information about any property, you had nothing.
Rachna - No sir, I did not have anything.
Prime Minister- Then there must be problems, people are also troubled.
Rachna - I was very worried Sir, I got the Swamitva Yojana card Sir, I and my family are very happy.
Prime Minister - Well, did you ever think that when 20 years have passed and you had nothing, you must have given up hope, did you ever think that this would ever happen.
Rachna - Sir, I never thought that this would ever happen, I have been living in the same house for 20 years Sir.
Prime Minister - Well, can you tell me what other benefits you have got from the Swamitva Yojana.
Rachna - Yes Sir, I will tell you, through this I have got SBM scheme and Sir, I have also taken a Mudra loan of Rs 8 lakh and I am associated with Rajivka and my family's Ayushman card has also been made Sir.

Roshan- Sir, I am a farmer, I do farming and also have a private job, Sir. There are a total of six people in my family, my wife, my mother and father, my two brothers, and now my younger son, Sir.
Prime Minister- So how did you get this ownership card, property sheet, all these activities related to this and what benefit did you get from it in future?
Roshan- Sir, since I got the ownership card, I was able to take a loan on it. Earlier, Sir, I was not able to get a loan in my house, I mean I have a big house, I have an old house in the village, so I was able to get a loan because I had a property card, Sir. I took a loan of 9 lakh rupees from the bank and with some of that money, I built a house and with some of that money, I arranged for irrigation in the fields. Because of that, my crop yield increased and my income also increased. Two-three years ago, I used to have only one crop, but now I have three crops and my income has also increased and I also get a good profit from farming.
Prime Minister - Well, when you had such strong documents, papers, did you face any problem in taking a loan from the bank? Then bring this, bring that, bring this, bring that, does it happen?
Roshan - Yes, sir, earlier there were a lot of problems with documents, I mean bring this, bring that, the bank people used to make me run around for each and every paper. But since I have received the ownership card, there is no need for any document, the ownership card alone is enough for everyone.
Prime Minister - You have confidence.
Roshan - I am very grateful to you for this, sir.
Prime Minister - The bank people have complete confidence.
Roshan - Yes Sir, the bankers have a lot of faith in it and loans are easily available on it.
Prime Minister - But now that you have built a house, how will you repay the loan?
Roshan - Yes Sir, I grow vegetables in farming, I also get profit from that. There are other two-three crops. There is also profit from that, due to the means of irrigation, other crops also come out well, sir, hence there is more profit, so I can easily repay the loan sir.
Prime Minister - Ok Roshan ji, which other schemes of the Central Government have you benefited from?
Roshan - Yes Sir, I am getting the benefit of the Ujjwala Gas Scheme of the Central Government, I am getting the benefit of PM Samman Nidhi Yojana, I am getting the benefit of PM Pick Insurance Scheme, I am getting the benefit of such schemes sir.
Prime Minister - Ok Roshan ji, it is a matter of happiness that people are getting so many types of help from the ownership scheme. When the ownership scheme was brought, Roshan was saying something.
Roshan - Yes Sir, people are getting a lot of benefit due to the ownership scheme sir. Some people in our village have taken loans to open shops. Earlier, they could not do anything, they could not get loans on the basis of their farming, they could not get loans on the basis of their houses, but due to the ownership card, everyone is getting loans easily, because of this people are doing their small businesses and farming too, so their income has doubled, Sir, and they are easily raising their families and children, and are living a happy life, Sir.
Prime Minister - Well, Roshan ji, you have described that other people of your village are also taking advantage of this, and I would also like that all the people of the village should take advantage of these arrangements, and you have also built a house, improved farming, and your income has also doubled, and when a house is built, there is a concrete roof, then the status also increases in the village, so does yours.

Sangeeta – I do sewing work, I do tailoring.
Prime Minister - Yes and how many people in the family have responsibilities?
Sangeeta – There are four people in my family, two children and my husband. One daughter is studying in the final year of M.Com, the second son is working in Andhra Pradesh in Kadapa, and my husband is also working in a private company.
Prime Minister – Well, Sangeeta ji, getting the property rights of the house, getting the papers is not like that, let’s say after the government papers, another paper has come, has it brought a big change in your life?
Sangeeta – Yes sir, there has been a big change. Earlier there was no paper, there was no permanent paper, sir, the permanent paper that we got also increased our confidence that we are living in the village and we are also feeling very good about it.
Prime Minister - What have you done now that you have got the papers.
Sangeeta – Yes, we have just received the papers. I have applied for Pradhan Mantri Awas Yojana but it did not happen. I also do small household chores.
Prime Minister - Have you taken any loan from the bank yet?
Sangita - Yes Sir, I have not taken it yet, I am thinking of taking it now.
Prime Minister - But have you contacted the bank, do you want to take a loan?
Sangita - Yes Sir, I am thinking of taking a loan now.
Prime Minister - So what will you do with the loan?
Sangita - I want to expand my business a bit by taking a loan, I want to expand my tailoring business a bit, Sir.
Prime Minister - So I will focus more on my business.
Sangita - Yes, it can be useful for my children's education too, if some money is saved.
Prime Minister - Come on Sangeeta ji, expand your work and your home, best wishes to you for this from now onwards. Through the ownership scheme, your biggest worry has ended. You have received the papers of your house and you are also a member of the self-help group. What were you saying Sangeeta ji, Sangeeta ji you were saying something.
Sangeeta - It was 60 years. We did not have any permanent papers Sir, we just got it through the ownership scheme, I am very grateful to you Sir.
Prime Minister - Well, your blessings are my biggest strength. See, you also work in the Self Help Group and our government is also continuously helping the women SHGs. See, the ownership scheme is going to transform the entire village. Come on, more people are waiting for us, now who is left, brother, which way to go.

Prime Minister - Virendra ji, please tell me about yourself.
Virendra - Prime Minister ji, I am a farmer and I and my family are very happy that I got the property card. We were living on this land for many generations and now after getting its documents, my heart feels proud. Prime Minister ji, that is why I am very grateful to you.
Prime Minister - Well, earlier there were no cards and documents and other villagers may not have them either.
Virendra - Sir, none of the people in our village had any papers. Many generations were living in this village for more than 100 years, but there were no papers. Now, everyone in the village is happy with the papers that we have received under the ownership scheme.
Prime Minister - Well, we have received the property card, what difference has it made in your life?
Virendra - I have received the property card, but there was a dispute regarding one of my lands. Because of this property card, that dispute regarding one of my lands has also been resolved. Now, because of this property card, I can take a loan from the bank by mortgaging my land and can repair my house and strengthen the financial condition of my family.
Prime Minister - Well, in your village, have others also taken any benefit due to the ownership scheme? Has there been any change there as well?
Virendra - Yes, sir, there has definitely been a change, Prime Minister. Whatever property cards we have received in our village under the ownership scheme, now the ownership rights of every villager have been clearly decided. As all the disputes related to land and property have been resolved to a great extent, so the villagers can take loans by keeping their land and property as collateral in the bank and are also adopting many other types of schemes, so on behalf of the villagers, I thank you from the bottom of my heart.
Prime Minister - Virendra ji, it was nice to talk to you all, I am happy. Yes Sir, and it is a matter of great happiness for me that you have not just considered the card received under the ownership scheme as a paper for the house, you are also making it a way of your progress. Today is a very historic day for the villages of the country, for the rural economy of the country. Honorable Governors of many states are associated with this program. Chief Ministers of Odisha, Chhattisgarh, Madhya Pradesh, Rajasthan, UP, Maharashtra and Gujarat have also joined us. Lieutenant Governor of Jammu and Kashmir, Lieutenant Governor of Ladakh are also with us. My colleagues from the Union Cabinet are present in different parts of the country, in different programs. Ministers of state governments are also present, MPs and MLAs are also present, all other public representatives are also present.
All the colleagues associated with thousands of Gram Panchayats, lakhs of beneficiaries of the Swamitva Yojana, this is such a wide and huge program in itself and you all have joined it with great enthusiasm, I congratulate all of you.

Swamitva Yojana was started five years ago, so that the people living in the villages could be given legal proof of their house. Somewhere it is called Gharauni, somewhere it is called Adhikar Abhilekh, somewhere it is called Property Card, somewhere it is called Malmatta Patra, somewhere it is called Residential Land Lease. The names are different in different states, but these are certificates of ownership. In the last 5 years, these ownership cards have been given to about 1.5 crore people. Now today, in this program, more than 65 lakh families have received these ownership cards. That is, under the ownership scheme, about 2.25 crore people of the village have received permanent legal documents of their houses. I congratulate all of them, give my best wishes. And because of today's program, those who have now received their government papers related to the land, how can they take advantage of it, you will definitely get ideas from the conversation I just had.

In the 21st century world, there are so many challenges like climate change, water shortage, health crisis, epidemic. But there is another very big challenge in front of the world. This challenge is of property rights, authorized papers of property. Many years ago, the United Nations did a study on land property in many countries of the world. This study revealed that in many countries of the world, people do not have permanent legal documents of property. The United Nations has clearly stated that if poverty is to be reduced, then it is very important for people to have property rights. A leading economist of the world has written an entire book on the challenge of property rights. And in this book, he says that the little property that people have in villages is dead capital. That is, this property is a kind of dead property. Because the villagers, the poor people, cannot do any transaction in exchange for that property. It cannot help in increasing the family's income.

India was also not untouched by this big challenge facing the world. Our situation was also the same. You also know that despite having property worth lakhs and crores of rupees in the villages of India, it was not worth that much. The reason was that people often did not have legal documents of their houses, so there were disputes regarding the ownership of the house. In many places, powerful people would occupy the houses. Without legal documents, even the banks would stay four steps away from such property. This was going on for decades. It would have been good if the previous governments had taken some concrete steps in this direction, but they did not do much in this direction. Therefore, when our government was formed in 2014, we decided to deal with this challenge of property papers, no sensitive government could leave the people of its village in such trouble. And we want everyone's development, we also want everyone's trust, our minister Rajiv Ranjan ji explained it very well. Therefore, we started the Swamitva Yojana. We decided that with the help of drones, mapping of the land of houses will be done in every village of the country, villagers will be given papers of their residential property.
Today, when we are seeing the benefits of this scheme, it gives us satisfaction that we were able to work for the poor of the village. I was just talking to the beneficiaries of the Swamitva Yojana. How this scheme has changed their lives, how they are now getting help from banks on their property. You had property, you lived there but there were no papers, the government should have solved that problem and that is why we took up the work and are doing it and I was seeing in their talks the satisfaction on their faces, the happiness, the confidence, the dreams of doing something new, how enjoyable this conversation felt to me, I consider this a great blessing.
Brothers and sisters,
There are more than 6 lakh villages in our country. Nearly half of these villages have been surveyed by drones. After getting legal documents, lakhs of people have taken loans from banks on the basis of their houses and their properties. With this money, they have started their own small business in the village. Many of these are small and medium farmer families. For them, these property cards have become a big guarantee of economic security. Our Dalit, backward and tribal families were the most troubled and affected by illegal encroachments and long disputes in the court. Now, with the availability of legal proof, they are getting relief from this crisis. It is estimated that after the property cards are made in all the villages, the way for economic activity worth more than Rs 100 lakh crore will open. You can imagine how much capital is going to be added to the country's economy.

Today our government is trying to bring Gram Swaraj on the ground with full honesty. With the ownership scheme, the planning and implementation of village development are now improving a lot. Today we will have clear maps, we will know the populated areas, so the planning of development work will also be accurate and we will also get relief from the wastage and obstacles that used to happen due to wrong planning. There are many disputes about which land belongs to the Panchayat and which land is pasture. Now, by getting property rights, the problems of the Gram Panchayats will also be solved and they will also be able to become economically strong. There are incidents of fire in the village, floods, landslides, and many such disasters. By getting property cards, disaster management will be better, it will be easy to get a proper claim in case of disaster.

We also know that there are many disputes about the land of farmers. There are difficulties in getting land documents. One has to go to the Patwari again and again, and have to make rounds of the Tehsil. This also opens the way for corruption. To reduce these problems, land records are being digitized. Ownership and Bhu-Aadhaar - these two systems are going to become the basis for the development of villages. Land has also been given a special identity through Bhu-Aadhaar. About 23 crore Bhu-Aadhaar numbers have been issued. With this, it is easy to know which plot belongs to whom. In the last 7-8 years, about 98 percent of land records have been digitized. Maps of most lands are now available digitally.

Mahatma Gandhi used to say- India lives in villages, the soul of India is in villages. The realization of this sentiment of Pujya Bapu has been done in the last decade. Most of the more than 2.5 crore families who have received electricity in the last 10 years are from villages. Most of the more than 10 crore families who have received toilets in the last 10 years are also from villages. Most of the 10 crore sisters who have received Ujjwala gas connections live in villages. More than 12 crore families who have received tap water in the last five years are also from villages. Most of the more than 50 crore people who have opened bank accounts are also from villages. More than 1.5 lakh Ayushman Arogya Mandirs have been built in the last decade, and they are mostly in villages, serving the health of the people of the villages. For so many decades after independence, our villages and crores of people in the villages were deprived of such basic facilities. The families of our Dalit, backward and tribal society were the most deprived. Now these families have benefited the most from all these facilities.

Unprecedented efforts have been made in the last decade to ensure good roads in villages. In the year 2000, when Atal Bihari Vajpayee was the Prime Minister, the Pradhan Mantri Gram Sadak Yojana was started. Since then, about 8.25 lakh kilometers of roads have been built in villages. 8.25 lakh kilometers in so many years…. Now you see, in 10 years, we have built almost 4.75 lakh kilometers, that is, almost half of the roads in the last 10 years. Now we are also running the Vibrant Village program to increase connectivity to remote villages located on the border.

Not only roads, providing internet to villages has also been our priority. Before 2014, less than 100 panchayats of the country were connected with broadband fiber connection. In the last 10 years, we have connected more than 2 lakh panchayats with broadband fiber connection. Before 2014, there were less than one lakh Common Service Centers in the villages of the country. In the last 10 years, our government has built more than 5 lakh new Common Service Centres. And these are not just figures, with these figures, facilities have reached the villages, modernity has reached. The facilities that people used to see in cities earlier, are now available in the villages. This is not only increasing facilities in the villages, but also economic strength.

2025 has also started with big decisions for the villages, for the farmers. The government has decided to continue the Pradhan Mantri Fasal Bima Yojana. Under this, till now, farmers have received claim amounts of about 1.75 lakh crore rupees, insurance money has been received. Another decision has also been taken regarding DAP fertilizer, whose prices have increased a lot in the world. The government has again made arrangements of thousands of crores of rupees, so that farmers keep getting cheap fertilizers. In the last decade, about 12 lakh crore rupees have been spent to provide cheap fertilizers to the farmers. This is almost double the amount compared to the decade before 2014. Under the Pradhan Mantri Kisan Samman Nidhi, about three and a half lakh crore rupees have reached the accounts of farmers so far. This shows the commitment of the Central Government towards farmer welfare.

Women power has a very big role in building a developed India. Therefore, in the last decade, we have kept the empowerment of mothers and daughters at the center of every major scheme. Schemes like Bank Sakhi and Bima Sakhi have given new opportunities to women in villages. The Lakhpati Didi Yojana has made more than 1.25 crore women in the country Lakhpati Didis. The Swamitva Yojana has also strengthened the property rights of women. In many states, the names of wives have also been included in the property cards along with the husband. At some places, the first name is the wife's, while at other places it is the second name, but it has been done with the participation of both. Most of the houses given to the poor under the PM Awas Yojana have also been registered in the name of women. And it is such a pleasant coincidence that the drones of the Swamitva Yojana are also helping in giving property rights to women today. Drones are doing the mapping work in the Swamitva Yojana. With the Namo Drone Didi Yojana, the sisters of the village are becoming drone pilots. They are helping in farming with drones and are earning extra income.

With the Swamitva Yojana, our government has given such a capability to the people of the village that can completely transform the rural life of India. If our villages and our poor are empowered, then our journey towards developed India will also be pleasant. Due to the steps taken in the interest of villages and the poor in the last decade, 25 crore people have defeated poverty.
