Driving Agricultural Transformation

India’s agriculture and allied sectors are witnessing a significant transformation, marked by rising productivity, stronger farmer support systems, and greater resilience. Agriculture remains the backbone of India's economy, providing livelihoods to approximately 46.1 percent of the workforce. Livestock and fisheries have maintained stable growth of 5-6 percent, strengthening rural incomes and supporting agricultural diversification. Over the past decade, sustained policy interventions have improved access to credit, insurance, and markets, and accelerated the adoption of digital technologies. Growing investments in food processing, cooperatives, livestock, dairy, and fisheries are enabling greater value addition, income diversification, and employment across the agricultural value chain.

Strengthening the Agricultural Economy

The GVA of the Agriculture and Allied Sector increased from Rs.20.94 lakh crore in 2014-15 to an estimated Rs.52.08 lakh crore in 2025-26.
Budget allocation for the Department of Agriculture and Farmers Welfare increased from Rs.27,663 crore in 2013-14 to Rs.1,40,528.78 crore in 2026-27.

Harvesting Higher Production

Total foodgrain production increased from 265.05 million tonnes in 2013-14 to 376.56 million tonnes in 2025-26 (Third Advance Estimates).
Horticulture production increased from 280.70 million tonnes in 2013-14 to approximately 377.78 million tonnes in 2025-26 (Second Advance Estimates).
Oilseeds production increased from 27.51 million tonnes in 2014-15 to 43.06 million tonnes in 2025-26 (Third Advance Estimates).

Securing Farmers' Livelihoods

Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)

More than Rs.4.47 lakh crore has been transferred directly into farmers’ bank accounts through 23 instalments under the Scheme.
Under the 23rd instalment, more than 9.49 crore farmers benefited, with over Rs.18,984 crore released.

The Pradhan Mantri Fasal Bima Yojana (PMFBY)

Since its launch in 2016-17, over 92.46 crore farmer applications have been insured.
Claims worth Rs.1.96 lakh crore have been disbursed up to December 2025, benefiting around 24.31 crore farmers.

Minimum Support Prices (MSP)

Total procurement increased from 698.7 million tonnes during 2004-2014 to 1,229.2 million tonnes during 2014-2026.
Total MSP value increased from Rs.7.41 lakh crore during 2004-2014 to Rs.26.32 lakh crore during 2014-2026 (up to February 2026).
MSP for Paddy (Grade A) increased from Rs.1,400 per quintal in 2014-15 to Rs.2,461 per quintal in 2026-27.
MSP for Wheat increased from Rs.1,400 per quintal in 2014-15 to Rs.2,585 per quintal in 2026-27.

The Kisan Credit Card (KCC) scheme

As on 3^rd August 2026,

7.28 crore Kisan Credit Card (KCC) accounts were operational across the country in 2025-26.
The amount outstanding under the Kisan Credit Card (KCC) scheme stood at Rs.10.08 lakh crore.

The Pradhan Mantri Kisan Maandhan Yojana (PMKMY)

As of February 2026, around 24.96 lakh farmers have been enrolled under the scheme.

Towards Sustainable Agriculture

The Soil Health Card (SHC) Scheme

26.09 crore soil health cards have been issued as of July 2026.
⁠In addition, over 70,002 Krishi Sakhis have been trained to provide soil health advisories and support informed farm practices.

Paramparagat Krishi Vikas Yojana (PKVY)

Since its inception (as of June 2026), 18.93 lakh hectares of area have been covered, benefiting 33.63 lakh farmers.

Mission Organic Value Chain Development for North Eastern Region (MOVCDNER)

Since its inception (as on 30 June 2026), 2.36 lakh hectares have been brought under organic farming benefitting 2.74 lakh farmers.

National Mission on Natural Farming (NMNF)

During FY 2025-26, 18,893 clusters covering 10.32 lakh hectares and involving 20.93 lakh farmers were formed under the Mission.
33.89 lakh farmers have been made aware of natural farming.
More than 22.47 lakh farmers have been registered under the Natural Farming Certification System (NFCS), of which over 14.43 lakh farmers have been certified.

Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM KUSUM)

As on 2^nd August 2026,

Nearly 11.49 lakh off-grid solar pumps have been installed for agricultural use.
More than 15.89 lakh agricultural pumps are covered through feeder-level solarisation.
Around 1,726 MW of decentralized solar power capacity was commissioned on farmers’ land.
Over 21.77 lakh farmers benefited across the country.

Ensuring Food for All

As of February 2026, under the National Food Security Act (NFSA), against the intended coverage of 81.35 crore, the States/UTs have identified 80.56 crore persons for the provision of subsidized foodgrains.
Around 79.8 crore beneficiaries are covered across the country under NFSA, as of December 2025.
Centre to spend Rs. 25,530 crore in next 5 years under SARTHAK PDS - Scheme for Assistance in Ration Transport and Handling-Income with Automation in PDS.
The Scheme will work towards fulfilling India's commitment to 81.35 crore persons covered under NFSA.

Building Stronger Rural Institutions through Cooperatives and FPOs

10,000 Farmer Producer Organizations (FPOs) have been registered across the country as of July 2026.
79,630 Primary Agricultural Credit Societies (PACS) have been sanctioned for computerization across 31 States and Union Territories.
63,707 PACS have been onboarded on the Enterprise Resource Planning (ERP) based national software as of 05th August 2026.

Connecting Farms to Markets

National Agriculture Market (e-NAM)

As of June 2026, 1,656 mandis have been integrated.
1.89 crore farmers and 2.78 lakh traders have been registered on e-NAM.

Agricultural Marketing Infrastructure (AMI)

As of July 2026, 12,353 storage infrastructure projects with a storage capacity of 369.18 LMT have been sanctioned in the last ten years.

Agriculture Infrastructure Fund (AIF)

Interest subvention support has been extended to 18,893 warehouses, 3,110 cold stores/cold chain projects and 2,105 integrated primary and secondary processing units.

Food Processing Reforms

Enhanced Financial Support for Food Processing

Budget allocation for the Ministry of Food Processing Industries increased from Rs.785.86 crore in 2014-15 to Rs.4,064 crore in 2026-27.

Production Linked Incentive Scheme for Food Processing Industry (PLISFPI)

Incentives amounting to Rs.3,271.44 crore have been disbursed up to June 2026.
The investments undertaken under the Scheme have resulted in the creation of food processing capacity of 34 lakh metric tonnes per annum.
Sales of PLI-supported products increased from Rs.58,758 crore in FY 2019-20 to Rs.1,08,854 crore in FY 2025-26.

Pradhan Mantri Kisan Sampada Yojna (PMKSY)

As of June 2026, 1,256 projects (post-harvest infrastructure and processing facilities) have been completed or are operational, benefitting about 37.76 lakh farmers.
294.21 LMT/Annum of processing and preservation capacity created, generating 9.16 lakh employment opportunities across the country.

Taking Indian Agriculture Global

The value of agricultural exports increased from USD 32.08 billion in 2014-15 to USD 54.70 billion in 2025-26, recording a growth of about 70.5 percent.
Share of processed food exports increased from 13.7 percent in 2014-15 to 20.4 percent in 2024-25, a nearly 49 percent rise.

Technology at the Farmgate

Under the Digital Agriculture Mission

As on 3rd August 2026

More than 10.31 Crore Farmer IDs have been created across the country. Further, during Rabi 2025-26, the Digital Crop Survey (DCS) was conducted in 648 Districts covering more than 31.3 crore plots across the country.

AI-Enabled Initiatives:

National Pest Surveillance System (NPSS)- As of July 2026, this tool is being used by over 10,000 extension workers supporting 73 crops over 436 pests.
BharatVistaar- As of July 2026, the platform has served over 3 lakh farmers and addressed more than 72 lakh farmer queries.

Empowering Farmers Through Knowledge

Krishi Vigyan Kendras (KVKs)

As of June 2026,

The Indian Council of Agricultural Research (ICAR) has established 731 KVKs across the country.
Around 58.02 lakh farmers were trained between 2021-22 and 2023-24.
An additional 18.56 lakh farmers were trained during the first ten months of 2024-25.

Agricultural Diversification and the Growth of Allied Sectors

Livestock and Dairy as Drivers of Rural Economic Growth

The livestock sector has recorded a compound annual growth rate (CAGR) of 12.77 percent since 2014-15. In the Union Budget 2026-27, Rs.6,153.46 crore has been allocated to the Department of Animal Husbandry and Dairying.

Indigenous and non-descript cattle productivity reached 1,343.2 kilograms per animal per year in 2024-25 from 927 kilograms per animal per year in 2014-15.
Buffalo productivity reached 2,365.2 kilograms per animal per year in 2024-25 from 1880 kilograms per animal per year in 2014-15.
Average bovine milk productivity has reached 2,251 kilograms per animal per year in 2024-25 from 1,648 kg per animal per year in 2014-15.

India holds the leading global position in milk production, accounting for nearly 25 percent of global output.

Per capita milk availability reached 485 grams per day in 2024-25, compared to the global average of 394 grams per day.

Milk production has increased by 70 percent, rising from 146.31 million tonnes in 2014-15 to 248 million tonnes in 2024-25.

Poultry and meat production have also expanded, with India ranking second in egg production and fourth in meat production globally:

Egg production has grown by 90 percent, increasing from 78.48 billion eggs in 2014-15 to 149.11 billion eggs in 2024-25.
Per capita egg availability has risen from 62 eggs per annum in 2014-15 to 106 eggs per annum in 2024-25.
Meat Production has increased from 6.69 million tonnes in 2014-15 to 10.50 million tonnes in 2024-25.

Strengthening Fisheries Infrastructure, Market Access and Credit Support

The Union Budget 2026-27 allocated a record Rs.2,761.80 crore to fisheries under the Blue Revolution initiatives.

Fish production reached 197.75 lakh tonnes in 2024-25, up from 95.79 lakh tonnes in FY 2013-14.
Seafood exports increased from USD 3.64 billion in 2013-14 to around USD 8.46 billion in 2025-26.

Fisheries Infrastructure and Market Access

Pradhan Mantri Matsya Sampada Yojana (PMMSY)

Rs.2,500 crore allocated under the Union Budget 2026-27.

As on April 2026, Key activities approved:

28,489 fish transportation and handling units
1,394 live fish vending units, 6,018 fish kiosks, and 117 fish retail markets
775 cold storages and ice plants, and 24 wholesale fish markets

Institutional Credit Support for fisheries

6.83 lakh applications were received under the Kisan Credit Card (KCC), of which 6.77 lakh were accepted. Of which, 4.82 lakh applications were sanctioned, indicating a meaningful conversion of demand into credit access as of early 2026.
KCC benefits have reached 4.39 lakh fishers. Insurance coverage has been provided to 33 lakh beneficiaries. An average of 7.44 lakh fisher families received livelihood assistance during lean fishing periods.

Strengthening Livestock through Infrastructure and Entrepreneurship

National Livestock Mission

As on 4^th August 2026,

4,084 breed multiplication farms for poultry, sheep, goat, pig, camel, horse, and donkey have been approved.

1.61 lakh metric tonnes of quality fodder seed have been produced.

Entrepreneurship Development Programme under the National Livestock Mission, as on 11^th August 2026,

4,321 projects approved, worth Rs.2,948.68 crore total project cost with the Rs.1,386.18 crore approved subsidy

Animal Husbandry Infrastructure Development Fund (AHIDF)

Projects approved with 418 lakh litres/day of milk processing capacity and value-addition capacity as on 4^th August 2026.

Bharat Pashudhan

As of 6^th August 2026,

Livestock Owners Registered: 9.84 crore, Pashu Aadhaar Issued: Over 38.53 crore, All Vaccinations: 168.67 crore.

National Programme for Dairy Development (NPDD)

As on June 2026,

36,611 new Dairy Cooperative Societies have been organised.
34,557 village-level dairy cooperative societies have been strengthened.
168 lakh litres/day of milk chilling capacity has been created.
76,748 milk quality testing devices have been distributed.

Advancing Livestock Breeding, Productivity, and Animal Health

A total of 47,687 Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRIs) have been trained, 24 IVF laboratories established, 48 semen stations sanctioned, and 28 heifer rearing centres approved under RGM as on 4^th August 2026.
During the last five years, over 17.27 crore artificial inseminations have been carried out under the Nationwide Artificial Insemination Programme, benefiting nearly 5.98 crore farmers.
Accelerated Breed Improvement programme: As on 4^th August 2026, 7,959 embryos transferred, 1,666 pregnancies established, and 1,223 calves born. Out of which 1,142 of the calves are females.

Strengthening Animal Health and Risk Mitigation

Livestock productivity and income stability are closely linked to disease control. Under

National Animal Disease Control Programme (NADCP)

As of March 2026, 132.49 crore doses of the Foot and Mouth Disease (FMD) vaccine have been administered.
Brucellosis Control Programme: As of March 2026, 3.17 crores, 4-8 months old bovine female calf for Brucellosis have been vaccinated in the country since inception. 296.74 lakh vaccine doses administered to eligible female calves to prevent brucellosis and strengthen livestock health during the last five years alone.

Mobile Veterinary Units (MVUs)

4,019 MVUs are operational across 29 States/UTs, delivering doorstep veterinary services through the toll-free number 1962 as of July 2026.
Benefited 119.77 lakh farmers and treated 245.05 lakh animals, significantly boosting farmer confidence and supporting the livestock sector as a viable enterprise.
