With the vision of paying a heartfelt tribute of “A Clean India” to Mahatma Gandhi, the Department of Administrative Reforms and Public Grievances (DARPG) initiated a special campaign for disposal of pending matters in 2021. Building upon the success of the campaign, DARPG decided to continue the campaign in 2022, 2023, 2024, 2025 and further in 2026. Accordingly, Special Campaign 5.0 was undertaken from November 2025 to August 2026 with the aim of ensuring timely and effective disposal of public grievances, references from Members of Parliament, State Governments, Inter-Ministerial Consultations and Parliamentary Assurances by Ministries/Departments.

Special Campaign 5.0 for disposal of pending matters and Swachhta was undertaken by NITI Aayog and its attached offices Development Monitoring & Evaluation Office (DMEO), Atal Innovation Mission (AIM) located in NITI Bhawan and its autonomous institution viz. National Institute of Labour Economics Research and Development (NILERD) situated in Narela, New Delhi.

During the campaign, disposal of Public Grievances, Parliamentary Assurances and PMO References have gained momentum. NITI Aayog had successfully disposed of  4,105  Public Grievances, 127 PMO references, 34 Public Grievance Appeals and 05 Parliamentary Assurances. In addition to the above, approximately 90 sqft. of space was freed by way of disposal of files and optimisation of office space. A total revenue of Rs. 1,96,905/- was realised by way of scrap disposal.

In line with the success of previous years, NITI Aayog is gearing up for Special Campaign 6.0 with the objective of institutionalising Swachhata and minimising pendency in the Secretariat as well as attached /subordinate offices. In this edition of the campaign, focus shall be on liquidating pendency in the MP’s References, References from the State Governments, Inter-Ministerial References, Parliamentary Assurances, PMO references, Public Grievances and PG Appeals and weeding out of redundant files & documents. In addition, special attention shall be given to improving the overall cleanliness of the offices with a focus on space management and enhancing workplace experience of field offices.
