Minister of Fisheries, Animal Husbandry and Dairying, Shri Parshottam Rupala launches Annual Capacity Building Plan (ACBP) of Department of Fisheries at New Delhi today


ACBP will play a pivotal role in service delivery, program implementation and performing core Government functions

Minister of Fisheries, Animal Husbandry and Dairying, Shri Parshottam Rupala launched the Annual Capacity Building Plan (ACBP) of Department of Fisheries in New Delhi today. Minister of State, Dr. L. Murugan, Member Admn, CBC, Shri Praveen Pardeshi, Secretary, Dr. Abhilaksh Likhi, Joint Secretary, Shri Sagar Mehra and other senior officers from Department of Fisheries, CBC and State of Gujarat were also present on the occasion.

 

In his address, Shri Parshottam Rupala emphasized that this is the need of the hour to identify the capacity building needs of our officers and staff and develop the action plan for their capacity building to meet the priorities of the Department. While launching the Annual Action Plan for Capacity Building Union Minister highlighted that ACBP of Department of Fisheries will play a pivotal role in service delivery, program implementation and performing core Government functions and will enhance the abilities of the officials by attending basic training to acquire relevant competencies and to enable them to perform better.

 

 

 

MoS, Dr. L. Murugan highlighted the importance of this plan in view of adoption of new technologies in the fisheries sector. Dr. L. Murugan mentioned that there are many fisheries institutes in India, where the technological innovations in the field of Fisheries are need of the hour and ACBP will be instrumental in the growth of the fisheries sector in India.

 

 

Secretary/DoF, Dr Abhilaksh Likhi cited the importance of ACBP. He stated that this plan will meet the capacity building needs in area of functional, behavioural and domain knowledge competencies while facilitating transition from a rules-based system to roles-based system.

 

 

Member Admin CBC, Shri Praveen Pardeshi has given a detailed presentation on the Annual Capacity Building Plan (ACBP) of Department of Fisheries with detailed analyses on need of various training modules required at deferent level of officials in the Department.

 

A Capacity Building Unit (CBU) has been notified in the Department to implement and sustain ACBP. A budgetary outlay of 2.5% of salary head of the Department has been earmarked for implementation of ACBP. CBU will prioritize the training needs of employees of the Department. The trainings will be both in online and offline mode. Capacity Building Commission has identified the institute and knowledge partners to impart trainings to the employees. The Department will assess the impact of the trainings on its employees to ascertain the efficacy of ACBP.
