Union Minister of State (Independent Charge) for Law and Justice, Shri Arjun Ram Meghwal, today, on 13th August, 2026, launched the revamped India Code Portal at Kartavya Bhavan 2, New Delhi, in the august presence of Shri R. Venkataramani, Attorney General for India, Dr. Rajiv Mani, Secretary, Legislative Department and Department of Legal Affairs, Dr. Manoj Kumar, Additional Secretary, and senior officers of the Legislative Department. Shri Priyank Bharti, Director General, National Informatics Centre (NIC), Shri Sudeep Shrivastava, Chief Operating Officer, IndiaAI Mission and senior officers of the NIC were also present on the occasion.

The revamped portal marks an important step in the Government’s continuing endeavour to make access to laws simpler, faster, wider and more citizen-centric, using contemporary digital technologies.

Addressing the gathering, Shri Arjun Ram Meghwal underscored the importance of the Constitution and of ensuring that laws are easily accessible, understandable and available to all stakeholders. He observed that the India Code Portal serves as a reliable and comprehensive platform for citizen-friendly access to the Constitution, Central Acts, Rules and other legislative information. Highlighting the role of technology in strengthening access to law, he appreciated the dedicated efforts of the officers and officials of the Legislative Department in conceptualising, coordinating and overseeing the revamp, as well as the NIC team for its technical expertise and development support. Shri Meghwal noted that this collaborative effort would significantly enhance the accessibility, transparency and citizen-centric delivery of legislative information.

Shri R. Venkataramani, Attorney General for India, highlighted the transformation from physical to digital access to laws and appreciated the revamped India Code Portal developed by the Legislative Department with several new and user-friendly features. He emphasized the importance of keeping the portal technologically updated and responsive to emerging requirements. He also stressed the responsibility of legislative officers to contribute towards clear, effective and quality legislation and underscored the importance of ensuring wider and convenient access to laws. He appreciated the coordinated efforts of the Legislative Department and the technical team in developing the revamped portal, which would further strengthen transparency and public access to legislative information.

Dr. Rajiv Mani, Secretary, Legislative Department and Department of Legal Affairs, outlined the evolution of the India Code Portal and the efforts to make authentic and updated legislative information easily accessible to citizens, legal professionals, government departments and other stakeholders. Highlighting the role of technology in improving dissemination and access to laws, he outlined the key features of the revamped portal, including its more user-friendly interface and enhanced search, navigation and accessibility. He appreciated the coordinated efforts of the Legislative Department and the National Informatics Centre (NIC) and expressed confidence that the revamped platform would significantly strengthen wider and easier public access to reliable legislative information.

Dr Manoj Kumar, Additional Secretary, Legislative Department, introduced the revamped India Code Portal and outlined its key features and the larger vision behind its transformation. He observed that access to law is the first step towards access to justice and that laws must not only be available, but also easy to find, navigate, understand and use. He highlighted that the revamped portal seeks to move India Code beyond being a repository of legislative documents towards becoming an accessible, interconnected and citizen-centric digital gateway to law, with improved search and navigation, linkages between Acts and subordinate legislation, integration with the e-Gazette ecosystem, AI-assisted and semantic search, speech-enabled access and multilingual capabilities. He emphasised that technology should reduce the distance between the law and the citizen and enable legislative information to become more discoverable, interoperable and usable, thereby strengthening transparency, legal awareness and citizen-centric governance.

India Code provides a unified digital repository of Central Acts and their subordinate legislations, State Acts and their subordinate legislations, as well as Union Territory legislations and regulations. The revamped portal significantly enhances the manner in which citizens, legal professionals, researchers, the judiciary and Government can search, navigate and access legislative information through improved and intelligent search capabilities, AI-assisted search and interaction, semantic and speech-based search, easier navigation across legislations, access to amendments and legislative history, linkage of Acts with relevant subordinate legislation, integration with the e-Gazette ecosystem, improved document viewing, QR-enabled access and a structured citizen-feedback mechanism. It also seeks to enable AI-assisted multilingual access to laws in all 22 languages included in the Eighth Schedule to the Constitution, thereby making access to law wider, easier and more citizen-centric across Bharat.

The technological revamp seeks to transform India Code from being merely an online repository of legislation into a digital gateway to law, supported by an increasingly interconnected and citizen-friendly legal information architecture.

The initiative is aligned with the larger objective of leveraging technology for ease of accessing law, transparency, wider citizen participation and improved delivery of legal and public services.

The revamped India Code Portal represents an important step towards building a trusted and technology-enabled legal information ecosystem for Bharat, where laws are increasingly searchable, accessible, interconnected and available to citizens in the language and form most convenient to them.
