National Centre for Good Governance (NCGG)’s 2024 Year-End Review
National Centre for Good Governance (NCGG) has emerged as an institute in focus for capacity building programs on public policy and governance for international civil servants under Ministry of External Affairs schemes under ITEC and IOR, promoting India’s good governance models
NCGG successfully conducted 29 capacity building programs attended by 958 Civil Servants from 45 countries including several multi-country programs in 2024

The National Centre for Good Governance (NCGG) witnessed significant successes in 2024, furthering its mission of promoting good governance through innovative initiatives, capacity-building programs, and fostering global collaborations. The following are the key highlights of the year:
1. Capacity-Building Programmes for Civil Servants: In line with the Government of India’s vision of ‘Vasudhaiva Kutumbakam’ and the ‘Neighbourhood First’ policy advocated by the Prime Minister, Shri Narendra Modi, NCGG conducted 29 international training programs for civil servants from 45 countries, including Tanzania, Sri Lanka, Gambia, Cambodia, Bangladesh, Maldives, and Kenya. Specialized multi-country programs were also organized for regions like Latin America and the Caribbean (LAC), Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), lastly for Forum India-Pacific Islands Cooperation (FIPIC) & Indian Ocean Rim Association (IORA), South East Asian Countries and African Region. In 2024, the National Centre for Good Governance (NCGG) trained958 international civil servants through its capacity-building programmes, with eight additional programmes scheduled for completion by the end of the financial year.
Domestically, NCGG organized specialized programmes on “Digital Governance” for 19 officers in Visakhapatnam, which were highly appreciated for their focus on enhancing administrative efficiency and service delivery through technological integration. Also conducted 8th Capacity Building Programme for Civil servants of Jammu & Kashmir in which 38 officials participated.
2. MoUs to Expand Global/ National Outreach: In 2024, the National Centre for Good Governance (NCGG) reinforced its global commitment to capacity building by signing Memorandums of Understanding (MoUs) with countries such as Sri Lanka, Maldives, Cambodia, Gambia, and Malaysia.Under these MOU’s 1000 civil servants of Maldives, 1500 civil servants of Sri Lanka, 1000 civil servants of Cambodia, 500 civil servants of Gambia and Malaysia to undergo capacity building programs at NCGG from 2024-2029.On the national front, NCGG strengthened its domestic partnerships by collaborating with renowned institutions, including Mizoram University (Aizawl), IIM Kashipur, IIM Lucknow, IIM Tiruchirappalli, IIM Sirmaur, IIT Roorkee, IIT Bombay, IIT Kanpur, IIT Jodhpur, and IIM Calcutta.
3. National Good Governance Webinar Series: The National Good Governance Webinar Series, initiated in April 2022, gained traction in 2024, providing a platform for best practices and innovative governance solutions. Five webinars were conducted, featuring themes such as Innovation in States, Aspirational District Programmes, and Administrative Reforms for India@100. The webinars attracted 2,688 attendees, including district collectors and senior officers, showcasing award-winning initiatives from the Prime Minister’s Awards for Excellence in Public Administration.
4. NCGG Internship Programme: The NCGG Internship Programme continues to nurture aspiring policymakers, offering them hands-on experience in governance. In 2024, one cohort of 17 interns from various states completed the program, while the fourth cohort of 16 participants is currently working on critical governance issues such as Assessing the impact of Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP), Addressing the gender pay gap and improving child-inclusive governance, Leveraging data analytics to enhance rural education and optimize public-private partnerships for sustainable waste management, Developing policies for climate resilience, clean energy, and sustainable tourism.
5. NCGG-INSA LEADS Programme: In collaboration with the Indian National Science Academy (INSA), NCGG launched the INSA LEADS Programme for senior scientists engaged in cutting-edge research and technology development. NCGG conducted two such programmes where 81 senior scientists with substantial administrative experience participated in the year 2024.
6. Webinar series with partner institutions: The National Centre for Good Governance (NCGG) organized a series of webinars on "Good Governance: Policies and Practice" in collaboration with premier institutions, including IIM Lucknow, IIT Kanpur, IIM Sirmaur, and Mizoram Central University. These webinars served as a platform for knowledge sharing and capacity building, focusing on innovative governance practices and policy frameworks. A total of 269 participants attended these programs, reflecting the growing interest and engagement in fostering effective governance across diverse sectors.
7. National Grid for Good Governance: NCGG is spearheading the establishment of the National Grid on Good Governance (NGGG). For the first time, this initiative aims to create a comprehensive framework for effective governance reforms and service delivery. To deliberate on the scope, structure, and guidelines for the NGGG, a discussion session was conducted with senior officers and faculty members, bringing together expertise from across the governance spectrum in the month of December 26, 2024. The NGGG is envisioned as a nationwide network of institutions and stakeholders dedicated to research, knowledge sharing, best practices dissemination, and the implementation of governance reforms aligned with democratic principles. This grid will serve as a platform to consolidate efforts, foster collaboration, and ensure inclusive and citizen-centric governance.
