The primary responsibility of development of infrastructure facilities for Judiciary rests with the State Governments. However, to augment the resources of the State and UT Governments, the Central Government has been implementing a Centrally Sponsored Scheme (CSS) for the Development of Infrastructure Facilities for the District and Subordinate Courts since 1993-94. There are five components covered under the Scheme viz. Court Hall, Residential units for Judicial officers, Lawyers’ Hall, Toilet Complexes and Digital Computer Rooms. 

Specific aspects including the women-friendly infrastructure in the court halls are within the domain of the High Courts and State Governments. The Building Infrastructure Committee of High Court approves the design of the court halls and projects funded under the CSS. However, the CSS guidelines provide norms and specifications for court halls, which are based on the recommendations of the National Courts Management System (NCMS) Committee of the Supreme Court and norms and practices followed by different States and the CPWD.
