The 86th All India Presiding Officers’ Conference Concludes at Uttar Pradesh, Vidhan Mandap;

The 86th All India Presiding Officers’ Conference (AIPOC) concluded today at Uttar Pradesh Vidhan Mandap. Addressing the valedictory session, Shri Harivansh, Hon’ble Deputy Chairman, Rajya Sabha, expressed deep satisfaction over the productive discussions held during the Conference and underscored that the collective exchange of ideas among Presiding Officers from across the country had significantly enriched the discourse.

Shri Harivansh referred to Uttar Pradesh’s impressive economic journey, including growth in Gross State Domestic Product, per capita income, expansion of budget size, increased exports and rapid infrastructure development. He noted that Uttar Pradesh, once described as a “problem State,” by NITI Aayog has now emerged as a front-runner, achieving revenue surplus status and earning recognition for its reform-oriented governance.

Shri Harivansh observed that in today’s evolving geopolitical environment, economic strength, strategic capability and technological advancement are indispensable for national progress. He stated that India, since 2014, has been moving decisively in this direction and Uttar Pradesh is forging a new identity in alignment with the Hon’ble Prime Minister’s vision for a developed and self-reliant India.

Referring to the State’s Vision Document-2047, Shri Harivansh lauded the extensive deliberations held in both Houses of the Uttar Pradesh Legislature for over 27 hours, describing it as a reflection of the State Government’s commitment to participatory governance and consensus-building. He noted that for the realisation of the national goal of a developed India by 2047, as envisioned by the Hon’ble Prime Minister, it is imperative that States formulate clear and forward-looking development roadmaps, and Uttar Pradesh is making a significant contribution in this direction.

Shri Harivansh highlighted that between 2017 and 2025, nearly six crore people in Uttar Pradesh have been lifted above the poverty line through planned and targeted interventions. He noted the State Government’s ambitious objective of transforming Uttar Pradesh into a one-trillion-dollar economy by 2030, raising the growth rate to 20 per cent in the next five years and scaling up to a six-trillion-dollar economy by 2047, while increasing the State’s share in the national GDP from 9.5 per cent to 16 per cent.

Emphasising the shared responsibility of Legislatures and Governments,           Shri Harivansh stated that the common objective of all stakeholders is to contribute to national development through informed deliberations, sound policymaking and a forward-looking vision.

Shri Harivansh commended the efforts of the Hon’ble Speaker of the Uttar Pradesh Legislative Assembly, Shri Satish Mahana, in harmonising modern technology with traditional legislative values. He noted that the Assembly’s adoption of digital tools, improved rules of procedure, inclusion of regional dialects such as Awadhi, Bhojpuri, Bundeli and Braj with simultaneous translation, and the Speaker’s personal engagement with Members have significantly enhanced participation and inclusivity.

Concluding the valedictory session, Shri Harivansh expressed confidence that the deliberations and insights from the 86th AIPOC would strengthen legislative institutions across the country and further reinforce India’s democratic foundations.
