Union Minister for Rural Development and Agriculture & Farmers’ Welfare, Shri Shivraj Singh Chouhan held a review meeting on various schemes of the Ministry with the Rural Development Ministers of the States in New Delhi today. Secretary, Department of Rural Development, Shri Shailesh Kumar Singh and other senior officials of the Ministry were present in the meeting. While reviewing various works of the Ministry, Shri Shivraj Singh Chouhan said that this new year should bring happiness, prosperity and prosperity to all our rural India and to villages brothers and sisters and we should together fill their lives with colors of happiness. Without the development of rural India, developed India cannot become true and our objective is to make India a developed India by the year 2047, which is the vision of our Prime Minister Shri Narendra Modi. The Centre cannot function without the help of the states. I dedicate myself to achieving this goal. Rural schemes are not just schemes but a campaign to change the lives of rural people. The Ministry of Rural Development is determined to make the year 2025 a poverty-free village. There should be no unemployment in the village and their minimum daily needs should be fulfilled properly. We can achieve this together and to make this concept a reality, we need to do many things, such as:

• Setting time-bound targets in schemes and completing them on time

• Identifying regional disparities in the implementation of schemes and giving special emphasis to areas in need

• Developing and using technologically advanced IT solutions to the fullest extent

• Making processes simple and timely

• Making stakeholders aware of their rights

• Making maximum use of resources

• Increasing better coordination between welfare schemes of various ministries

• Coordination and intensive cooperation between the schemes of the Ministry of Rural Development

Shri Chouhan said that these reformative steps will liberate lakhs of villages of the country from poverty. Beyond poverty-free villages, I see the role of villages in nation-building, in which by making full use of the strength and possibilities of villages, India will not only stand in the category of developed nations, but will also be seen by the world as an ideal nation.

 

Union Minister said that the schemes of the Rural Development Ministry are not just schemes, they are a hope for the common people and a means to fulfill their dreams, it is the basis for respect, empowerment and building a better future. These schemes also reflect the commitment of the Government of India towards the development of villages. Shri Chouhan informed that 136 crore man-days have been created in MGNREGA since June 2024, due to which about 54 lakh 83 thousand works have been completed in rural areas. During this period, the Central Government has released a total of Rs 50,467 crore to the state governments. Shri Chouhan informed that Mission Amrit Sarovar was launched by Prime Minister Shri Narendra Modi on 24 April 2022, under which construction/revival work of more than 68,000 Amrit Sarovars has been completed so far. Now taking this mission forward, the mission is being expanded in the form of Phase II, under which more Sarovars will be constructed/revived.

He informed that 3.45 crore houses have been constructed in rural areas under the housing scheme in the last ten years, in which 2 crore 68 lakh houses have been completed against the target of 2 crore 95 lakh by March 2024 under Pradhan Mantri Awas Yojana Gramin and about 77 lakh pending houses of the previous housing scheme have also been completed. In the last eight years, an average of about 10,000 houses have been built per day. The average days for completion of houses have come down from 314 to 114 days.

 

Shri Chouhan said that realizing the success of this program and the need for rural houses, the housing scheme has been expanded and in the next 5 years, 2 crore new houses will be built at a cost of more than Rs 3 lakh 6 thousand crore.

He informed that the survey work has started to identify new families and link them to the scheme and this time the survey will be done on the basis of revised norms. Monitoring the work of Aawas + survey and ensuring that it is completed in the next three months i.e. by March 2025. Another revolutionary step in this direction has been taken by my department this year that now the people who are eligible for houses, they can do their own survey from their mobile.

Shri Chouhan informed that Deendayal Antyodaya Yojana- National Rural Livelihoods Mission i.e. NRLM is the world's largest women's network implemented in India. The Mission has achieved its target of 10 crore rural families. These have been organized into 90.89 lakh self-help groups and these have been federated into 5 lakh Village Organizations (VO) and further federated into 32,000 Cluster Level Federations (CLF). About Rs 48,289 crore has been provided as capitalization to these community institutions and bank loans of Rs 9.84 lakh crore have been given to the self-help groups. The Mission has covered around 4 crore women farmers and a total of 3.13 lakh enterprises have been supported. To realize the dream of Hon'ble Prime Minister of creating 3 crore Lakhpati Didi’s, till date, 1.15 crore Didi’s have become Lakhpati Didi’s and 2.91 crore potential Lakhpati Didi’s have been identified in the States.

He informed that the deadline for completion of works sanctioned under PMGSY: PMGSY-I, II and RCPLWEA has been extended again from March 2024 to March 2025. Under PMGSY-IV, survey for identifying eligible habitations is underway and is to be completed by January 31, 2025 so that road construction work can be started soon.

The Union Minister informed that a total of 629 training centers are active in the country under the National Rural Livelihood Mission in the form of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). A total of 16.96 lakh candidates have been trained and 11.02 lakh candidates have been employed under this scheme since 2014. A total of Rs 738929.33 lakh has been released under this scheme since 2014.

Union Minister Shri Chouhan informed that under the Rural Self Employment Training Institute (RSETI) program, a total of 602 training centers are active across the country. In which, from the inception of the scheme (2009) till date, a total of 54 lakh 32 thousand rural youths have been trained in various disciplines and 38 lakh 60 thousand beneficiaries have been linked to income generating activities. Under this scheme, a total amount of Rs. 1278.81 crore has been spent across India from the inception of the scheme till date.

Union Minister Shri Shivraj Singh Chauhan said that achieving the goals of all our schemes and fulfilling their objectives is possible only through the active participation of the state governments and continuous monitoring by them. I seek active cooperation from all of you and welcome your constructive suggestions. In today's meeting, I request you to inform us of your suggestions regarding the implementation of our schemes. Along with this, I also request you to tell us whatever thoughts or suggestions you have regarding ministries upcoming budget.
