NHRC, India in partnership with Ministry of External Affairs to organise ITEC Executive Capacity Building Programme on human rights for senior-level functionaries of NHRIs of the Global South
The 6-day programme will begin on the 14th September, 2026 in New Delhi

The National Human Rights Commission (NHRC), India in collaboration with the Ministry of External Affairs (MEA), is organising a six-day Indian Technical and Economic Cooperation (ITEC) Executive Capacity Building Programme on human rights for senior-level functionaries of National Human Rights Institutions (NHRIs) of the Global South in New Delhi from 14th to 19th September 2026. The programme will be inaugurated by the Chairperson of NHRC, India Justice V. Ramasubramanian.
The programme aims to strengthen the capacities of participating NHRIs and facilitate the exchange of experiences and good practices, with a view to promoting cooperation in the advancement and protection of human rights in their respective countries. The customised programme has been developed based on the needs of participating NHRIs and the feedback received during the four previous ITEC capacity-building programmes organised by the Commission. Forty-one senior-level functionaries from 15 NHRIs are expected to attend.
The programme will cover themes including the development of international human rights framework, contemporary human rights issues, human rights and business, impact of new technology on human rights and sustainable development. Participants will also gain insights into NHRC, India’s functioning, including its complaint management and investigation mechanisms, in the context of global human rights discourse.
Drawing on NHRC, India’s experience of over three decades, the programme seeks to promote mutual learning and meaningful collaboration among NHRIs for advocacy, enforcement and institutional strengthening across the Global South. Eminent persons with domain expertise in capacity building and training will serve as resource persons.
Participants will engage in interactive sessions with leading practitioners, cultural immersion and field visits. The programme will provide opportunities for dialogue and exchange among NHRIs of the Global South, reflecting NHRC, India’s commitment to strengthening human rights institutions and cooperation across the region.
