Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the valedictory session of the Intelligence Bureau's 'National Security Strategies Conference' in New Delhi today.  Senior police officers from across the country, Directors General of Police of all states, and representatives of central security agencies participated in the two-day conference, both in person and virtually. The Union Home Minister commended the Intelligence Bureau and its team for organizing the conference and for selecting its themes.

 

In his address, Union Home Minister Shri Amit Shah said, Modi Ji has set the target of developed India in 2047, and the first condition of developed India is strong internal security, if we want to become first in every field then internal security will have to be strengthened further. Shri Shah said that whenever a country decides to move forward, challenges inevitably emerge both from within the country and from across the world, and we must visualize them in advance.

Union Home Minister Shri Amit Shah said, if earlier governments had visualized the problems of Narcotics, Naxalism and North East before they became acute, then the country would not have had to bear the brunt of them for decades. He said that a problem is easier to tackle when it is small and at the very stage of its emergence. Shri Shah said, we have ended the challenge posed by the three hotspots of internal security, the entire credit for this goes to the police forces of every state, central agencies and CAPFs.

Union Home Minister Shri Amit Shah said, this forum of NSSC should look at the trends of the coming 15-20 years and decide which problem may arise and what should be the strategy to prevent it. He said that our responsibility is not merely to consolidate the victories we have achieved or overcome the identified challenges, but also to anticipate the challenges that may emerge in the future and ensure that they do not arise in the first place.

 

Speaking on the justice system, the Union Home Minister said that earlier, timely justice in the country was considered a dream and an impossible task. He said that the Modi Government introduced three new criminal laws and expanded the network of Forensic Science Laboratories (FSLs), while 37,000 young graduates are graduating every year through the National Forensic Sciences University. Shri Shah said that the modernization of the five pillars of the new criminal laws, technological upgradation, and creation of data are being implemented very effectively. He said that 100% implementation of all three new criminal laws will be achieved within the next one year, enabling criminal cases to be disposed of up to the Supreme Court within three years and increasing the conviction rate by 25%.

Union Home Minister said that the strike against PFI in one night, followed by its ban and the dismantling of its entire cadre, is an excellent example of Centre-State coordination. Shri Shah said that through several such measures, ranging from the modernization of prisons to other initiatives, we have built strong confidence and a solid platform in the area of internal security. He said that it is now time to build an internal security framework without a single loophole, standing firmly on this foundation.

While discussing the targets for the coming year, the Union Home Minister called for taking ‘Prahar’ from a document to a daily practice for the complete eradication of terrorism, and using it to dismantling of 360 degree terrorist networks. He said that ‘Prahar’ should be internalized as a core ethos at least up to the level of Deputy Superintendent of Police (DYSP), and all Director Generals of Police (DGPs) should work to fulfill all its requirements and take responsibility for its implementation within their respective jurisdictions. Shri Shah emphasized the clear definition of terrorism in the Bharatiya Nyaya Sanhita (BNS) and the provision for trial in absentia, and urged all DGPs to establish a dedicated vertical in their respective organizations to ensure follow-up on these measures.

Union Home Minister, speaking on the fight against narcotics, said that the Narcotics Control Vision Document 2026–2029 should be implemented on the ground by the police forces of all states to protect the next generation, and that they should work on the three Ds — Detect, Disrupt and Destroy — for a drug-free India. He urged all DGPs to study this time-bound programme and constitute a dedicated team in their respective states to take every dimension of it to its logical conclusion. Shri Shah said that India alone can wage the most successful battle against narcotics, and that this fight will be jointly waged and won by the Government of India and every department of every state government.

On Border security, the Union Home Minister said that over the past eight months, the Ministry of Home Affairs had visited all the land-border states and shared a document outlining a four-pronged border security approach with them. Shri Shah said that the goal is to make the country infiltration-free in the shortest possible time, and for this purpose, every state should designate a nodal officer not below the rank of Senior IG or Additional DG.

Union Home Minister said that this country is not a Dharamshala for illegal immigrants and that only citizens of the country have the right to reside here; anyone else who wishes to stay in India can do so only through legal channels and with the permission of the Government of India’s Ministry of External Affairs and Ministry of Home Affairs. He said that illegal immigrants pose a threat to the country’s security, economy and demographic stability, and that the campaign against infiltration will remain a very important campaign in the times to come.

Union Home Minister said that the Modi Government has strengthened the anti-fugitive mechanism and that around 274 fugitives have been brought back to India from abroad between 2019 and 2026. He said that following the creation of BHARATPOL, documentation, translation, legal formalities and training in accordance with international laws have all been strengthened. He added that the new criminal laws now provide for trial in absentia and also enable the cancellation of the passports of fugitives residing abroad. Shri Shah said that all states should work with the objective of bringing fugitives residing abroad within the reach of Indian law, and that every state police unit should establish a mechanism for this purpose.

On the use of technology, the Union Home Minister said that the Modi Government has upgraded the Multi-Agency Centre (MAC) into a platform capable of delivering multi-dimensional results, and that its technological capabilities will be upgraded fourfold in the coming days. He said that an integrated data bank of CCTNS, ICJS, NATGRID and NAFIS has been created, designed from the outset with a futuristic approach so that all the data can communicate with one another. Shri Shah called upon all young officers to use AI for data integration and analysis, identify modus operandi, and develop actionable intelligence so that future challenges can be prevented in advance.

Union Home Minister said that India’s security landscape cannot be shaped by looking only at developments within the country. He said that security policy must take into account global instability, energy-resource insecurity, supply chain disruptions, growing radicalism, and cyber and misinformation warfare. Shri Shah said that a holistic approach to security, vigilance, and coordination with all departments and state governments is essential, and that no success can be achieved if this comprehensive approach is abandoned. He urged the Intelligence Bureau to hold a meeting with all districts along the maritime border before the next conference, with the agenda and a time-bound roadmap finalized in advance.

Concluding his address, the Union Home Minister said that we must identify challenges in advance and eliminate them before they turn into major problems. By creating an ecosystem in which nothing becomes an obstacle to India’s development, we will be able to build a secure, infiltration-free and drug-free India. Shri Shah said that his experience has shown that when the Centre and the states work together, even the biggest problems can be eliminated, and expressed confidence that this tradition of cooperation will continue in the future.
