Support to pharmaceutical MSME clusters in Himachal Pradesh under SPI

Under a sub-scheme namely, Assistance to Pharmaceutical Industry for Common Facilities (APICF) of the umbrella Central Sector Scheme for Strengthening of Pharmaceuticals Industry (SPI) for strengthening the existing pharmaceutical cluster’s capacity for sustained growth by supporting creation of common infrastructure facilities.
Under the sub-scheme, two projects viz M/s Welzo Research & Development Private Limited and M/s Himachal Pradesh Testing Lab Limited (HPTLL) located in the Solan District, Himachal Pradesh have been approved in the FY 2022-23 (with sanction Grant-in-aid of ₹19.53 crore) and FY 2025-26 (with sanction Grant-in-aid of ₹17.87 crore) respectively. Under the sub-scheme API-CF, no proposal from Himachal Pradesh is pending.
One project viz M/s Welzo Research & Development Private Limited approved for establishing Research & Development and Testing Laboratory has been completed with central grant-in-aid of ₹5.86 crore released in FY 2022-23, ₹4.88 crore released in FY 2023-24, ₹6.84 crore released in FY 2024-25 and ₹1.95 crore released in FY 2025-26.
Second project viz M/s Himachal Pradesh Testing Lab Limited (HPTLL) has been approved for establishing Common Facility Centre for Research & Development and centre of excellence for skill development. Pending the procedural requirement as per the sub-scheme from HPTLL, financial assistance has not been released yet.
In addition to the above, under the sub-scheme namely Revamped Pharmaceutical Technology Upgradation Assistance Scheme (RPTUAS) of the umbrella Central Sector Scheme for Strengthening of Pharmaceuticals Industry (SPI) to facilitate technology and processes upgradation of existing pharmaceutical units to Revised Schedule-M and World Health Organization - Good Manufacturing Practices (WHO-GMP) certification, a total of 16 Pharmaceutical units with sanction amount of ₹17.19 crores and 27 Pharmaceutical units with sanction amount of ₹29.02 crores have been approved in the FY 2024-25 and FY 2025-26 respectively in Solan District, Himachal Pradesh. Out of the approved pharmaceutical units, incentive of ₹6.42 crore to seven pharmaceutical units have been released.
Further, a total of 21 applications from pharmaceutical units located in Himachal Pradesh are pending under the said sub-scheme due to temporary restriction is in place pending the finalisation of the decision of Expenditure Finance Committee/Standing Finance Committee on extension of the sub scheme.
