The Drug Law Enforcement Agencies (DLEAs), are actively engaged in enforcement activity under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. These concerted efforts have resulted in significant achievements in term of drug seizures, registration of cases, arrests, disposal of seized drugs, destruction of illicit cultivation, financial investigations and

preventive detention under Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988, the details of which as reported by all DLEAs to Narcotics Control Bureau (NCB) is at Annexure-I.

Government has strengthened inter-ministerial and inter-agency coordination through restructured 4-tier (Apex, Executive, State & District level) Narco-Coordination (NCORD) mechanism by inclusion of various stakeholders at all four levels. It provides a structured, institutionalized platform for coordination among Central Ministries, State Governments and enforcement agencies for monitoring drug trafficking, precursor diversion, demand reduction and rehabilitation, resulting in improved enforcement outcomes and intelligence-sharing. NCORD has been consistently active and functional at the Apex, Executive, State and District levels. So far, 10 Apex NCORD meetings and 7 Executive NCORD meetings have been held to guide policy formulation, enhance inter-ministerial coordination and review the overall narcotics control framework. At the operational level, 272 State NCORD meetings and 16,187 District NCORD meetings have been conducted across the country, enabling coordinated enforcement action, intelligence sharing and regular monitoring of drug trafficking trends at the grassroots level. These meetings have strengthened cooperation among agencies, facilitated joint operations and supported focused interventions against drug trafficking networks operating across States. Also, an NCORD Portal has been created to act as a platform for all drug and NCB related information and also as a total Knowledge Management System (KMS) for all four tiers of the NCORD mechanism. It also acts as a repository of information on the anti-drug abuse initiatives of the Government of India.

Over the last three years, the Government has significantly strengthened the Anti-Narcotics Task Force (ANTF) framework across the country. As on date, Anti-Narcotics Task Forces have been notified in all 36 States/Union Territories, though their mandate, structure and resources differ in various States/UTs. To address the issue, a template of an ideal State ANTF has been prepared and shared with the State/UT Governments by NCB in June, 2026.

To improve the geographical footprint of the Narcotics Control Bureau, Zonal Offices have been increased from 13 to 30, across the Country by addition of 05 new Zonal Offices at Gorakhpur (Uttar Pradesh), Siliguri (West Bengal), Agartala (Tripura), Itanagar (Arunachal Pradesh) and Raipur (Chhattisgarh) and by upgradation of 12 existing Sub-zones as Zones. All 30 Zonal offices are operational with sanction of requisite man-power. Approval has also been accorded recently for establishment of Six (06) new Zonal Offices at Port Blair (Andaman & Nicobar Islands), Dimapur (Nagaland), Aizawl (Mizoram), Shimla (Himachal Pradesh), Shillong (Meghalaya) and Gangtok (Sikkim).

The Government has implemented a centralized digital database, namely National Integrated Database on Arrested Narco-Offenders (NIDAAN), developed by the NCB in collaboration with the Inter-Operable Criminal Justice System (ICJS). The NIDAAN portal integrates data of Narcotic Drugs and Psychotropic Substances (NDPS) offenders arrested by all Drug Law Enforcement Agencies across the country, including information such as identity details, photographs, fingerprints, case particulars and court-related information. NIDAAN picks its data from all India E Prisons and the database of NCB. The database currently has around 9.50 lakh searchable data of arrested and convicted persons under NDPS Act. This database is accessible up to the Police Station level and to authorized users of State/ UT Police and Crime Law Enforcement Agencies (CLEAs). NIDAAN facilitates and assists investigating agencies in opposing bail, seeking cancellation of bail, monitoring habitual offenders, and supports preparation of proposals under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988, thereby strengthening coordinated and proactive enforcement action.
