Organised three nationwide Rozgar Melas in April, July, and October 2025, issuing more than 1.5 lakh appointment letters across Ministries, Departments, PSUs, Autonomous Bodies, and Union Territories, thereby strengthening nationwide employment generation efforts.
Enhanced recruitment transparency and efficiency through SSC, which fully transitioned to an electronic dossier system, implemented Aadhaar-based verification, and operationalised the unbundling of examination services.
Strengthened UPSC's recruitment ecosystem by launching the Aadhaar-enabled One-Time Registration (OTR) and expanding the Pratibha Setu platform to over 13,000 qualified candidates, enabling 159 organisations to access talent, including the recruitment of 451 Insurance Medical Officers by ESIC.
Achieved a CAT disposal rate of92.94 percent by September 2025, disposing 9,09,452 cases out of 9,78,554, alongside inaugurating new court-cum-office complexes in Lucknow and Guwahati and advancing digital case management through ACIS.
Expanded e-HRMS 2.0 to 290 Ministries, Departments and Organisations, covering 7.4 lakh employees, processing over 2,500 reimbursement claims, and integrating with Bhavishya to streamline 223 digital pension cases.
Delivered major growth under Mission Karmayogi, with 1.42 crore users on the iGOT platform, 3,839 courses, and 6.18 crore course completions, supported by NCVET recognition of Karmayogi Bharat and multiple national capacity-building initiatives.
Strengthened the national training ecosystem by approving 2,216 State Category Training Programmes and 245 Trainer Development Programmes for FY 2025-26, and expanding the Rashtriya Karmayogi Janseva Programme to train more than 7.11 lakh employees in Phase IL
Launched the fifth digital edition of the e-Civil List 2025, offering enhanced searchability, hyper/inks, and updated service profiles of /AS officers for improved transparency and accessibility.
Improved transparency and citizen services through RT/ reforms, including integration of the RT/ portal with CIC's AppCoMS system, onboarding of 2,899 Public Authorities, and introduction of secure OTP-based login.
Successfully implemented Special Campaign 2025, reviewing more than 2.40 lakh files, weeding out over 1.70 lakh files, cleaning over 1,000 office sites, and generating over �33 lakh through scrap disposal, while also conducting extensive Swachhata activities.
- Introduction
The year 2025 witnessed significant strides by the Department of Personnel & Training (DoPT) in strengthening governance systems, accelerating public service delivery, and enhancing administrative capacities across the country. A wide spectrum of reforms-from digital transformation to civil services capacity building, tribunal modernization, citizen-centric services, and nationwide employment generation-marked an impactful year, aligned with the vision of Viksit Bharat @2047.
DoPT's achievements during this period reflect a whole-of-government focus on efficiency, transparency, and service orientation, furthering the commitment of the Hon'ble Prime Minister toward responsive and future-ready governance.
- Rozgar Mela -National Employment Facilitation

- Overview of the Initiative
The Rozgar Mela initiative, launched nationwide in October 2022, continued to serve as a major platform for expanding employment opportunities across Central Ministries, Departments, Public Sector Undertakings, Autonomous Bodies, and Union Territories. Over a three-year period, the campaign facilitated the distribution of approximately eleven lakh appointment letters.

- Rozgar Melas Held During 2025
Three national-level Rozgar Melas were organised during 2025. The fifteenth and sixteenth Rozgar Melas, held in April and July respectively, took place across forty-seven locations each and collectively resulted in the distribution of more than fifty-one thousand appointment letters at each round. The seventeenth Rozgar Mela, conducted in October at forty locations, similarly issued more than fifty-one thousand appointment letters. The Hon'ble Prime Minister addressed the appointees virtually and through a recorded message, underscoring the continuing priority accorded to youth empowerment and accelerated recruitment.

- Staff Selection Commission
The Staff Selection Commission completed a major transition to a fully electronic dossier system during 2025, enabling Ministries and Departments to download verified candidate documents directly without physical movement of files. Aadhaar-based verification at both application and examination stages improved integrity and strengthened deterrence against impersonation. The unbundling of examination services separated test development from test conduct, thereby reinforcing fairness. Candidate communication processes were improved
through the launch of SSC's official 'X' social media handle and through the operational grievance portal and helpdesk.

- Union Public Service Commission
UPSC launched the Aadhaar-enabled One-Time Registration system in July 2025, allowing candidates to maintain a unified, digitally authenticated profile for multiple examinations. The Pratibha Setu portal expanded its reach during the year, making the examination performance details of more than thirteen thousand non-recommended candidates available to one hundred fifty-nine registered organisations. The platform supported the Employees' State Insurance Corporation in recrniting four hundred fifty-one Insurance Medical Officers.
- Central Administrative Tribunal

- Access, Infrastructure and Regional Outi·each
The Central Administrative Tribunal widened access to litigants through circuit sittings, including the Hyderabad Bench sitting in Vijayawada on 17 Febrnary 2025. Two major infrastructure projects were completed during the year: the inauguration of a new court-cum-office complex in Lucknow on 14 April 2025 and the inauguration of an upgraded complex in Guwahati on 2 August 2025. These facilities strengthened the Tribunal's ability to deliver timely and citizen-friendly adjudication.

- Case Disposal and Digital Reforms
By September 2025, the Tribunal had disposed of 9,09,452 cases out of a total of 9,78,554, achieving a disposal rate of 92.94 percent. Disposal rates remained above one hundred percent for three consecutive years, reflecting the Tribunal's sustained efficiency. The Advance Case Information System improved case management through e-filing, SMS notifications, real-time tracking, and virtual hearing capabilities.

- Annual Conference and Strengthening of Adjudication Capacity
The tenth All-India CAT Conference was held on 20 September 2025 at Bharat Mandapam and was inaugurated by the Hon'ble Chief Justice of India. During the year, the Government issued appointment orders for four Administrative Members and five Judicial Members, filling all existing vacancies and strengthening the Tribunal's adjudicatory capacity.
- e-HRMS 2.0 - Expansion of Digital HR Governance

- Platform Expansion and Pension Integration
The e-HRMS 2.0 platform expanded to two hundred ninety Ministries, Departments, and Organisations during 2025, covering more than seven lakh employees. Integration with the
Bhavishya portal enabled streamlined digital pension processing, resulting in two hundred twenty-three pension cases being handled through the integrated system across thirty-one Ministries and thirty-four Organisations.

- Organogram and PFMS Integration
The Organogram Module, piloted in May and launched in July, enabled Ministries and Departments to visualise organisational hierarchies and workforce distribution across subordinate and autonomous bodies. PFMS integration improved financial work.flows, and more than two thousand five hundred reimbursement claims were processed electronically. Multiple work.flow-creation workshops facilitated system adoption across Ministries and Departments.

- Assistant Secretary Programme
The Assistant Secretary Programme continued to offer structured exposure to the functioning of the Union Government for newly inducted IAS officers. Since its inception in 2015, a total of one thousand five hundred eighty officers have participated. During their attachment, officers worked on Ministry-specific problem statements involving analytical reviews, stakeholder consultations, examination of data, and formulation of actionable solutions.
6.2 Mission Karmayogi and iGOT Karmayogi
Mission Karmayogi progressed significantly during 2025. Karmayogi Bharat, the implementing SPV, was recognised by NCVET as a dual-category awarding body, enabling certification oflearners on the iGOT platform. The organisation supported nationwide training on the new criminal laws, conducted workshops on Public-Private Partnerships, and guided States in preparing AI-assisted capacity-building plans. The District Karmayogi Programme was launched in Gujarat with a focus on frontline service delivery. A delegation from the Royal Civil Service Commission of Bhutan visited India for a programme on workforce planning.
The iGOT Karmayogi platform expanded to 1.42 crore users and offered 3,839 courses in several languages. More than 6.18 crore course completions were recorded. Eighty-six Ministries and Departments published their Annual Capacity Building Plans, and the platform's role was acknowledged in the Economic Survey. The introduction of iGOT-AI enhanced personalised learning pathways. From the 2025-26 cycle onward, prescribed course completions and assessments form part of APARs.

- Capacity Building Commission
The Capacity Building Commission advanced major initiatives including the Viksit Panchayat Initiative, the DAKSH and DAKSH 2.0 programmes for senior CPSE leadership, and Samuhik
Charcha, which promoted collaborative learning across government systems. A national workshop with State Administrative Training Institutes supported the development of State Capacity Building Plans and strengthened institutional capabilities.

- Civil Services Training Ecosystem
NSCSTI 2.0 introduced enhanced standards for the accreditation of training institutions, aligned with the Mission Karmayogi competency model. ISTM operationalised its AI-enabled chatbot to provide training support. The Rashtriya Karmayogi Janseva Programme trained officers, master trainers, and frontline employees across Ministries. Land acquisition workshops were conducted across several States. During FY 2025-26, a total of 2,216 State Category Training Programmes and 245 Trainer Development Programmes were approved, with significant progress in implementation.
6.5 LBSNAA Programmes
The Lal Bahadur Shastri National Academy of Administrationconducted role-specific training programmes in areas including municipal governance and renewable energy. A Special Foundation Course for backlog IAS officers and ISS officers was conducted at the Dr. MCR HRD Institute in Hyderabad. The hundredth Common Foundation Course for the 2025 batch included Aarambh 7.0, during which the Hon'ble Prime Minister addressed officer trainees at the Statue of Unity. The Academy inaugurated a new eight-hundred-seater auditorium named Kartavyashila.
- e-Civil List 2025
The fifth digital edition and seventieth overall edition of the e-Civil List was released on 19 May 2025. The platform provided updated service details of IAS officers with enhanced navigability and hyperlinked references.
- Welfare, Sports and Cultural Initiatives
The Department organised the fourth Women's Sports Meet with nearly six hundred participants, celebrated National Sports Day on two occasions, conducted the CCSCSB Half Marathon with more than one thousand runners, and organised blood donation drives, cultural programmes, and the Run for Unity. These initiatives fostered employee well-being and organisational camaraderie.
- RTI Online Portal Enhancements
The RTI Online Portal was integrated with the CIC AppCoMS system in April 2025, enabling automatic population of appeal-related information. The portal expanded to 2,899 Public Authorities and adopted OTP-based authentication to strengthen data security.
- Special Campaign 2025 and Swachhata Initiatives
Under Special Campaign 2025, the Department reviewed more than 2.40 lakh files, weeded out more than 1.70 lakh files, cleaned over one thousand office sites, and generated more than thirty-three lakh rupees through scrap disposal. During Swachhata Hi Seva 2025, cleanliness drives, plantation activities, competitions, and cybersecurity workshops were organised, concluding with Swachhotsav on 2 October.
- Administrative Impl'Ovements at Kartavya Bhavan - 3
The relocation of the Department to Kartavya Bhavan- 3 improved inter-divisioncoordination, reduced turnaround time for inter-departmental consultation, and enhanced the overall quality of office work through improved infrastructure and shared best practices.
- Rajbhasha Pakhwada and Vigilance Awareness Week
The Department organised Rajbhasha Pakhwada during 2025 and facilitated the joining of new personnel. Vigilance Awareness Week was observed to reinforce the Department's commitment to transparency, accountability, and ethical governance.
- Conclusion
During 2025, the Department of Personnel & Training advanced systemic reforms across recruitment, training, tribunal administration, civil service governance, transparency mechanisms, and employee welfare. These achievements contribute to building a responsive, capable, and future-ready administrative system aligned with the vision of Viksit Bharat @2047.
