The Ministry of Panchayati Raj is implementing Revamped Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) w.e.f. financial year 2022-23 with main objective of capacitating Panchayati Raj institutions (PRIs) through imparting training to the Elected Representatives (ERs), functionaries and other stakeholders to develop their governance capabilities for leadership roles to enable the Panchayats to function effectively, across all States/UTs including Union Territory of Dadra and Nagar Haveli.

Under revamped scheme, capacity building and training of elected representatives, functionaries and other stakeholders of Panchayats supported under different categories viz. basic orientation, refresher training, thematic training, specialized training, panchayat development plan training, etc. Apart from different trainings, scheme also supports for exposure visits, development of training modules and materials, etc. In addition, the scheme also provides support for establishment of institutional mechanism for the capacity building & training and to create Panchayat infrastructure like Gram Panchayat Bhawan, Computer and Co-location of Common Service Centres (CSCs) in Gram Panchayat Bhawan on limited scale. Details of participants trained, construction of Gram Panchayat Bhawans, and procurement of computers approved under the scheme during 2025–26 are attached below.

The objective of the e-GramSwaraj application is to bring transparency, accountability, and efficiency in the functioning of Panchayati Raj Institutions (PRIs) by providing a unified digital platform for planning, budgeting, accounting, work management, and monitoring of activities undertaken by Gram Panchayats. The application aims to streamline Panchayat-level workflows and strengthen evidence-based decision-making.

The e-GramSwaraj application is useful in monitoring the works executed by Panchayats. The application enables real-time tracking of Panchayat works through features such as work identification, geo-tagging, progress reporting, financial tracking, and generation of activity-wise reports. It integrates the planning and implementation stages, allowing stakeholders to monitor physical and financial progress of works taken up under various schemes. The system also facilitates transparency by making Panchayat information publicly accessible through the e-GramSwaraj dashboard and mobile interface.
