The Union Minister of State for Personnel, Public Grievances, and Pensions, Dr. Jitendra Singh, will inaugurate the Advanced Case Writing and Teaching Workshop for Civil Services Training Institute (CSTI) Faculty on 9th December in New Delhi. He will also officially launch the Amrit Gyaan Kosh Portal (jointly developed by the Capacity Building Commission and Karmayogi Bharat on the iGOT platform). The event will be held at the Sushma Swaraj Institute of Foreign Service (SSIFS), New Delhi. This launch will enable iGOT users to freely access the Atmanirbhar case studies and supporting materials hosted on the portal.

This event will be attended by the leadership from the Capacity Building Commission, Karmayogi Bharat, Asian Development Bank, Asian Development Bank Institute and the Program Instructors from Stanford Leadership Academy for Development.

The Capacity Building Commission, in collaboration with the Asian Development Bank Institute and the

Stanford Leadership Academy for Development, will conduct an Advanced Case Writing and Teaching Workshop for 60 faculty members from Civil Services Training Institutions (CSTI) nationwide. This initiative will take place in two cohorts, from December 9-13, 2024, and December 16-20, 2024, at the Sushma Swaraj Institute of Foreign Service, New Delhi.

The workshop is a cornerstone of the Amrit Gyaan Kosh initiative, a pioneering knowledge repository of India centric public administration case studies developed by the Commission. Faculty members were selected for this program after completing three rigorous preliminary stages. During the workshop, they will receive advanced capacity building and guidance to develop high-quality case studies and gain the skills to teach these cases effectively to officer trainees.

Key instructors from the Stanford Leadership Academy for Development leading the program include:

  • Mr. R. Kent Weaver, Professor Emeritus of Public Policy and Government, Georgetown University
  • Mr. Blair Cameron, Consultant, World Bank
  • Mr. Dinsha Mistree, Research Fellow, Hoover Institution, Stanford University

Upon successful completion of the program, participants will:

  • Develop structured case outlines with defined learning outcomes.
  • Conduct insightful interviews with case protagonists.
  • Write compelling cases with well-articulated objectives.
  • Teach public policy case studies aligned with global best practices.
  • Contribute new cases to the Amrit Gyaan Kosh portal.

Program Objectives:

The initiative seeks to build the capacity of CSTI faculty to enhance the quality of public administration training. Key objectives include:

  1. Enhancing Case-Writing Skills: Empowering faculty to develop impactful case studies.
  2. Producing Teaching Cases: Generating a repository of cases for teaching at CTIs, ATIs, and other institutions.
  3. Improving Teaching Skills: Equipping faculty with the skills needed for effective case-based teaching.
  4. Identifying Master Trainers: Selecting participants to serve as future trainers and contributors to Amrit Gyaan Kosh.

Participants completing their cases will have them published on Amrit Gyaan Kosh and receive certificates of program completion.

This program is a significant step under Mission Karmayogi, reflecting the Government of India’s commitment to fostering excellence in governance and public administration. By creating a comprehensive learning ecosystem for civil servants, this initiative supports the vision of transforming India’s public service capacity building framework.
