Figure-1: Monthly Crude Oil Production

Unit-wise production details with reasons for shortfall are as under:

    1. Crude oil production by ONGC in the nomination blocks is less than monthly target of Aug’21 (6.31%) as well as April – Aug’21 target (3.79%). Also, it is less than actual production in corresponding month and period of last year i.e. Aug’20 (3.83%) & Apr-Aug’20 (4.64%). Reasons for shortfall in production are as under:

  • Less than anticipated production from WO-16 cluster due to delay in mobilization of MOPU Sagar Samrat.
  • Less than anticipated production from Cluster-8 fields due to delay in inputs as installation of wellhead platforms delayed due to COVID-19 impact.
  • Consequential loss in oil production due to conditions created by cyclone Tauktae.

    1. Crude oil production by OIL in the nomination blocks is higher than actual production in corresponding month and period of last year i.e. Aug’20 (4.34%) & Apr-Aug’20 (0.74%).  However, it is less than monthly target of Aug’21 (3.33%) as well as April – Aug’21 target (1.91%). Reasons for shortfall in production as compared to target is as under:

  • Less than planned contribution from workover wells, drilling wells and old wells.

    1. Crude oil production by Pvt/JVscompanies in the PSC/RSC regimeis less than monthly target of Aug’21 (6.15%) as well as April – Aug’21 target (2.69%). Also, it is less than actual production in corresponding month and period of last year i.e. Aug’20 (0.64%) & Apr-Aug’20 (0.64%). Reasons for shortfall in production as compared to target is as under:

  • RAVVA (Cairn Energy India Ltd): Production shortfall is due to injectivity issues in few wells that caused the lower productivity.
  • RJ-ON-90/1 (Cairn Energy India Ltd): Production is lower due to downtime on account of well failures and Diesel Generator breakdown across fields. Also, delay in polymer start up led to lower productivity.
  • CB-ONN-2000/1 (GSPC): Not enough production from few wells due to reservoir issues and possible casing and sub surface assembly damage. Also, minor shortfall wells on account of power failure has affected the production.
  • CB-ONN-2004/2 (ONGC): Two development wellscould not be drilled as planned in Q1 FY2021-22. Also, a newly developed well is under performing, thus, affecting the production rate.
  • MB/OSDSF/B80/2016 (Hindustan Oil Exploration Company Ltd.): Delay in commencement of production.

  1. Production of Natural Gas

Natural gas production during August2021 was 2923.94MMSCM, which is 20.23% higher when compared with production of August 2020 but 10.14% lower than the monthly target. Cumulative natural gas production during April-August, 2021 was 13985.76MMSCM, which is 19.94% higher than production during corresponding period of last year but 6.39% lower when compared with target for the period. Unit-wise and state-wise natural gas production is given at Annexure-II. Unit-wise natural gas production for the month of August2021 and cumulatively for the April-August, 2021 vis-à-vis same period of last year has been shown in Table-2 and month-wise in Figure-2.

Figure-2: Monthly Natural Gas Production

    1. Natural gas production by ONGC in the nominationblocks is less than monthly target of Aug’21 (12.91%) as well as April – Aug’21 target (11.14%). Also, it is less than actual production in corresponding month and period of last year i.e. Aug’20 (9.22%) & Apr-Aug’20 (7.29%). Reasons for shortfall in production as compared to target are as under:

  • Less than anticipated production from WO-16 Cluster due to delay in mobilization of MOPU Sagar Samrat.
  • Less than planned production from few wells due to certain reservoir related issues.
  • Delay in commencement of gas production from KG-98/2 Cluster-II due to COVID-19 impact as manufacturing of subsea items and well completion got delayed.
  • Decline in production from Mandapeta, Pasarlapudi&Endamuru field in Rajahmundry.
  • Less than envisaged production from Dahej&Gandhar field in Ankleshwar.

    1. Natural gas production by OILin the nomination block is higher than monthly target of Aug’21 (2.20%) but less than when compared April – Aug’21 target (4.46%). Also, it is higher than actual production in corresponding month and period of last year i.e. Aug’20 (36.05%) & Apr-Aug’20 (13.36%). Reasons for shortfall in production as compared to target is as under:

  • Low upliftment/demand of gas by the major customers.

    1. Natural gas production by Pvt. /JVs companiesin the PSC/RSC/CBMregime is higher than actual production in corresponding month and period of last year i.e. Aug’20 (186.22%) & Apr-Aug’20 (200.84%). Also, it is higher than cumulative April – Aug’21 target (4.11%) but less than monthly target of Aug’21(7.68%). Increase in gas production with respect to Apr-Aug’21 target and corresponding period of last year is due to production from new fields D-34 and Satellite Cluster of KG-DWN-98/3 where production commenced in Dec-2020 and April-2021 respectively. Besides, there is higher offtake from gas fields (AAP-ON-94/1, KG-OSN-2001/3 & CB-OSN-2003/1) that led to increase in the production.

  1. Crude Oil Processed (Crude Throughput)

Crude Oil Processed during August2021 was 18438.58TMT, which is 14.17% higher than August 2020but 0.33% lower than the target for the month.Cumulative crude throughput during April-August, 2021 was95077.05TMT, which is 15.30% higher when compared with the production of corresponding period of last year but 2.55% lower than target for the period. Refinery-wise details of the crude throughput and capacity utilization during the month of August 2021 vis-à-vis August 2020 are given at Annexure-III and Annexure-IV. Company-wise crude throughput for the month of August2021and cumulatively for April-August, 2021vis-à-vis same period of last year has been shown in Table-3 and month-wise in Figure-3.

However, it is less than monthly target of Aug’21 (10.2%) as well as April – Aug’21 target (10.36%).Reasons for shortfall in production as compared to targetare as under:

  • IOCL-Guwahati: Monthly Crude processed lower due to Crude Distillation Unit (CDU) stabilization delay.
  • IOCL-Barauni&Digboi: Monthly Crude processed lower due to deferment of M&I shutdown
  • IOCL-Gujarat, Mathura, Panipat: Monthly Crude processed lower due to lower product demand
  • IOCL-Paradip: Monthly Crude processed lower due to revamp shutdown.
  • BPCL-Kochi: Monthly Crude processed lower due to CDU-2 turnaround.
  • HPCL, Mumbai: Monthly Crude processed lower due to continued shutdown of one of the crude processing unit. Most of the other units are also under planned shutdown for revamp jobs.
  • HPCL, Viskah: Monthly Crude processed lower due to continued shutdown of one of the primary crude processing unit
  • CPCL-Manali: Monthly Crude processed lower due to Refinery-III M&I shutdown. And lower demand due to COVID-19 lockdown.
  • MRPL-Mangalore: Monthly Crude processed lower due to secondary unit throughput.

3.2       JV refineries’ crude oil processedis higher than monthly target of Aug’21 (11.32%) as well as April – Aug’21 target (10.1%). Also, it is higher than actual production in corresponding month and period of last year i.e. Aug’20 (14.12%) & Apr-Aug’20 (34.4%).
