ਸਾਲ 2016 ਤੋਂ 2020 ਤੱਕ ਉਤਪਾਦਨ ਦੀ ਲਾਗਤ ਦੇ ਪ੍ਰਤੀਸ਼ਤ ਵਾਧੇ ਅਤੇ ਲਾਜ਼ਮੀ ਸਾਉਣੀ 'ਤੇ ਹਾੜ੍ਹੀ ਦੀਆਂ ਫਸਲਾਂ ਦੇ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ (ਐਮਐਸਪੀ) ਦੇ ਵੇਰਵੇ Annexure I. ਵਿੱਚ ਦਿੱਤੇ ਗਏ ਹਨ ।

ਡਾਕਟਰ ਐਮ ਐਸ ਸਵਾਮੀਨਾਥਨ ਦੀ ਪ੍ਰਧਾਨਗੀ ਵਾਲੇ ਰਾਸ਼ਟਰੀ ਕਿਸਾਨ ਕਮਿਸ਼ਨ (ਐਨਸੀਐਫ) ਨੇ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਸੀ ਕਿ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ (ਐਮਐਸਪੀ) ਉਤਪਾਦਨ ਦੇ ਭਾਰ ਦੀ ਔਸਤਨ ਲਾਗਤ ਨਾਲੋਂ ਘੱਟੋ ਘੱਟ 50 ਪ੍ਰਤੀਸ਼ਤ ਵੱਧ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ । ਪਰ ਉਸ ਸਮੇਂ ਜਦੋਂ ਉਸ ਵੇਲੇ ਦੀ ਸਰਕਾਰ ਨੇ ਕਿਸਾਨਾਂ ਬਾਰੇ ਰਾਸ਼ਟਰੀ ਨੀਤੀ 2007 ਨੂੰ ਅੰਤਮ ਰੂਪ ਦਿੱਤਾ ਸੀ, ਤਾਂ ਉਤਪਾਦਨ ਦੀ ਲਾਗਤ ਨਾਲੋਂ 50 ਪ੍ਰਤੀਸ਼ਤ ਦੀ ਵੱਧ ਵਾਪਸੀ ਮੁਹਈਆ ਕਰਵਾਉਣ ਦੀ ਇਸ ਸਿਫਾਰਸ਼ ਨੂੰ ਸ਼ਾਮਲ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਸੀ ।

 

2018-19 ਲਈ ਕੇਂਦਰੀ ਬਜਟ ਨੇ ਐਮਐਸਪੀ ਨੂੰ ਉਤਪਾਦਨ ਦੀ ਲਾਗਤ ਦੇ ਡੇਢ ਗੁਣਾ ਦੇ ਪੱਧਰ ‘ਤੇ ਰੱਖਣ ਲਈ ਪਹਿਲਾਂ ਤੋਂ ਨਿਸ਼ਚਤ ਸਿਧਾਂਤ ਦਾ ਐਲਾਨ ਕੀਤਾ ਸੀ । ਜਿਸ ਅਨੁਸਾਰ, ਸਰਕਾਰ ਨੇ ਖੇਤੀਬਾੜੀ ਸਾਲ 2018-19 ਤੋਂ ਪੂਰੇ ਭਾਰਤ ਦੇ ਉਤਪਾਦਨ ਦੀ ਔਸਤਨ ਲਾਗਤ ਨਾਲੋਂ ਘੱਟੋ ਘੱਟ 50 ਪ੍ਰਤੀਸ਼ਤ ਦੀ ਵੱਧ ਵਾਪਸੀ ਨਾਲ ਸਾਰੀਆਂ ਲਾਜ਼ਮੀ ਸਾਉਣੀ, ਰਬੀ ਅਤੇ ਹੋਰ ਵਪਾਰਕ ਫਸਲਾਂ ਲਈ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਵਿੱਚ ਵਾਧਾ ਕੀਤਾ । ਇਸੇ ਸਿਧਾਂਤ ਦੀ ਪਾਲਣਾ ਕਰਦਿਆਂ, ਸਰਕਾਰ ਨੇ 1 ਜੂਨ, 2020 ਨੂੰ ਸਾਲ 2020-21 ਦੀਆਂ ਸਾਰੀਆਂ ਲਾਜ਼ਮੀ ਸਾਉਣੀ ਦੀਆਂ ਫਸਲਾਂ ਅਤੇ 2120-21 ਦੀਆਂ ਸਾਰੀਆਂ ਲਾਜ਼ਮੀ ਹਾੜ੍ਹੀ ਦੀਆਂ ਫਸਲਾਂ ਲਈ 21 ਸਤੰਬਰ 2020 ਨੂੰ ਐਮਐਸਪੀ ਵਧਾਉਣ ਦਾ ਐਲਾਨ ਕੀਤਾ । ਐਮਐਸਪੀ ਦੇ ਵੇਰਵੇ, ਸਾਉਣੀ ਅਤੇ ਹਾੜ੍ਹੀ ਦੀਆਂ ਫਸਲਾਂ ਲਈ ਸਾਲ 2018-19 ਤੋਂ 2020-21 ਤੱਕ ਉਤਪਾਦਨ ਦੀ ਲਾਗਤ ਅਤੇ ਲਾਗਤ ਤੋਂ ਉਪਰ ਹੋਈ ਫਸਲ ਦੀ ਕੀਮਤ ਦੀ ਵਾਪਸੀ ਦੇ ਵੇਰਵੇ Annexure II. ਵਿੱਚ ਦਿੱਤੇ ਗਏ ਹਨ ।
