Workshop Anchors the Shift from Training to Capacity Building through UNNATI and Capacity Building Commission’s Training Institutions’ Transformation Framework

The first Regional Workshop under Sādhana Śhrinkhla, organised by the Capacity Building Commission (CBC) on Mission Karmayogi, concluded on 30 September 2026 in Vijayawada, Andhra Pradesh. The two-day workshop (29–30 September 2026) was themed "From Training Institutions to Capacity Building Institutions". It brought together more than 300 participants from Andhra Pradesh, Karnataka, Telangana, Odisha, Puducherry, Kerala and Tamil Nadu, along with Subject Matter Experts (SMEs) from these States/UTs. They included heads and faculty of Training Institutions, Administrative Training Institutes (ATIs), General Administration Departments and Academies.

Background

Sādhana (Strengthening Adaptive Development and Humane Aptitude for National Advancement) Śhrinkhla is a nationwide series of regional consultative engagements. It builds on the stakeholder consultations organized by CBC previously, like -  National Training Conclave during Sādhana Saptah 2026 (2–8 April 2026), which focused on Technology, Tradition and Tangible Outcomes, and the National Departmental Summit on "Institutionalizing Capacity Building: From Training to Performance-linked Governance".

The regional workshops bring together concerned stakeholders to co-develop a Training Institute Transformation Framework reflecting their diverse needs and contexts. The workshops provide a platform to validate the framework and translate it into actionable priorities for a shared roadmap for transformation. Implementation will be anchored in UNNATI, the Framework’s core digital enabler, connecting over 900 Training Institutions to support resource sharing, collaboration and continuous, data-informed institutional improvement.

Day 1: Inaugural session

The workshop began with the lighting of the lamp and the Karmayogi Gaan. Dr. Alka Mittal, Member (Administration), CBC, delivered the welcome address. The gathering was addressed by Shri Peeyush Kumar, Principal Secretary (Planning), and Shri G. Sai Prasad, Chief Secretary, Government of Andhra Pradesh. A video on UNNATI was screened, and State felicitations were held.

Smt. S. Radha Chauhan, Chairperson, Capacity Building Commission, said that the capabilities of government officials must be continuously enhanced in view of rapidly changing technologies, particularly Artificial Intelligence. She said that "Nagrik Devo Bhava" has emerged as a core principle of governance, requiring officials to align their behaviour, skills and performance with the needs of citizens. She highlighted the role of iGOT Karmayogi in providing structured learning, and said that transforming TIs into strategic, competency-driven Capacity Building Institutions will help government organisations develop the capabilities their roles require and complement the online learning enabled at scale by iGOT Karmayogi.

Inaugurating the workshop, the Hon'ble Chief Minister of Andhra Pradesh, Shri Nara Chandrababu Naidu, said that technology and data have transformed governance. He said that real-time data, data integration across departments and AI-enabled monitoring can now support timely action, and that good policy must be matched by effective execution and leadership. He appreciated Mission Karmayogi, and its delivery channels - iGOT and UNNATI platforms for creating an integrated capacity-building ecosystem. He iterated that online learning must be complemented by physical training in institutions, and that continuous learning and unlearning is essential for every officer.

The Chief Minister congratulated the Andhra Pradesh government machinery for completing two crore courses on the iGOT Karmayogi portal. Referring to the State's Swarna Andhra 2047 aspiration, he said that capable administration and effective policy execution are key to accelerating growth. He also highlighted the P4 (Public-Private-People Partnership) approach for spreading the benefits of development to the last mile. He welcomed UNNATI for connecting National, Regional and State Training Institutions on one platform, and suggested extending the network to universities and the private sector so that officials gain first-hand exposure to different working environments.

On the occasion, Andhra Pradesh was recognised as the top-performing State in capacity building of government employees, with Karnataka in second place and Odisha third. The awards were presented by the Chief Minister. The session concluded with a vote of thanks by Shri Jagdeep Gupta, Secretary, CBC.

Day 1: Technical sessions

  • Transformation from Training Institution to Capacity Building Institution: The first session, anchored through UNNATI, explained how TIs can move from delivering individual programmes to managing the complete capacity-building lifecycle. This covered understanding demand from Capacity Building Plans (CBPs), translating it into suitable learning interventions, and delivering them effectively. It included a demonstration of the AI CBP creation tool of iGOT Karmayogi, features of the UNNATI portal that translate the demands captured through CBPs for a Training Institution and how it enables a Training Institution to effectively deliver on them. All the participating State/UT’s also presented their progress on related Mission Karmayogi parameters.
  • Karmayogi Quality Framework (KQF) for TIs: The session explained how TIs can embed quality across the learning lifecycle, from identifying competency needs to designing, developing, delivering, evaluating and improving learning interventions. It introduced the Framework’s two complementary components: the National Curriculum Design Framework (NCDF) for competency-based curriculum design, and an AI-enabled Quality Evaluator for course review, supported by human review where needed.
  • Karmayogi Kartavya Karyakram (KKK): The session introduced the national behavioural training programme and its approach to building Seva Bhav among public servants, particularly at the grassroots. It explained how experiential learning, reflection and peer dialogue can strengthen citizen-centric attitudes and behaviour, and highlighted the role of TIs and faculty in taking the programme to the last mile.
  • Consultation on the Training Institution Transformation Framework: The session invited participants’ views on strengthening institutional governance, advancing digital transformation and making TIs AI-native. Participants discussed opportunities and challenges in operationalising CBC’s TI Transformation Framework, drawing on their respective State and institutional contexts. These deliberations informed the development of draft State Action Plans, identifying priorities and steps for implementation.

Day 2: Reflections, Expert Session and presentation of State Action Plans

Day 2 began with an expert session on "Rethinking Learning in the Age of AI", Shri Krishna Kumar, Founder and CEO, Simplilearn, highlighted that learning is no longer a stage of life but a continuous process. He noted that public servants now need AI fluency alongside domain expertise. He said that abundant content makes guidance scarce, so the trainer's role as mentor is more important than ever. He urged Training Institutions to adopt an AI-first curriculum, to emphasise learning by doing, and to use AI to scale learning.

Day 2 subsequently saw reflections on Day 1 by Shri Peeyush Kumar, Principal Secretary (Planning), Government of Andhra Pradesh. He summed up the main ideas from each session:

  • The shift from rule-based, course-centric training to role-based, competency-driven and outcome-oriented capacity building, with CBPs as the continuous source of demand.
  • Quality built into learning by design through the KQF.
  • Seva Bhav developed through experience, reflection and peer dialogue under the KKK.
  • Three requirements for future-ready TIs that must advance together: a connected ecosystem, effective institutions and responsible AI adoption.

All seven participating States/UTs then presented their best practices and draft Action Plans, identifying priority areas for institutional strengthening and their requirements for adopting UNNATI. The Subject Matter Experts present also shared their key takeaways from the workshop.

Concluding address

In his concluding address, Shri Jagdeep Gupta, Secretary, Capacity Building Commission, summed up three themes from the deliberations. They correspond to the three pillars of the TI Transformation Framework:

  • Structural and Governance: empowered institutional leadership, calibrated autonomy and performance-linked accountability.
  • Operational Excellence and Ecosystem Collaboration: systematic sharing of faculty, knowledge and infrastructure across institutions through UNNATI.
  • Digital and AI Adoption: stronger digital infrastructure and secure use of AI tools, with final decisions remaining with people.

He requested States/UTs to finalise their Action Plans, incorporating the feedback received at the workshop. He also requested institutions not yet onboarded to join UNNATI.

About UNNATI

UNNATI (Unified New-Age National Training Initiative) is a digital platform launched by the CBC. It evolves the earlier NSCSTI accreditation into a continuous development ecosystem and connects over 700 Training Institutions across the country. It enables greater institutional visibility, collaboration and the systematic sharing of faculty, knowledge and infrastructure. It uses CBPs as a continuous demand signal for training, and it integrates with iGOT Karmayogi and State HR systems to track both online and offline learning. The UNNATI Capability Index provides real-time benchmarking of institutional performance. AI remains assistive, with final decisions resting with institutions and people.
