The Telecom Regulatory Authority of India (TRAI) today launched the Digital Connectivity Rating (DCR) Platform, an integrated digital platform designed to provide visibility of rating of properties to the consumers and facilitate the end-to-end process for rating the digital connectivity of properties along with a mobile app for testing digital connectivity.

The DCR Platform facilitates implementation of the framework prescribed under the Telecom Regulatory Authority of India (Rating of Properties for Digital Connectivity) Regulations, 2024, as amended by the Rating of Properties for Digital Connectivity (Amendment) Regulation, 2026, notified on 13 May 2026 and rating process specified in Rating Manual 2026, issued by TRAI on 9 June 2026. 

The platform provides a public interface for consumers to view the properties rated for digital connectivity. It brings Property Managers (PMs) registered Digital Connectivity Rating Agency (DCRA) and consumer onto a common digital interface. Property Managers can register their properties in category of Public, Government, Commercial, Private etc., submit rating applications, upload the prescribed information and documents, select a registered DCRA and track the status of their application through the platform. The platform supports the prescribed assessment workflow for both constructed and under-construction properties.   Registered DCRAs can access assigned applications, undertake assessments, record observations and test results, manage supporting documentation and complete the rating process in accordance with the prescribed framework. The platform enables the digital workflow relating to assessment, report generation, certification and publication of ratings. Consumers and other stakeholders will be able to search rated properties, view published ratings, verify the corresponding certificates and compare the properties of interest.

Field assessments will be facilitated through a dedicated DCRA mobile app. The app will enable authorised DCRA to undertake in-building digital connectivity measurements in accordance with the prescribed testing methodology. Property information received through the web portal and the assessment data captured through the mobile application will be synchronised in the platform. The platform integrates eSign for the digital signing and verification of documents and certificates. It also supports online payment of applicable rating fees, email and SMS alerts, and secure storage of property records, test results, certificates and audit logs.

For Consumers, the platform offers a public rating search page. Consumers can search for a rated property by property name, certificate ID or location. They can view the property’s digitally signed rating certificate and verify its authenticity through the QR code provided on the certificate. This will make digital connectivity a visible and verifiable attribute of a rated property and empowers consumers with connectivity information. Based on this information consumer can make an informed choice while selecting the desired property prior to making the final purchase or lease decision.

Speaking on the occasion, Shri Anil Kumar Lahoti, Chairman, TRAI, said, “The Digital Connectivity Rating Platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties. By making ratings publicly searchable and verify the certificates, the platform will empower consumers with credible and comparable information. It will help them make more informed choices about homes and offices with strong and reliable connectivity, supporting smoother calls, downloads and access to online services. It will also enable consumers to recognise the value of digital connectivity infrastructure built into a property, while encouraging Property Managers to plan such infrastructure at the appropriate stage of property development.”

About the Digital Connectivity Rating (DCR) Framework

The DCR framework provides a standardised method for evaluating digital connectivity within properties. The assessment considers prescribed parameters relating to fibre readiness, mobile network availability, in-building solutions and Wi-Fi infrastructure, with applicable benchmarks for different categories of properties. The framework seeks to encourage the consideration of Digital Connectivity Infrastructure at appropriate stages of property development and facilitate the assessment of infrastructure and connectivity performance in existing properties.
