 Progress under National Action Plan for Drug Demand Reduction and Nasha Mukt Bharat Abhiyaan

Ministry of Social Justice & Empowerment, Government of India is the nodal Ministry for drug demand reduction in the country. To tackle the issue of substance use, this Department formulated and is implementing National Action Plan for Drug Demand Reduction (NAPDDR), a centrally sponsored scheme under which financial assistance is provided to:

 

  1. State Governments/ Union Territory (UT) Administrations for Preventive Education and Awareness Generation, Capacity Building, Programmes for Drug Demand Reduction by States/UTs etc.
  2. NGOs/VOs  for  running  and  maintenance  of  Integrated Rehabilitation Centres for Addicts (IRCAs), Community based peer Led Intervention (CPLI) for early Drug Use Prevention among Adolescents, Outreach and Drop In Centres (ODIC) and District De-Addiction Centres (DDACs); and
  3. Government Hospitals for Addiction Treatment Facilities (ATFs)

 

Following Activities have been undertaken under NAPDDR scheme:

 

  1. 342 Integrated Rehabilitation Centres for Addicts (IRCAs) that provide in-patient treatment to drug users along with counselling, detoxification/de-addiction, after care and re-integration into the social mainstream.
  2. 47 Community based Peer led Intervention (CPLI) programmes work with children below 18 to create awareness against drugs and teach life skills.
  3. 74 Outreach and Drop In Centres (ODICs) which provide safe and secure space with provision of screening, assessment and counselling and thereafter provide referral and linkage to treatment and rehabilitation services.
  4. 83 Addiction Treatment Facilities (ATFs) in Government hospitals.
  5. 53 District De-Addiction Centres (DDACs) which provides all three facilities provided by IRCA, ODIC & CPLI under one roof.
  6. All of these facilities have been geo-tagged for ease of access to those in need.
  7. A Toll-free Helpline Number 14446 for de-addiction is being maintained by the Ministry of Social Justice & Empowerment for providing primary counselling and immediate referral services to the persons seeking help through this helpline.
  8. Navchetna Modules, teacher-training modules have been developed by MoSJE for sensitizing students (6th - 11th standard), teachers and parents on drug dependence, related coping strategies and life skills.

 

Nasha Mukt Bharat Abhiyaan (NMBA)

 

NMBA was launched on 15th August, 2020 by Ministry of Social Justice &   Empowerment in 272  identified   most vulnerable districts and now it has been extended to all districts across the country. Nasha Mukt Bharat Abhiyaan intends to reach out to the masses and spread awareness about substance use with focus on higher educational Institutions, university campuses & schools, reaching out & identifying dependent population, focus on counselling & treatment facilities in hospitals & rehabilitation centres and Capacity building programmes for service providers.

 

Achievements of NMBA

 

  1. Till now, through the various activities undertaken on- ground, 10.73+ crore people have been sensitized on substance use including 3.39 + Crore  Youth  and 2.27+ Crore Women.
  2. Participation of 3.29+ Lakh educational institutions has ensured that the message of the Abhiyaan reaches children and youth of the country.
  3. A strong force of 8,000+ Master Volunteers (MVs) have been identified and trained.
  4. Awareness through official Social Media accounts of the Abhiyaan on Twitter, Facebook & Instagram.
  5. NMBA Mobile Application developed to gather and collect the data of NMBA activities and represent on the NMBA Dashboard at district, state and national level.
  6. NMBA Website (http://nmba.dosje.gov.in) provides detailed   information   and   insights   to   the   user/viewer about the Abhiyaan, an online discussion forum, NMBA dashboard, e-pledge.
  7. A National Online Pledge to be Drug Free had 1.67+ Crore students from 99,595 educational institution pledging to be drug free.
  8. Events like 'Nashe se Azaadi- a National Youth and Students Interaction Programme', ‘Naya Bharat, Nasha Mukt Bharat’, ‘NMBA Interaction with NCC’ are regularly organized to engage and connect with youth and other stakeholders.
  9. MoUs have been signed with Six Spiritual/Social Service organizations like The Art of Living, Brahma Kumaris, Sant Nirankari Mission, All World Gayatri Parivar, ISKCON and Shri Ram Chandra Mission to support to NMBA and conduct mass awareness activities.
  10. 41 ATFs inaugurated virtually on 08th February,2024 from DAIC, New Delhi. The ATFs were inaugurated by Union Minister of Social   Justice & Empowerment, Dr. Virendra Kumar in the presence of Ministers of State for Social Justice & Empowerment.
  11. Ministry in association with Brahma Kumaris launched NMBA Awareness Vehicle on 14th February, 2024 at DAIC, New Delhi.
