Steps being taken to ensure smooth transition to renewables

The Union Minister for New & Renewable Energy and Power has informed that India, at the 26th session of the Conference of Parties (COP 26) of United Nations Framework Convention on Climate Change (UNFCCC) held in November, 2021, announced its target to achieve net zero by 2070. India’s updated Nationally Determined Contribution (NDC) commits to achieve about 50% of cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030, gradually transitioning from fossil-fuel-generated energy sources to renewables.

The steps taken by the Ministry of New and Renewable Energy to promote Renewable Energy (RE) in the country include, inter-alia, the following:

  • National Green Hydrogen Mission launched with an aim to make India a global hub for production, utilization and export of Green Hydrogen and its derivatives.
  • Schemes such as Production Linked Incentive Scheme for High Efficiency Solar PV Modules, Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), Solar Rooftop Phase II, 12000 MW CPSU Scheme Phase II,
  • Setting up of Ultra Mega Renewable Energy Parks to provide land and transmission to RE developers for installation of RE projects at large scale,
  • Laying of new transmission lines and creating new sub-station capacity under the Green Energy Corridor Scheme for evacuation of renewable power,
  • Waiver of Inter State Transmission System (ISTS) charges for inter-state sale of solar and wind power for projects to be commissioned by 30th June 2025,
  • Notification of prescribed trajectory for RE power bids of 50 GW/ annum to be issued by Renewable Energy Implementation Agencies from FY 2023-24 to FY 2027-28.
  • Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar PV and Wind Projects.
  • Notification of standards for deployment of solar photovoltaic system/devices,
  • Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators.
  • Notification of Promoting Renewable Energy through Green Energy Open Access Rules 2022.
  • Notification of The Electricity (Late Payment Surcharge and related matters) Rules (LPS rules).
  • Permitting Foreign Direct Investment (FDI) up to 100 percent under the automatic route,
  • Green Term Ahead Market (GTAM) to facilitate sale of Renewable Energy Power through exchanges.
  • Specifying the minimum share of consumption of non-fossil resources by designated consumers, including Distribution Companies, up to 2029-30.

Based on the inputs provided by the Ministry of Coal, the following steps are being taken to ensure smooth transition to renewables:

  1. Coal India Limited (CIL): CIL & its subsidiaries are having present load of 4600 million units per year. CIL intends to become net zero energy company in FY 2025-26 by setting up of 3000 MW of Solar Projects. 
  2. NLC India Limited (NLCIL): NLCIL has already installed 1431.06 MW of Renewable Energy Capacity, out of which 11.06 MW (Ground Mounted-10 MW & Roof Top-1.06 MW) has been utilized for own consumption and balance 1,420 MW has been connected to grid. A total of 6,031.06 MW of RE capacity is expected to be installed by NLCIL by 2030.
  3. Singareni Collieries Company Ltd (SCCL): SCCL has installed 224 MW of solar plants at 9 locations of SCCL and will install the balance 76 MW at 5 more locations by the end of 2023-24. Further, 232 MW of RE capacity will be installed by SCCL during 2024-25 to become Net Zero Company.

Additionally, Jharkhand is implementing the Jharkhand Action Plan on Climate Change based on the state’s specific requirements for strengthening the mitigation and adaptation efforts of the state.
