South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited under the Ministry of Coal, is strengthening digital governance and citizen-centric service delivery through its Hospital Management Information System (HMIS) and PPO/Jeevan Pramaan Patra Portal. These initiatives align with the objectives of Special Campaign 6, promoting ease of access, administrative efficiency, transparency and paperless governance.

HMIS: Streamlining Healthcare Services

SECL's Hospital Management Information System (HMIS) provides an integrated digital platform for managing healthcare services. The system enables digital recording of patient registration, medical consultations, treatment and medication-related information, ensuring systematic maintenance of medical records and easier access to patients' medical histories.

HMIS also facilitates online processing of medical reimbursement claims, along with integration of AMRIT Pharmacy and medicine management, helping reduce paperwork, streamline administrative processes and improve healthcare service delivery.

PPO/Jeevan Pramaan Patra Portal: Ease of Access for Pensioners

.

SECL has developed a centralised PPO/Jeevan Pramaan Patra Portal to digitise the distribution of Pension Payment Orders (PPOs) and simplify annual Life Certificate submission for retired employees and surviving spouses.

The portal enables pensioners to access and download PPO documents online and submit annual Life Certificates digitally, reducing dependence on physical documentation and manual processes.

An integrated Governance Dashboard facilitates monitoring of PPO uploads and compliance across SECL's operational areas, improving transparency and administrative efficiency.

Promoting Good Governance through Digitalisation

The implementation phase of Special Campaign 6, being undertaken from 2 to 31 October 2026, focuses on cleanliness, e-waste management, space optimisation, record management and reduction of pendency.

SECL's digital initiatives complement these objectives by promoting paperless administration, improved accessibility, efficient record management and faster service delivery.

Through HMIS and the PPO/Jeevan Pramaan Patra Portal, SECL continues to advance digital transformation and good governance, making essential services more accessible and convenient for employees, pensioners and their families.
