The Capacity Building Commission (CBC) will hold the third regional workshop of Sādhana Śhrinkhla 2026 at Lucknow, Uttar Pradesh, on 23 and 24 October 2026. The two-day consultation will bring together States and Union Territories of the Northern Region to deliberate on how Government Training Institutes can grow into modern, competency-driven capacity building institutions under Mission Karmayogi.

The workshop will be inaugurated by the Hon'ble Chief Minister of Uttar Pradesh, Shri Yogi Adityanath, in the august presence of Dr Jitendra Singh, Hon'ble Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister's Office and the Ministry of Personnel, Public Grievances and Pensions.

A Regional Series with a National Purpose

Sādhana Śhrinkhla, short for Strengthening Adaptive Development and Humane Aptitude for National Advancement, is a series of four regional consultative workshops. It carries forward the conversation on institutional reform that the Commission has led over the past year through Regional Task Force meetings, Sādhana Saptah from 2 to 8 April 2026, and the National Departmental Summit on Institutionalising Capacity Building in May 2026.

The series opened at Vijayawada on 29 and 30 September 2026, followed by the North Eastern Region workshop at Guwahati on 9 October 2026. Lucknow now takes the dialogue to the Northern Region.

Participating States and Union Territories

Hosted by the Government of Uttar Pradesh, the workshop will see participation from the States of Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan and Uttarakhand, and the Union Territories of Chandigarh, Delhi, Jammu and Kashmir, and Ladakh. Senior State officials will be joined by heads and faculty of Training Institutes, subject experts and industry partners.

With eight States and four Union Territories spanning the Himalayan region, the Indo-Gangetic plains and the desert State of Rajasthan, the Lucknow workshop brings together the widest range of administrative contexts in the series so far.

What the Workshop Will Address

Civil servants today are expected to keep pace with new technologies, changing citizen expectations and complex development priorities. Training Institutes are central to preparing them for this, and the workshop will focus on how they can respond more closely to what officials actually need in their roles.

Deliberations will cover four broad areas: institutional governance and leadership; operational effectiveness and collaboration between institutes; faculty and institutional competencies; and digital transformation, including the use of Artificial Intelligence in training. Each participating State and Union Territory will be supported in identifying its own priorities and drawing up a practical roadmap for reform.

UNNATI as the Common Platform

These reforms will be taken forward through the Unified New-Age National Training Initiatives (UNNATI) portal, launched during Sādhana Saptah 2026. UNNATI connects more than 700 Training Institutes on a single platform and links them to the competency needs identified in Capacity Building Plans, helping institutes share resources, collaborate and improve on the basis of data.

Shaping the Training Institute Transformation Framework

The outcomes of the Lucknow workshop, together with those from Vijayawada, Guwahati and the final regional workshop, will feed into the Training Institute Transformation Framework being developed by the Commission. The Framework will offer a common direction for reform while leaving room for each State's institutional realities.

Through Sādhana Śhrinkhla, the Commission aims to build a connected and responsive network of Training Institutes that equips civil servants to serve citizens better, in keeping with the vision of Mission Karmayogi and Viksit Bharat 2047.
