The Capacity Building Commission (CBC) organised the second regional workshop under the Sādhana Śhrinkhla series on Mission Karmayogi in Guwahati today. The workshop, themed “Strengthening Training Institutions towards a Future-Ready and Connected Ecosystem,” was graced by Dr. Ravi Kota, Chief Secretary of Assam. Shri Katikithala Srinivasan, Secretary, Ministry of Development of North Eastern Region (DoNER), inaugurated the workshop.
Addressing the workshop, Shri Srinivasan highlighted the importance of Mission Karmayogi and described capacity building as one of the most significant transformations in India’s governance architecture. He emphasised that strengthening the capabilities of public servants is essential for enhancing administrative efficiency, improving public service delivery and ensuring more effective citizen-centric governance. He also underscored the role of digital tools, computing technologies and modern methodologies in building institutional capacity and improving governance outcomes.
Shri Srinivasan stressed the need to strengthen capacity-building initiatives in the Northeast through the Unified New-Age National Training Initiative (UNNATI), taking into account the region’s distinct administrative, political and governance culture. Emphasising the importance of localisation, he stated, “To make UNNATI effective, engaging and impactful, we must work in the spirit of the Northeast’s unique culture, and that can happen only through localisation.” He further called for developing an Ashtalakshmi-specific approach to UNNATI to address the unique needs, priorities and aspirations of the eight North-Eastern States.
The workshop brought together participants from Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura to deliberate on strengthening institutional capacity, fostering collaboration and advancing digital transformation in civil service training.
Assam is implementing Mission Karmayogi through the iGOT Karmayogi digital learning platform, with the Assam Administrative Staff College (AASC), Guwahati, serving as the state’s Administrative Training Institute. The state has recorded 5,42,406 officials onboarded on the platform, including 4,14,693 active users, with 4,02,508 course completions. To facilitate learning in the regional language, 59 courses are available in Assamese. These initiatives support continuous professional development, competency enhancement and improved public service delivery across Assam’s 59 government departments.
The initiative is aligned with the vision of Viksit Bharat 2047 and the objectives of Mission Karmayogi, which seeks to transform capacity-building practices in government by promoting a competency-driven, citizen-centric and future-ready civil service. The workshop provided a platform to discuss the challenges faced by training institutions and explore approaches to building a more connected and effective capacity-building ecosystem in the region.
A key focus of the deliberations was the Training Institution Transformation Framework, structured around three pillars: Structural and Governance Transformation; Operational Excellence and Ecosystem Collaboration; and Digital and Artificial Intelligence (AI) Adoption. These pillars aim to improve institutional governance, enhance operational effectiveness, encourage collaboration among training institutions and promote the adoption of emerging technologies in capacity building.
The workshop also focused on strengthening coordination among training institutions, improving resource sharing, enhancing training planning and addressing gaps in digital readiness. Discussions centred on contextualising the transformation framework to the specific requirements of the North-Eastern States and facilitating the preparation of State-specific action plans.
Another important area of deliberation was the role of digital platforms and competency-based learning initiatives under Mission Karmayogi. The workshop highlighted the relevance of the UNNATI digital platform in connecting training institutions and facilitating greater collaboration across the capacity-building ecosystem. The platform seeks to connect more than 700 training institutions, supporting knowledge exchange, resource sharing and coordinated institutional development.
The discussions also covered initiatives such as iGOT Karmayogi, the Karmayogi Competency Framework (KQF) and the Karmayogi Knowledge Portal (KKK), with a focus on strengthening competency-based training, improving access to learning resources and supporting the professional development of government personnel.
Through the regional workshop, the Capacity Building Commission seeks to encourage training institutions to move towards a collaborative, technology-enabled and outcome oriented approach to capacity building. The deliberations are intended to support practical, state-specific roadmaps for institutional transformation, taking into account the distinctive administrative and capacity-building needs of the North-Eastern region.
The Guwahati workshop follows the first regional workshop held in Vijayawada on 29–30 September 2026. The Sādhana Śhrinkhla series forms part of the broader effort to strengthen training institutions and advance the objectives of Mission Karmayogi by promoting institutional excellence, collaboration and continuous learning across government. The workshop was attended by Smt. S. Radha Chauhan, Chairperson, Capacity Building Commission, and Dr. Alka Mittal, Member (Administration), Capacity Building Commission, along representatives of government departments and training institutions from the eight North-Eastern States.
