Union Minister for Environment, Forest and Climate Change, Shri Bhupender Yadav, today launched the Guidelines for implementation of National Coastal Mission (NCM 2.0), in New Delhi.

This Central Sector Scheme, with an approved outlay of ₹767 crore, would be implemented till 2030-31 across nine coastal States and four Union Territories of the country. The scheme aims at strengthening the resilience and sustainability of India’s coastal regions and unlocking the potential of Blue economy. It would be implemented through active participation and collaboration with coastal States/ UTs and stakeholders.

While launching the Guidelines, Shri Yadav highlighted that the Mission will strengthen coastal resilience through vulnerability assessments, ecosystem restoration, pollution management, biodiversity conservation, sustainable tourism, spatial planning, research and capacity building. It would further promote ease of doing business through a clear and streamlined implementation framework.

Prime Minister Shri Narendra Modi has always highlighted that the Blue Chakra in the Indian National Flag symbolizes the immense potential of India’s Blue Economy. Guided by his vision, NCM 2.0 will drive towards the sustainable development of the country’s coastal regions, contributing to the vision of Viksit Bharat @2047.

The Guidelines provide a clear and enabling framework for the effective, transparent and timely implementation of NCM 2.0, ensuring convergence with ongoing government schemes. By promoting a whole-of-government approach, streamlining processes, clarifying institutional responsibilities, and strengthening monitoring and accountability, the Guidelines will facilitate coordinated implementation between the Central and State government
