Appointments to the National Commission for Safai Karamcharis
Ministry of Social Justice and Empowerment welcomes the Appointments

The Department of Social Justice and Empowerment, Government of India, has made the appointment of the Chairperson, Vice-Chairperson and Members of the National Commission for Safai Karamcharis (NCSK).
Shri Bhagwat Prasad Makwana has been appointed as the Chairperson of the Commission, while Shri Kaishab Bihari as the Vice-Chairperson. Shri Manoj Kumar Balmiki, Smt. Sushma Gaudiyal and Shri Ravi Ramu Kalose have been appointed as Members of the Commission.
The appointments will be effective up to 31st of March 2028, corresponding to the remaining tenure of the present Commission.
Shri Bhagwat Prasad Makwana – Chairperson holds a Master's degree in Economics and has extensive experience in social work, particularly in matters relating to the welfare and empowerment of the Scheduled Caste communities. He has previously served as Vice-Chairman and Chairman of the Safai Karamchari Commission of the Government of Uttarakhand. He has also served as an Independent Director on the Board of NHPC and as a Member of the Central Monitoring Committee constituted under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013.
Shri Kaishab Bihari – Vice-Chairperson holds a Master's degree in Economics. A farmer by profession from Odisha, he has been actively associated with efforts for the welfare and upliftment of Scheduled Castes, Scheduled Tribes and other disadvantaged sections of society. He has held various organizational responsibilities relating to Scheduled Caste welfare and has also been associated with civic and social organizations.
Shri Manoj Kumar Balmiki – Member is an entrepreneur and has previously served as a Member of the State Safai Karamchari Commission, Uttar Pradesh, from 2019 to 2022. He has held important responsibilities in organizations working for Scheduled Castes, Safai Karamcharis and marginalized communities. He has been actively engaged in addressing public welfare issues and promoting the implementation of welfare schemes.
Smt. Sushma Gaudiyal – Member is a Professor in the Department of Hindi at Bareilly College, Bareilly. She holds a Master's degree and a Ph.D. from Kumaun University, Nainital. She is also a returning Member of the National Commission for Safai Karamcharis. During her academic career, she has served in important institutional responsibilities. Her academic work and research have covered subjects including Dalit literature, Dr. B.R. Ambedkar, Women's empowerment and contemporary socio-political issues.
Shri Ravi Ramu Kalose – Member is a retired municipal Engineer and holds a Diploma in Civil Engineering. He has been associated with initiatives for the welfare and development of Safai Karamcharis and continued to work towards addressing grievances and facilitating access to welfare benefits for Safai Karamcharis.
The Ministry of Social Justice and Empowerment has welcomed the newly appointed Chairperson, Vice-Chairperson and Members of the National Commission for Safai Karamcharis.
The Ministry is confident that their collective experience and commitment to social justice and the welfare of disadvantaged sections will further strengthen the Commission in the discharge of its mandate and contribute to safeguarding the rights, dignity and socio economic well-being of Safai Karamcharis across the country.
The newly appointed team is expected to utilize its diverse experience in social welfare, public service, administration and academia for the welfare and empowerment of Safai Karamcharis and other disadvantaged sections of society.
