The Union Minister of Tribal Affairs Shri Jual Oram today laid a statement on the Table of the House that the Ministry of Tribal Affairs has reviewed the implementation of Adi Karmayogi Abhiyan on a continuous basis through periodic monitoring at the Ministry, State and district levels. The review has noted that Phase-I has established a nationwide community-based capacity-building framework for strengthening last-mile governance in tribal areas. The programme aims to create a cadre of trained government functionaries, community leaders, women’s collectives and tribal youth to facilitate responsive governance across approximately one lakh tribal villages in 30 States/UTs.

The programme has made significant progress towards developing transformative tribal leadership by creating a large cadre of trained grassroots leaders drawn from government institutions as well as tribal communities. The achievement made in developing transformative Tribal leadership through the abhiyan during phase 1 is as follow:

1. Approx. 15 lakh Adi Karmayogis mobilised through a cascading training architecture.

2. More than 210 State Master Trainers, 2,200+ District Master Trainers and 11,000+ Block Master Trainers developed.

3. 6,79,309 Adi Saathis and 4,03,306 Adi Sahyogis mobilised.

4. 62,187 Tribal Village Vision 2030 Plans approved through Gram Sabhas.

5. 54,324 Village Workbooks and 56,422 Adi Sewa Kendras (ASKs) recorded under the programme.

The Ministry has established an institutional mechanism to ensure continuity of capacity building, mentoring and follow-up support through Adi Sewa Kendras (ASKs) and Adi Karmayogi Volunteers (AKVs).

The programme strengthens community leadership and participatory development by placing Gram Sabhas and tribal communities at the centre of local planning and implementation. During Phase-I, communities undertook household surveys, transect walks, focus group discussions and development-gap assessments, culminating in preparation of Tribal Village Vision 2030 documents and Village Action Plans covering health, education, livelihoods, housing, drinking water, connectivity, financial inclusion and social protection. Gram Sabhas formally approved these plans, thereby institutionalising participatory decision-making.

Under this mechanism, the following mechanism is contributing to strengthening community leadership and participatory development in tribal areas:

1. Adi Sewa Kendras (ASK) function as village-level single-window facilitation centres for information dissemination, entitlement facilitation, grievance redressal support and convergence with line departments.

2. Adi Karmayogi Volunteers (AKV), selected from local tribal youth, support day-to-day functioning of ASKs, assist citizens in accessing government schemes, documentation, grievance registration, Gram Sabha processes, awareness campaigns and periodic updating of village development priorities.

3. Mapping of ASKs and registration of AKVs enables authenticated records, location-based monitoring and evidence-based strengthening of village institutions.

4. Weekly monitoring by the Ministry, States and district administrations has been instituted to ensure effective implementation and sustainability of these village-level governance structures.
