The Ministry of Women and Child Development is implementing Centrally Sponsored Schemes in the country for the welfare of women and children, which are placed under three verticals, viz. (1) Mission Shakti, for safety, protection and empowerment of women; (2) Saksham Anganwadi & Poshan 2.0 for improving nutrition & health indicators in the country; and (3) Mission Vatsalya, for protection and welfare of children in difficult circumstances.

The ‘Mission Shakti’ aims at strengthening interventions for women safety, security and empowerment. Mission Shakti comprises of two verticals ‘Sambal’ for safety and security of women and ‘Samarthya’ for empowerment of women.

The ‘Sambal’ has components of One Stop Centre (OSC), Women Helpline (WHL), Beti Bachao Beti Padhao (BBBP) and Nari Adalat.

• One Stop Centre (OSC) provides integrated and immediate support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces all across the country. It provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social counselling to needy women across the country. As on date, 991 One Stop Centres have been made operational across the country and since inception, i.e. 1st April, 2015 to 30th June, 2026, over 15.20 lakh women have been assisted through One Stop Centres across the country. As on date, out of the 39 approved OSCs, 37 OSCs are operational in the State of Odisha, which have assisted over 48,416 women. From 01.07.2020 to FY 2024-25, a total number of 31,547 women has been assisted by OSCs in the State of Odisha.

• Women Helpline (WHL-181) provides 24-hour toll-free telecommunication services to support women in both emergency and non-emergency situations. It offers assistance to women affected by violence and provides information about government schemes and services. Since inception (1st April, 2015 to 30th June, 2026), over 1.04 crore women have been assisted through Women Helplines across the country. In the State of Odisha, WHL has assisted over 87,675 women till 30th June, 2026. From FY 2020-21 to FY 2024-25, a total number of 33,317 women has been assisted by WHL in the State of Odisha.

• Beti Bachao Beti Padhao focuses on addressing issues relating to Child Sex Ratio (CSR) and related issues of empowerment of girls and women. The scheme tries to create mindset and behavioural changes towards the girl child by informing, influencing, motivating, engaging and empowering various stakeholders. BBBP has transformed from a policy initiative into a national movement by mobilizing various stakeholders, including government agencies, media, civil society and the public at large.

The ‘Samarthya’ has components of Shakti Sadan, Sakhi Niwas, Pradhan Mantri Matru Vandana Yojana (PMMVY), Palna and SANKALP: Hub for Empowerment of Women (SANKALP: HEW).

• Shakti Sadan: Under the overarching ‘Mission Shakti’, erstwhile schemes of ‘Swadhar Greh’ – Home for women in difficult circumstances and ‘Ujjawala’- Home for women rescued from Trafficking, have been merged w.e.f. 01.04.2022 and are now known as ‘Shakti Sadan Scheme’, which is an Integrated Relief and Rehabilitation Home for women in distressful situations including trafficked women. It aims at creating a safe and enabling environment for women in such difficult situations, to enable them to overcome the adverse circumstances. Shakti Sadan is helpful towards support for women in distress, providing shelter and rehabilitation support including those affected of trafficking. Presently, 433 Shakti Sadans are functional across the country including 68 in the State of Odisha and 1,46,164 women have been benefitted across the country since inception till 30.06.2026.

• Sakhi Niwas: Sakhi Niwas Scheme (Working Women Hostel) under the overarching Mission Shakti, aims to promote availability of safe and conveniently located accommodation for working women and for those women who are pursuing higher education and training, with Day care facility for their children in urban, semi-urban and even rural areas where employment opportunity for women exists. Presently, 16 Sakhi Niwas (WWH) is operational in Odisha benefitting around 518 women and 2,32,018 women have been benefitted across the country since inception.
• Palna: The Ministry introduced Palna Scheme w.e.f. 01 April 2022, for providing day care creche facilities in safe and secure environment to children (aged 06 months – 06 years) of all mothers irrespective of their employment status along with nutritional support, health and cognitive development of children, growth monitoring, immunization, education etc. As on 31.07.2026, 4172 Anganwadi-cum-creche are operational benefiting about 43,000 beneficiaries across the country.

• PMMVY: The Ministry of Women and Child Development is implementing Pradhan Mantri Matru Vandana Yojana (PMMVY) w.e.f. 01.01.2017 across 35 States and UTs in the country including Odisha (excluding Telangana, which is under process of onboarding on the PMMVY portal). PMMVY is a Centrally Sponsored Maternity Benefit Scheme under which cash incentives of ₹5,000/- is provided directly to the Bank/ Post Office account of the beneficiary in Direct Benefit Transfer (DBT) mode for first child. The eligible beneficiaries receive the remaining cash incentive, as per approved norms towards maternity benefit under Janani Suraksha Yojana after institutional delivery, so that on an average a woman gets ₹6,000/-. Cash incentive of ₹6,000/- is also provided under PMMVY to eligible beneficiaries for second child subject to the second child being a girl. The Govt. of Odisha has started the implementation of PMMVY Scheme in their State in FY 2025-26.

Benefits amounting to Rs. 21171.32 crores have been extended to more than 4.56 crore women across the country. Further, benefits amounting to Rs. 76.69 crores have been extended to approximately 2.45 lakh women in the State of Odisha through this scheme till 31.07.2026.

• SANKALP: HEW: The SANKALP: HEW (Hub for Empowerment of Women) functions as a Project Monitoring Unit (PMU) for all components of Mission Shakti. It serves as a single window system to bridge the information and knowledge gap regarding schemes and facilities available for women as well as guide them to avail the benefits and entitlements. As on date, total 35 State SANKALP: HEWs are functional and 742 District SANKALP: HEWs are functional including in the State of Odisha. As on date, 30 District Hubs for Empowerment of Women (DHEWs) are operational in the State of Odisha and 7,75,406 women have been assisted across the country under HEW since the launch of Mission Shakti dashboard.

Mission Shakti is a Centrally Sponsored Scheme and implementation of this scheme lies with the State Governments and UT Administrations. Funds are being released on the basis of guidelines of Department of Expenditure, prescribed for Single Nodal agency (SNA) or SNA SPARSH of the Public Financial Management System (PFMS). Once in a year, the Programme Approval Board (PAB) monitors with States and UTs the progress of activities under the scheme and reviews status of achievement of objectives, effective delivery of services to women and children. The States/UTs assess their requirement as per local needs and proposals are approved every year by the Programme Approval Board (PAB) after discussion with States/UTs.

Further, the implementation and coverage of the Schemes under Mission Shakti varies across States/UTs depending upon their population, geographical spread, local requirements and demand for various services and interventions.
