UTILISATION OF FIFTEENTH FINANCE COMMISSION TIED GRANTS

The Department of Drinking Water & Sanitation, Ministry of Jal Shakti is the nodal Department for the implementation of the Fifteenth Finance Commission Tied Grants. As reported by the Department of Drinking Water & Sanitation, the Fifteenth Finance Commission submitted its report in two phases, the first, an Interim Report for the financial year 2020-21 and Final Report for the award period 2021-26.

The Fifteenth Finance Commission (FC-XV) recommended Rs.2.36 lakh crore to RLBs in 28 States including Andhra Pradesh for the period 2021-22 to 2025-26 including for those areas which are not required to have panchayats (Fifth and Sixth Scheduled areas and excluded areas), out of which 60% i.e. Rs. 1.42 lakh crore is tied grant to be utilized for (i) supply of drinking water, rainwater harvesting and water recycling; and, (ii) sanitation and maintenance of ODF status equally i.e. Rs. 0.71 Lakh crore for each component.

The release of tied grant allocated to all states is based on the fulfilment of stipulated criteria mentioned in the operational guideline for the implementation of XV-FC recommendation on RLB grants. Department of Expenditure further release funds to states and state government transferred the same to RLBs/ Excluded areas. The tied grant has to be utilized specifically for Water and Sanitation related activities as mentioned in the manual for utilization for tied grant.

Based on the interim report (2020-21) of the 15th Finance Commission, the entire recommended amount i.e. Rs. 1312.50 Crore was released to the State of Andhra Pradesh. Further, as recommended by 15th Finance Commission, year wise and State wise details of the allocation of Tied grant is enclosed at Annexure.

The district-wise, Mandal-wise and Gram Panchayats wise details of Tied Grants allocated, released and utilized under the Fifteenth Finance Commission is not maintained by the Department of Drinking Water & Sanitation centrally. The component-wise details of expenditure incurred under the Drinking Water and Sanitation/Solid Waste Management components and the details of works undertaken and completed, district-wise, Mandal-wise and Gram Panchayat-wise in State is not maintained by the Department of Drinking Water & Sanitation centrally.

Information regarding district-wise unutilised funds, delays in utilisation or implementation gaps under the Tied Grants in State is not maintained by the Department of Drinking Water & Sanitation centrally.

The 15th Finance Commission period has ended on 31.03.2026, therefore, the pending amount of the states has lapsed with the completion of Fifteenth Finance Commission cycle. The Department of Drinking Water & Sanitation has issued technical advisory/guidance to States for the utilization of the 16th Finance Commission tied grant to Rural Local Bodies/ PRIs for water and sanitation.
