Under the various ongoing verticals of the Pradhan Mantri Gram Sadak Yojana (PMGSY), a total of 2,905 roads covering 15,647.78 km and 1,042 bridges were completed across the country during the financial year 2025–26. In addition, 93 eligible habitations were provided with all-weather road connectivity.

Pradhan Mantri Gram Sadak Yojana-I (PMGSY-I) was launched as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations in the core network for uplifting the socio-economic condition of the rural population. Under this scheme 1,62,876 habitations were provided connectivity. This scheme was closed on 31.03.2025 and no new further sanction was issued. However, timeline extension was given up to 31.03.2027 to complete any of the balance works and payments. Subsequently, new intervention/verticals namely PMGSY-II for up-gradation of 50,000 Km of the existing rural roads and PMGSY-III for consolidation of 1, 25,000 Km Through Routes and Major Rural Links connecting habitations, inter-alia, to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals, were added under the ambit of PMGSY. PMGSY II and III are schemes to provide all weather connectivity to habitations and connectivity to government institutions. Since September 2024, PMGSY-IV has been launched with an objective to provide connectivity to 25000 unconnected habitations by the year 2029.

(b) & (c): The implementation plan for PMGSY during the Financial Year 2026–27 focuses on the timely completion of ongoing works and up-gradation of rural roads and strengthening the maintenance of the already constructed roads. The key components of the implementation plan are as follows:

(i)  Expeditious completion of ongoing works sanctioned under the various verticals of PMGSY (except PMGSY II which has been closed since 31.03.2026).

(ii)  Sanction of rural roads projects under PMGSY-IV, in accordance with the approved framework and scheme guidelines, to provide all weather connectivity to unconnected habitations.

(iii)  Maintenance of PMGSY roads by the respective State Governments/UT Administrations in accordance with the programme guidelines.

(iv)  Strengthening digital maintenance management through the Electronic Maintenance of Rural Roads (eMARG) platform for planning, inspections, performance-based payments and monitoring of maintenance works.

(v)  Quality assurance through the three-tier quality monitoring mechanism comprising Programme Implementation Units (PIUs), State Quality Monitors (SQMs) and National Quality Monitors (NQMs), and supplemented by geo-tagged inspections.

(vi)  Regular monitoring and capacity building through review meetings, Regional Review Meetings (RRMs), field inspections and advisories to ensure timely implementation, quality construction and sustainable maintenance of rural road assets.

These measures are aimed at achieving the annual physical targets for FY 2026–27 while ensuring durable, high-quality rural road infrastructure and improved connectivity across the country. Accordingly, a target has been fixed for the completion of 26,474 km of rural roads, 1,375 bridges and connectivity to 2,400 eligible habitations, during FY 2026–27, under the various verticals of PMGSY, including PMGSY-I, PMGSY-III, Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA), PM-JANMAN and PMGSY-IV (given at Annexure-I).

Under PMGSY, special emphasis is accorded to improving rural road connectivity in Aspirational Districts, tribal areas, Left Wing Extremism (LWE)-affected areas and other remote and difficult regions, in accordance with the scheme guidelines and approved framework. Accordingly, the Government has adopted the following mechanisms to prioritize road connectivity in such areas:

(i)  Priority to eligible unconnected habitations located in Aspirational Districts, tribal and remote areas while preparing proposals under the relevant verticals of PMGSY, subject to eligibility under the scheme by identifying such projects under Comprehensive New Connectivity Priority List (CNCPL). The sanctions and implementation of projects are done as per the CNCPL list.

(ii)  Dedicated interventions such as the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) to improve connectivity in LWE-affected districts.

(iii)  Population norms relaxation are also provided in these areas 250+ in North-Eastern States, Hill States/UTs & special category areas and 100+ in LWE affected districts, which have become eligible as per 2011 census.

(iv)  PM-JANMAN, under which road connectivity is being provided to eligible Particularly Vulnerable Tribal Group (PVTG) habitations with a population of 100+, to improve access to essential services and socio-economic opportunities.

These measures are intended to promote balanced regional development and improve access to education, healthcare, markets and other essential services in underserved rural areas.

The fund-sharing pattern of PMGSY is in the ratio of 60:40 between the Centre and States for all States and UTs with Legislature except 8 North-East (NE) States and 2 Himalayan States and 1 UT (Himachal Pradesh, Uttarakhand and Jammu & Kashmir). It is 90:10 between the Centre and States for 8 NE States including Sikkim and 2 Himalayan States and 1 UT (Himachal Pradesh, Uttarakhand and Jammu & Kashmir) and 100% central share for UTs without legislature (Andaman & Nicobar and Ladakh). The funds are released on the basis of works in hand, the progress achieved in the project and after due submission of necessary documents. The fund releases under PMGSY is through the SNA SPARSH system. The details of budget allocation and sanction for the FY 2026-27 is given in Annexure-II.
