Funding for Fishing Harbours and Landing Centres

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an outlay of ₹20,050 crore with effect from the FY 2020-21 to FY 2025-26 in all the States/UTs including Tamil Nadu for the holistic development of fisheries sector. The development of fishing harbours and fish landing centres is one of the important area envisaged and are supported under the PMMSY. Such fisheries infrastructure projects are taken up on cost sharing basis between the centre and the concerned State on 60:40 ratio. To avail financial assistance, the concerned State Government/UTs are required to submit techno-financial viable proposals together with confirmation of availability of State share, required land and necessary clearances.
The Department of Fisheries, Government of India has, under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), so far approved projects amounting to Rs 21,733.91 crore across all States/UTs, including projects worth Rs 1,237.57 crore in Tamil Nadu. These projects cover activities such as fishing harbours, fish landing centres, integrated aquaparks, ice plants and cold storage facilities, development of aquaculture (including marine, brackish water and reservoir fisheries), infrastructure development, technology infusion, strengthening of fish marketing and related infrastructure, value addition, and establishment of efficient cold chain facilities etc. The state wise details of projects approved under PMMSY is furnished at Annexure I.
Besides, the Department of Fisheries, Government of India with effect from financial year 2018-19 has been implementing Fisheries and Aquaculture Infrastructure Development Fund (FIDF) with a total fund size of Rs 7522.48 crore to create and strengthen fisheries and aquaculture infrastructure in the country. FIDF inter-alia provides concessional finance interest subvention up to 3% for development of various fisheries infrastructure facilities to the Eligible Entities (EEs), including State Governments/Union Territories, State entities and other stakeholders for development of identified fisheries infrastructure facilities. The projects supported under FIDF to States and Union Territories are primarily include Fishing Harbours, Fish Landing Centers, Ice Plants, Cold Storage, Fish Transport Facilities, Integrated Cold Chain (Marine & Inland Sector), Modern Fish Markets, Brood Banks, Hatcheries, Modernization State Fish Seed Farms, Fisheries Training Centres, Fish Processing Units, Fish Feed Mills/Plants, Cage culture in Reservoir, Mariculture etc. Under FIDF scheme, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has so far approved a total 228 proposals/projects at a total cost of Rs. 5559.54 crore for various States/UTs including 108 projects at a total cost of Rs 2404.03 crore in the State of Tamil Nadu. The state wise details of projects approved under FIDF is furnished at Annexure II.
- The PMMSY scheme inter-alia provides social security measure to fishers including inland fishermen and fish workers through Group Accidental Insurance Scheme (GAIS) under PMMSY to fishers including both marine and inland fishers and fish farmers wherein the entire insurance premium amount is shared between the Centre & State in the ratio of 60:40 basis for General States, 90:10 for the Himalayan & North Eastern states while in the case of the Union territories, the entire premium amount is paid by the Centre. The insurance coverage provided under Group Accidental Insurance Scheme includes (i) Rs.5,00,000/- against death or permanent total disability (ii) Rs.2,50,000/- for permanent partial disability and (iii) hospitalization expenses in the event of accident for a sum of Rs. 25,000/. Under PMMSY. Since its inception, the Government has released an amount of ₹149.07 crore towards premium for group accident insurance coverage for 167.30 lakh fishers, covering a total of 21.99 lakh fishers from Tamil Nadu, without any contribution from fishers and fish farmers. Under PMMSY, financial assistance is provided to States/UTs for replacement of fishing boats and nets for traditional fishermen. So far, proposals of the Government of Tamil Nadu for 500 fishing boats (replacement) and nets have been approved at a total cost of ₹25.00 crore, including central assistance of ₹6.30 crore. The State-wise details of number of fishers insured under PMMSY during the last four years (2021-22 to 2024-25) is furnished at Annexure III. The State-wise details of livelihood and nutritional support to fishers during fishing ban period provided under PMMSY during last 3 years (2022-23 to 2024-25) is furnished at Annexure IV.
