Development of Food Processing Clusters and Cold Chain Infrastructure under PMKSY

Expansion of Food Processing Infrastructure through MoFPI Schemes

The Gross Value Added (GVA) in food processing sector has increased from Rs.1.34 lakh Crore in 2014-15 to Rs 2.24 lakh crore in 2023-24 (as per 1st revised estimates). The sector has attracted Foreign Direct Investment (FDI) of USD 7.33 billion from 2014-15 to 2024-25. The share of processed food exports in agri-exports has increased substantially from 13.7% in 2014-15 to 20.4% in 2024-25. The food processing sector grew by Average Annual Growth Rate of 6.55% in the last 9 years as compared to 6.06% in the overall manufacturing sector. It is the largest employer of registered manufacturing sector with a share of 12.83% of employment in the total registered/organized sector as per the report of Annual Survey of Industries 2023-24.

As on 31.12.2025, the Ministry of Food Processing Industries (MoFPI) has approved 2 Mega Food Parks, 2 Agro Processing Clusters, 14 Integrated Cold Chains, 24 Food Processing Units & 6 Creation of Backward & Forward Linkages projects under Pradhan Mantri Kisan SAMPADA Yojana (PMKSY); 1444 micro food processing enterprises under Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) scheme; and 6 projects under Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) in the State of Rajasthan.

As on 31.12.2025, a total of 1,72,707 micro food processing enterprises have been approved for subsidy and 3,76,326 members of Self Help Groups supported for seed capital amounting of Rs. 1282.99 crores in rural and urban areas of the country under PMFME Scheme. 137 unique products have been identified and approved as One District One Product (ODOP) across 726 districts in the country for development of respective value chains. 76 incubation centres with total outlay of Rs. 208.11 crore have been approved for nurturing these value chains and entrepreneurs.

In order to ensure overall development of food processing sector, Ministry of Food Processing Industries (MoFPI) has been incentivizing setting up/expansion of food processing infrastructure through two Central Sector Schemes namely Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) and Production Linked Incentive Scheme for Food Processing Industry (PLISFPI). Further, a Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) scheme is also being implemented by MoFPI. All these three schemes are demand driven and are implemented across the country.

Mega Food Park and Creation of Infrastructure for Agro-processing Clusters (APC) components of PMKSY are aimed at development of food processing clusters. As on 31.12.2025, MoFPI has approved 2 Mega Food Parks & 2 APC under PMKSY in the state of Rajasthan. The Mega Food Park Scheme has been discontinued by the Ministry since 01.04.2021.
