Expansion of cooperative societies

  1. As per the National Cooperative Database (NCD), there are a total of 8.48 lakh cooperative societies across the country, including the States of Gujarat and Andhra Pradesh. The State-wise total number of cooperative societies is enclosed as Annexure-1.

 

  1. & (c)  The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several initiatives to realize the vision of “Sahakar-se-Samriddhi” by bringing transparency, modernizing systems, enhancing competitiveness, reviving cooperative societies, along with capacity building and capacity expansion of cooperatives across the country, including Gujarat and Andhra Pradesh. Key initiatives include:

 

  • To strengthen PACS, a project for the Computerization of functional PACS with a total financial outlay of ₹2925.39 Crore has been approved by the Government of India, which entails bringing all functional PACS in the Country onto a common ERP-based national software. Out of total 79,630 sanctioned PACS from 31 States/ UTs under the project, 61,478 PACS have been onboarded on ERP Software.
  • Model Byelaws of PACS, enabling diversification of activities such as storage, processing, LPG distribution, and common service centers, ensuring better governance standards and promoting member-centric operations.
  • World’s Largest Decentralized Grain Storage Plan in the Cooperative Sector.
  • Creation of National Cooperative Database (NCD), that enables identification of gaps in the geographical spread of cooperatives, including both covered and uncovered gram panchayats and formation of 2 lakh new multipurpose PACS, Dairy and Fishery cooperative societies.
  • By leveraging the NCD, the Government launched the Cooperative Ranking Framework on 24th January 2025 to assess and rank cooperatives, State-wise and sector-wise. This ranking system aims to enhance transparency, reliability, and competitiveness among cooperative societies, ultimately fostering their growth.
  • Setting up of Co-operative Rehabilitation, Reconstruction and Development Fund under section 63A of the Multi-State Cooperative Societies (MSCS) (Amendment) Act, 2023 for revival of sick multi-State cooperative societies and providing assistance for meeting infrastructural requirement.
  • Capacity building and skill development programmes through National Council for Co-operative Training (NCCT) for members, Board of Directors, employees of cooperative, state officials and aspiring youth across the country with a network of 20 training institutes. As on date, 16,404 training programmes for 10,11,359 participants have been conducted by these training institutes.
  • Capacity-building programs undertaken through NABARD that provide training on ERP Software i.e. e-PACS software.
  • Establishment of Tribhuvan Sahkari University.
