TRAI Assesses Network Quality Across East Siang district and adjoining areas in the State of Arunachal Pradesh under North East Licensed Service Area (LSA)

The Telecom Regulatory Authority of India (TRAI) released its Independent Drive Test (IDT) findings for the North East LSA, covering extensive city routes of East Siang district and adjoining areas in the State of Arunachal Pradesh in the month of December 2025. The drive tests, conducted under the supervision of the TRAI Regional Office, Kolkata, were designed to capture real-world mobile network performance across diverse usage environments- Institutional Hotspots, secretariat areas, residential areas, tourist spots etc.  

Between 9th December 2025 and 11th December 2025, TRAI teams conduced detailed tests across city routes of East Siang district and adjoining areas in the State of Arunachal Pradesh in North East LSA covering 218.1 Km of city drive test, 7 Hotspot locations, and 1.0 Km of walk test. Technologies evaluated included 2G, 3G, 4G, and 5G, reflecting the service experience of users across multiple handset capabilities. The findings of the IDT have already been intimated to all the TSPs concerned.

Key Parameters Assessed:

a) Voice Services: Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence Rate, Speech Quality (MOS), Coverage.

 

b) Data Services: Download/Upload Throughput, Latency, Jitter, Packet Drop Rate, and Video Streaming Delay.

 

The overall mobile network performance in city routes of East Siang district and adjoining areas in the State of Arunachal Pradesh in North East LSA is summarized below:

 

Call Setup Success Rate- Airtel, BSNL, RJIL and VIL have call setup success rate of 94.92%, 34.73%, 98.63% and 45.10% respectively in Auto-selection mode (5G/4G/3G/2G).

Drop Call Rate Airtel, BSNL, RJIL and VIL have drop call rate of 1.79%, 21.66%, 1.04% and 8.57% respectively in Auto-selection mode (5G/4G/3G/2G).

5G Data Services delivered maximum average download speed of 118.57 Mbps and maximum average upload speed of 17.26 Mbps in the overall city drive test.

The poor Signal Strength in auto-selection mode (5G/4G/3G/2G) has been observed for 23.19%, 43.48%, 17.13% & 51.81% of the total IDT route during voice testing in city drive in case of Airtel, BSNL, RJIL & VIL respectively. The same, during data testing in city drive was observed for 32.12%, 39.30%, 39.35% & 42.00% in case of Airtel, BSNL, RJIL & VIL respectively.

In East Siang district and adjoining areas, the assessment included the areas of Upper Ngypok, Borguli, Mebo, Pangiri, Pasighat, Ranivillage, Oyan Village, Ruksin, Mirem BI. I and II, Taki Lalung etc.

TRAI also evaluated real-world conditions at (i) Bakin Pertin General Hospital - Pasighat; (ii) College of Horticulture and Forestry - Pasighat; (iii) DC Office Pasighat, Medog - Pasighat; (iv) Govt. Secondary School Yagrung - Dt Yagrung; (v) 5.        Govt. Primary School Gobo Tode - Yagrung; (vi) Post Office Balek Branch - Pasighat; (vii) 7.    Primary Health Centre Yagrung - Yagrung; through static testing and

at (i) Jawaharlal Nehru College P.O. Hill Top - Pasighat through walk-test.

Summary-Voice services

Call Setup Success Rate: Airtel, BSNL, RJIL and VIL have 94.92%, 34.73%, 98.63% and 45.10%, call setup success rate respectively in Auto-selection mode (5G/4G/3G/2G).

Call Setup Time: Airtel, BSNL, RJIL & VIL have call setup time of 2.79, 4.52, 0.78 and 3.29 seconds respectively in Auto-selection mode (5G/4G/3G/2G).

Drop Call Rate: Airtel, BSNL, RJIL and VIL have drop call rate of 1.79%, 21.66%, 1.04% and 8.57% respectively in Auto-selection mode (5G/4G/3G/2G).

Call Silence/Mute Rate: Airtel, BSNL, RJIL and VIL have silence call rate 4.59%, 4.49%, 6.74% and 5.26% respectively in packet switched network (4G/5G).

Mean Opinion Score (MOS): Airtel, BSNL, RJIL and VIL have average MOS of 3.97, 3.01, 4.16 and 4.16 respectively.

Data Download performance (Overall): Average download speed of Airtel (5G/4G/2G) is 84.08 Mbps, BSNL (4G/3G/2G) is 11.48 Mbps, RJIL (5G/4G) is 118.57 Mbps and VIL (4G/2G) is 23.87 Mbps.

Data Upload performance (Overall): Average upload speed of Airtel (5G/4G/2G) is 17.26 Mbps, BSNL (4G/3G/2G) is 3.45 Mbps, RJIL (5G/4G) is 7.82 Mbps and VIL (4G/2G) is 5.72 Mbps.

Latency (Overall): Airtel, BSNL, RJIL and VIL 50th percentile latency is 56.22 ms, 77.11 ms, 50.82 ms, 60.19 ms respectively.
