TRIBAL VISION-2030 DECLARATION

Replying to an un-starred question today in Lok Sabha the Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed that during the Adi Karmayogi Abhiyan, 62187 Gram Sabhas have been convened and have uploaded 62187 Tribal Village Vision-2030 Plans or VAPs (Village Action Plans). This resolution was formally passed to approve the Village Action Plan (VAP) prepared through participatory tools such as Transect Walks, community workshops, and household mapping. It represented a collective commitment of the community to pursue the needs and aspirations captured in the VAP. The process enabled institutional ownership of village development priorities under the Abhiyan.
The Ministry has launched Adi Karmayogi Abhiyan, a capacity building and a responsive governance programme designed to reach all tribal citizens across one lakh villages in 30 States/UTs. The programme operationalizes a large grassroots volunteers comprising 6.79 lakh Adi Saathis, 4.03 lakh Adi Sahyogis, SMTs/DMTs/BMTs, and 56,422 Adi Seva Kendras. 62,187 VAPs and 54,324 Village Workbooks have been uploaded, forming a bottom-up developmental blueprint. The Gram Sabha Resolution serves as the community’s endorsement to implement these VAP priorities through convergence with central and state schemes.
The Gram Sabha Resolution/Village action Plans outlines actionable goals across education, health, livelihoods, financial inclusion, social protection, and infrastructure. These goals directly reflect the priorities identified in the Village Action Plan, including learning outcomes, maternal and child health support, irrigation and livelihood strengthening, banking access, digital inclusion, housing improvements, and infrastructure gaps. It ensures that Tribal Village Vision 2030 is grounded in community-generated development aspirations.
