DAM REHABILITATION AND IMPROVEMENT PROJECT

As per the approval of the Union Cabinet for the externally funded Dam Rehabilitation and Improvement Project (DRIP), Phase‑II and Phase‑III, a total of 736 dams have been identified for rehabilitation and safety enhancement across 19 States and 2 Central agencies. State‑wise details of these identified dams are provided in Annexure‑I.

 

As per the approval of the Union Cabinet, the total cost of the DRIP, Phase‑II and III Scheme is Rs. 10,211 crores. This provision covers 19 States and 3 Central Agencies, to be utilized over a 10‑years period (2021–2031). Of this, the outlay for Phase‑II is Rs. 5,107 crores, while Phase‑III accounts for Rs. 5,104 crores.

 

The Scheme follows a funding pattern (External: Counterpart) : 70:30 for General Category States, 80:20 for Special Category States, and 50:50 for Central Agencies. The ‘External’ component refers to the loan assistance provided by the World Bank and the Asian Infrastructure Investment Bank (AIIB). Loan disbursements are made on a quarterly basis, aligned with the expenditure incurred by the implementing agencies.

 

Details of fund allocation and expenditure, agency‑wise, as on 15th November 2025 are provided in Annexure‑II.

Further, Union Territory of Dadra and Nagar Haveli is not part of DRIP Ph-II & III Scheme.

As on 30th November 2025, major physical rehabilitation works have been completed at 31dams under DRIP Phase-II.

 

Under DRIP Phase II, implementing agencies are regularly sensitized on the importance of Early Warning Systems (EWS) installation and Emergency Action Plans (EAPs) preparation. States are encouraged to establish EWS using DRIP funds as a key non‑structural safety measure. Technical assistance, including training programmes, is also provided to support Dam Break Analyses and the formulation of dam‑specific EAPs to guide states in preparing effective safety plans.

 

During DRIP Phase‑I (2012–2021), implemented with financial assistance from the World Bank, Emergency Action Plans were prepared for 210 dams across seven States — Jharkhand (3), Karnataka (22), Kerala (51), Madhya Pradesh (25), Odisha (22), Tamil Nadu (85), and Uttarakhand (2). Building on this progress, under the ongoing DRIP Phase‑II, EAPs have so far been prepared for 12 dams by implementing agencies.
