పర్యటక మంత్రిత్వ శాఖ
సుస్థిరమైన, సమగ్రమైన పర్యాటకాన్ని ప్రోత్సహించే పథకం

పర్యాటక ప్రాంతాలు, ఉత్పత్తులను అభివృద్ధి చేసే, ప్రోత్సహించే ప్రధాన బాధ్యత ఆయా రాష్ట్ర ప్రభుత్వాలు (ఎస్జీ) లేదా కేంద్ర పాలిత ప్రాంతాల పరిపాలనా వ్యవస్థ (యూటీఏ)ల పైనే ఉంటుంది. అయినప్పటికీ.. దేశంలో పర్యాటక మౌలిక వసతులను, అనుభవాలను మెరుగుపరిచేందుకు రాష్ట్ర ప్రభుత్వాలు లేదా యూటీ పరిపాలన వ్యవస్థలకు అవసరమైన ఆర్థిక సాయాన్ని వివిధ పథకాల ద్వారా పర్యాటక మంత్రిత్వ శాఖ అందిస్తుంది. ఎస్జీ/యూటీఏలు పంపిన ప్రతిపాదనల ఆధారంగా.. సంబంధిత పథకం మార్గదర్శకాలు, ప్రభుత్వ సూచనలు, అందుబాటులో ఉన్న నిధుల ఆధారంగా మంత్రిత్వ శాఖ కేటాయింపులు చేస్తుంది.
స్వదేశ్ దర్శన్ పథకాన్ని పర్యాటక మంత్రిత్వ శాఖ సంస్కరించి స్వదేశ్ దర్శన్ 2.0గా అమలు చేస్తోంది. దీని ద్వారా అంతగా ప్రాచుర్యం లభించని పర్యాటక ప్రాంతాలు, సాంస్కృతిక, ఎకో-టూరిజం ప్రాంతాలతో సహా దేశంలో పర్యాటక వసతులను, అనుభవాలను మెరుగుపరచడంపై దృష్టి సారించి, సుస్థిరమైన, బాధ్యతాయుతమైన పర్యాటక ప్రదేశాలను అభివృద్ధి చేయడమే లక్ష్యంగా నిర్దేశించుకుంది. పర్యాటక ఉత్పత్తులు, సామర్థ్య నిర్మాణం, డిజిటైజేషన్ సహా మౌలిక వసతులు, సాంకేతికత అభివృద్దికి ఈ పథకం మార్గదర్శకాలు దోహదపడతాయి.
వీటికి అదనంగా, పర్యాటక అనుభవాన్ని మెరుగుపరిచేలా పర్యాటక ప్రాంతాలను సమగ్రాభివృద్ధి చేసే లక్ష్యంతో స్వదేశీ దర్శన్ పథకానికి అనుబంధంగా ‘ఛాలెంజ్ బేస్డ్ డెస్టినేషన్ డెవలప్మెంట్ (సీబీడీడీ)’ పేరుతో ఉపపథకాన్ని మంత్రిత్వ శాఖ అమలు చేస్తోంది. దీని ద్వారా దేశంలో 36 ప్రాజెక్టులకు ఆమోదం లభించింది. పైన పేర్కొన్న కార్యక్రమాల ద్వారా మంజూరైన ఈ ప్రాజెక్టులు ఆ ప్రాంతాల్లో ప్రత్యక్ష, పరోక్ష ఉపాధిని అందిస్తాయి.
ఎస్డీ 2.0, సీబీడీడీ ద్వారా ఆయా రాష్ట్ర ప్రభుత్వాలు, యూటీ పరిపాలనా వ్యవస్థలు ఈ ప్రాజెక్టులను అమలు చేస్తాయి. మంజూరైన ప్రాజెక్టుల ప్రగతిపై పర్యాటక మంత్రిత్వ శాఖ క్రమం తప్పకుండా సమీక్షలు నిర్వహిస్తుంది. పథకాన్ని సమర్థవంతంగా అమలు చేసేందుకు ఎస్జీలు/యూటీఏలు, పర్యాటక మంత్రిత్వ శాఖ మధ్య సమన్వయానికి అవసరమైన నియమాలు కూడా ఈ పథకం సంస్థాగత విధానంలో ఉన్నాయి. స్వదేశ్ దర్శన్ పథకం ద్వారా 2025-26 ఏడాదికి మొత్తం బడ్జెట్ అంచనా రూ.1900 కోట్లు.
అలాగే, పర్యాటక సేవలు అందించే వారికి విద్య, శిక్షణ, సర్టిఫికేషన్ అందించడానికి ‘కెపాసిటీ బిల్డింగ్ ఫర్ సర్వీస్ ప్రొవైడర్స్’ (సీబీఎస్పీ) పథకాన్ని పర్యాటక మంత్రిత్వ శాఖ ప్రారంభించింది. స్థానిక సమూహాలు, చేతివృత్తుల వారు, యువతకు ఉపాధిని అందించడమే దీని లక్ష్యం. ఈ పథకానికి ప్రస్తుత ఆర్థిక సంవత్సరంలో రూ.25 కోట్లను కేటాయించారు. శిక్షణను అందిస్తున్న సంస్థల్లో రాష్ట్ర హోటల్ మేనేజ్మెంట్ సంస్థలు కూడా ఉన్నాయి.
అంతగా ప్రాచుర్యం లభించని, సాంస్కృతిక, ఎకో-టూరిజం ప్రాంతాలతో సహా స్వదేశీ దర్శన్ 2.0, సీబీడీడీ ద్వారా ఆమోదించిన ప్రాజెక్టులు వివరాలను అనుబంధంలో జత చేశారు.
లోక్సభలో అడిగిన ప్రశ్నకు కేంద్ర పర్యాటక, సాంస్కృతిక శాఖ మంత్రి శ్రీ గజేంద్ర సింగ్ షెకావత్ ఈ సమాచారాన్ని లిఖితపూర్వక సమాధానంగా అందించారు.
