Jan Shikshan Sansthan Scheme

The Jan Shikshan Sansthan (JSS) Scheme, initially launched as Shramik Vidyapeeth (SVP) in 1967, aims to provide skill training in a non-formal mode at the doorsteps of the beneficiary through registered Societies (NGOs) with 100% grant from the Government of India. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The target beneficiaries of the scheme are non-literates, neo-literates and persons having rudimentary level of education, school dropouts up to class 12th in the age group of 15-45 years. Age relaxation is given to Divyangjan and other deserving cases, especially women. The priority groups are women, SCs, STs, OBCs and minorities in the rural areas and urban low-income areas.
Since 2018 to 31st October 2025, a total of 32,53,965 beneficiaries have been trained across the country under the JSS Scheme. The details of the same is provided at Annexure-I.
The outlay of the scheme during the last two financial years and utilization year wise is given at Annexure-II.
Since 2018 to 31st October 2025, the number of women, SC, ST and OBCs beneficiaries trained under the JSS Scheme is given at Annexure-III.
Age relaxation is given to deserving cases, especially women. The priority groups are women, SCs, STs, OBCs and minorities in the rural areas and urban low-income areas. In line with the key objectives of the scheme, the majority of trained beneficiaries are women (approx. 83%).
At present, there is no such proposal under consideration.
Under the Scheme of Jan Shikshan Sansthan, each JSS is given a one-time non-recurring grant of Rs. 20 lakhs at the time of establishment and annual recurring grants-in-aid of Rs. 50 lakhs in 4 equal installments every year for operations of the training programme. This recurring Grants-in-aid is further bifurcated into three heads i.e. Programme Expenses Head (Rs. 24 lakhs), Emoluments Head (Rs. 20 lakhs) and Office Expenses Head (06 lakhs).
The curriculum is selected based on the local market demand and beneficiaries’ requirements assessed through door-to-door surveys. To maintain uniformity and skill standards, all the courses are aligned with NSQF standards.
The Ministry is undertaking several measures to strengthen the ecosystem through convergence with the key schemes and initiatives of the Central and State Governments. The focus is to enhance livelihood opportunities, promote entrepreneurship and align skilling initiatives with national priorities such as Atmanirbhar Bharat Abhiyaan, One District One Product (ODOP) and others. Details of the various convergences of the JSS scheme with other schemes of Government are at Annexure IV.
A total of 21 JSS centers are operational in the state of Maharashtra in current FY 2025-26. The details of JSS centers operational in Maharashtra in the current Financial Year under the JSS Scheme is given at Annexure-V.
From FY 2018-19 to 31st October 2025, a total of 2, 63,937 beneficiaries have been trained under the JSS scheme in Maharashtra. The trained beneficiaries consist of educationally disadvantaged and socio-economically backward groups in rural and urban slums. In line with the key objectives of the scheme, the majority of trained beneficiaries are women (82.59%). The details of the same are provided at Annexure-VI.

Annexure – IV
The convergence initiatives under the JSS Scheme are detailed as under:
1. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) (Ministry of Tribal Affairs)
The Dharti Aaba Janjatiya Gram Utkarsh Abhiyan envisions the comprehensive development of tribal areas and communities by addressing critical gaps in infrastructure, healthcare, education, and livelihoods through 25 interventions coordinated by 17 Ministries/Departments. A target of 1 lakh beneficiaries from tribal communities has been set for the period 2024-25 to 2028-29.
Under the DAJGUA, 30 Tribal Skilling Centres (TSCs) have been established in 30 tribal districts across 15 states in the country.
2. Convergence with Understanding of Lifelong Learning for All in Society (ULLAS) Scheme (Ministry of Education):
Under ULLAS scheme, JSSs are extending skill training to the beneficiaries under the literacy programme.
- JSSs are actively coordinating with State Literacy Mission Authorities (SLMA) and District Literacy Mission Authorities (DLMA).
- ULLAS beneficiaries in the age group 15–45 years are being counselled and registered in JSSs.
- As of date, 26 JSSs have trained 400 beneficiaries under this convergence.
3. PM Vishwakarma:
JSSs are identified as training centres under PM Vishwakarma for artisans and craftsmen. Till October, 2025, 118 JSSs have conducted training and assessment for 26,201 artisans in 18 trades across 23 States.
4. PM JANMAN:
Under the Ministry of Tribal Affairs’ PM JANMAN scheme, JSSs serve as mentoring agencies in collaboration with NIESBUD.
- The focus is on skilling, vocational training, entrepreneurship development, and capacity building for Particularly Vulnerable Tribal Groups (PVTGs).
- So far, 1,774 beneficiaries have completed Entrepreneurship Awareness Programme (EAP) training, and 1,738 beneficiaries have completed Entrepreneurship Development Programme (EDP) training.
5. Skill Hub Initiative (PMKVY 3.0):
Implemented through NSDC with support from State Education Departments/Agencies, this initiative establishes JSSs as Skill Hub Centres.
- A total training target of 34,560 beneficiaries (@120 per JSS) was allocated to 288 JSSs.
- Training of 12,971 beneficiaries has been successfully completed by 217 JSSs.
6. NAVYA Initiative:
Launched in June 2025 as a joint initiative of MSDE and the Ministry of Women & Child Development, NAVYA focuses on skilling adolescent girls (16-18 years) in aspirational districts. 15 JSSs have been shortlisted for this initiative. Training has commenced in 2 JSSs.
