‘Water’ being a state subject, steps for augmentation, conservation and efficient management of water resources are primarily undertaken by the respective State Governments. In order to supplement the efforts of the State Governments, Central Government provides technical and financial assistance to them through various schemes and programmes.

The Government of India has initiated various schemes and programmes on priorities like Atal Bhujal Yojana, Jal Shakti Abhiyan: Catch the Rain (JSA: CTR), Pradhan Mantri Krishi Sinchai Yojna (PMKSY) - Accelerated Irrigation Benefit Programme (AIBP), Repair, Renovation & Restoration (RRR) of Water Bodies, Interlinking of Rivers (ILR), National Aquifer Mapping (NAQUIM) Programme, Atal Mission for Rejuvenation and Urban Transformation (AMRUT 2.0) etc. for water conservation, sustainable water management and improving the groundwater level across the country.

Central Ground Water Board (CGWB) has completed the National Aquifer Mapping (NAQUIM) Project in the entire mappable area of about 25 Lakh sq. km in the country. During 2023-24, CGWB has initiated NAQUIM 2.0 studies for detailed mapping with higher granularity in identified priority areas like water stressed areas, areas affected with ground water contamination, coastal areas, urban agglomerates, spring sheds, industrial clusters etc including the State of Maharashtra. The core objective of NAQUIM 2.0 is to present implementable ground water management plans and strategies.

The “Bhu-Neer”, a new state-of-the-art portal, has been launched in 2024 by the Central Ground Water Authority (CGWA) under the Ministry of Jal Shakti, as an advanced version for online application and processing of ‘No Objection Certificate (NOC)' for groundwater extraction by industries, infrastructure projects and mining projects situated in 19 States/UTs regulated by CGWA, including Maharashtra and Dadra and Nagar Haveli. The “Bhu-Neer” portal aims to serve as a one-stop platform for managing and regulating groundwater resources, aimed at ensuring transparency, efficiency, and sustainability in groundwater usage.

National Water Mission (NWM) has been implementing Jal Shakti Abhiyan (JSA) since 2019 on an annual basis. NWM is implementing Jal Shakti Abhiyan: Catch the Rain (JSA: CTR) 2024, 5^th in the series of JSAs, in all the districts (rural as well as urban) of the country including Maharashtra. This campaign has driven large-scale rainwater harvesting, groundwater recharge and rejuvenation of traditional water bodies across urban and rural India. State/UT-wise status of works under Jal Shakti Abhiyan: Catch the Rain is given below.

The Jal Sanchay Jan Bhagidari (JSJB) initiative was launched on September 6, 2024, under Jal Shakti Abhiyan: Catch the Rain (JSA: CTR) campaign. The Jal Sanchay Jan Bhagidari (JSJB) initiative has emerged as an innovative initiative for intensified community action for construction of low-cost artificial recharge structures with focus on roof top rainwater harvesting structures, recharging of defunct bore wells. JSJB offers a scalable, sustainable approach to address depleting groundwater levels at a micro level. With artificial recharge structures and advanced monitoring systems, JSJB aims to contribute to groundwater replenishment while encouraging responsible water usage. State/UT-wise status of works under Jal Sanchay Jan Bhagidari is given below.

Various steps have been taken by the Union Government to further strengthen coordination between the Union and State Governments for water management:

Various River Management Boards have been constituted for inter-State river basins (e.g., Krishna, Godavari) to facilitate joint decision-making, project clearance, and co-ordination.
Dispute Resolution Tribunals (e.g., Krishna, Mahanadi, Ravi & Beas Water Disputes Tribunals, etc.) are in place to resolve inter-State water issues.
Providing Central Assistance to States through various schemes such as Jal Jeevan Mission (JJM), Atal Bhujal Yojana, Dam Rehabilitation and Improvement Project (DRIP), and Pradhan Mantri Krishi Sinchai Yojana (PMKSY), the Union Government provides financial and technical support to States, with monitoring mechanisms that ensure coordination and regular review meetings.
Constitution of Special Committee for Interlinking of Rivers (SCILR) for Interlinking of River (ILR) related matters.
The Ministry of Jal Shakti (MoJS) convenes meetings with State Governments to review of ongoing programmes/schemes and resolve the issues, if any.
MoJS organises various Conferences/seminars time to time fostering Centre-State collaboration and advancing water conservation initiatives across the country.
