Since August 2019, Government of India in partnership with States, is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal, after subsuming erstwhile National Rural Drinking Water Programme (NRDWP), aiming at provisioning of potable water to every rural household through tap water connection at a service level of 55 litre per capita per day (lpcd), of prescribed quality (BIS:10500), on regular and long-term basis.

At the time of announcement of Jal Jeevan Mission, 3.23 Crore (17%) rural households were reported to have tap water connections. So far, as reported by States/ UTs as on 18.08.2025, around 12.45 Crore additional rural households have been provided with tap water connections. Thus, as on 18.08.2025, out of 19.36 Crore rural households, in around 5.86 lakh villages, in the country, around 15.69 Crore (81.02%) households spread around 5.82 lakh villages, are reported to have tap water supply in their homes. Further, as on 18.08.2025, more than 2.63 lakh villages are reported as ‘Har Ghar Jal’ i.e. 100% rural households are having tap water supply. Further, Ministry of Housing & Urban Affairs, has informed that Government of India provides financial and technical support to the States through various schemes/ Missions such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0.

The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched by the Central Government on June 25, 2015, for 500 cities (485 cities including 15 merged cities) across all States/UTs in the country. The major thrust areas of the Mission were water supply, sewerage & septage management, storm water drainage, green spaces & parks, non-motorized urban transport.

Under AMRUT, 1,405 water supply projects worth ₹43,392.15 crore have been grounded. Under AMRUT Mission in convergence with the States, 189 lakh water tap connections (new/ serviced) have been provided against the target of 139 lakh.

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 scheme was launched on 01 October 2021 in all Urban Local Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage & septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of water bodies, development of green spaces and parks are other components of the Mission. The total central assistance was allocated to the States/ UTs at the beginning of the mission for the entire mission period and not on yearly basis. Under AMRUT 2.0 so far, 3,571 water supply projects worth ₹1,18,421.92 crore have been approved by MoHUA. Approved projects cover 178 lakh new water tap connections.

Drinking water being a State subject, under JJM, responsibilities for planning, approval, implementation, operation and maintenance of drinking water supply schemes lie with State/ UT governments. Government of India supplements the efforts of the State/ UT government by providing technical and financial assistance. Year-wise details of financial progress made so far under the Mission is as under:

A number of steps have been taken to plan and implement JJM in the whole country, with speed, inter alia, including joint discussions and finalization of saturation plans and annual action plans (AAP) of States/ UTs, regular review of implementation, workshops/ conferences/ webinars for capacity building, training, knowledge sharing, field visits by multi-disciplinary team to provide technical support, etc. A detailed Operational Guideline for the implementation of JJM; Margdarshika for Gram Panchayats & VWSCs to provide safe drinking water in rural households and  Guidelines  on  a  special  campaign  to  provide  piped  water  supply  in  anganwadi  centres,

ashramshalas and schools have been shared with States/ UTs to facilitate effective planning and implementation of Jal Jeevan Mission. For online monitoring, JJM–Integrated Management Information System (IMIS) and JJM–Dashboard has been put in place. Provision has also been made for transparent online financial management through Public Financial Management System (PFMS).

To achieve 100 per cent coverage through continued implementation of mission with focus on quality of infrastructure and Operation & Maintenance of rural piped water supply schemes for long term sustainability and citizen centric water service delivery, Hon'ble Finance Minister during her budget speech 2025-26 has announced extension of Jal Jeevan Mission until 2028 with enhanced total outlay. For smooth and expeditious implementation of Mission in 2025-26, an amount of Rs. 67,000 Crore is allocated as BE 2025-26.
