The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has launched various schemes/programmes for holistic development of fisheries and aquaculture and empowerment of fishermen community in the country. Details of the Central Schemes/Programmes implemented are as below:

           

1. 1. The Centrally Sponsored Scheme on Blue Revolution: Integrated Development and Management of Fisheries implemented for a period of 5 years from FY 2015-16 to FY 2019-20 with a central outlay of Rs.3000 crore and this scheme mobilized an investment of about Rs 5000 crore into the fisheries sector.

 

1. 2. In order to address the infrastructure requirement for fisheries sector, Fisheries & Aquaculture Infrastructure Development Fund (FIDF) was launched in the year 2018-19 with a total funds size of Rs 7522.48 crore. FIDF provides concessional finance to the Eligible Entities (EEs), including State Governments/Union Territories for development of identified fisheries infrastructure facilities. The Department of Fisheries, Government of India provides interest subvention up to 3% per annum for the repayment period of 12 years inclusive of moratorium of 2 years for providing the concessional finance by the Nodal Loaning Entities (NLEs) at the interest rate not lower than 5% per annum.
   3. The Pradhan Mantri Matsya Sampada Yojana (PMMSY) has been implementing from FY 2020-21 with an estimated investment of Rs.20,050 crore. This scheme is designed to address the critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernisation and strengthening of fisheries value chain, establishing a robust fisheries management framework and fishers' welfare.The scheme also provides insurance of fishers & fish farmers and imparting training for skill development and capacity building among fishers and fish farmers.
   4. To make the fisheries sector resilient and incentivize adoption of efficiencies in fisheries value chain, the Department of Fisheries, Government of India has been implementing a Central Sector Sub-scheme "Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PMMKSSY)" a sub-scheme under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an investment of Rs. 6000 crore. PMMKSSY aims at formalization of the fisheries sector, incentivizing the aquaculture insurance, fisheries micro and small enterprises value chain efficiency, adoption of safety and quality system for safe fish production etc.
   5.  Additionally, the Government of India with effect from the financial year 2018-19 has extended the Kisan Credit Card (KCC) facility to fishers and fish famers to help them to meet their working capital requirements.

The State-wise details of the projects approved under Pradhan Mantri Matsya Sampada Yojana during the last five years (FY 2020-21 to FY 2024-25) are furnished at Annexure-I.

 

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry, and Dairying inter-alia focus on training, awareness, and capacity building of fishers, fish farmers, and fish workers/vendors. The National Fisheries Development Board (NFDB) functioning under the Ministry of Fisheries, Animal Husbandry and Dairying  has been designated as Nodal agency for implementing the training, awareness and capacity-building programmes under PMMSY. During the last five years (FY2020-21 to FY2024-25), the National Fisheries Development Board (NFDB) has supported a total of 3,028 webinars, workshops, and training sessions, benefiting 2,92,315 fish farmers, entrepreneurs, and coastal youth. These initiatives have been instrumental in advancing sectoral potential across production, productivity, post-harvest management, and marketing linkages, in alignment with the objectives of the Pradhan Mantri Matsya Sampada Yojana (PMMSY)

 

The Pradhan Mantri Matsya Sampada Yojana (PMMSY), inter-alia provides support for creation of modern post-harvest cold chain infrastructures such as cold storages, ice plants, fish transportation vehicles including refrigerated and insulated vehicles, motorcycles, bicycles and autorickshaws with ice/fish holding boxes, marketing and fish market infrastructure facilities. For strengthening the post-harvest infrastructure, during the last five financial years (FY2020-21 to FY2024-25),  734 cold storages and ice plants, 27,301 units of fish transportation facilities such as 10924 motorcycles with ice boxes, 9412 bicycles with ice boxes, 3915 auto rickshaws, 1265 Live fish Vending units, 1406 insulated trucks and 379 refrigerated trucks, 6410 fish Kiosks, 202 fish retail fish markets, 21 wholesale fish markets have been sanctioned under PMMSY in all States and Union Territories at a total outlay of Rs.2375.25 crore.

 

The Government of Uttar Pradesh has reported that the ponds, reservoirs and other water sources available in Chandauli District of Uttar Pradesh have been utilised optimally for fisheries purpose. The details of the projects implemented by the Government to promote fisheries in Chandauli District of Uttar Pradesh is furnished at Annexure-II
