The Telecom Regulatory Authority of India (TRAI) has released its Independent Drive Test (IDT) findings for the Maharashtra Licensed Service Area (LSA), covering extensive city, highway and Railway routes during the month of June 2025. The drive tests, conducted under the supervision of the TRAI Regional Office, Bengaluru, were designed to capture real-world mobile network performance across diverse usage environments - urban zones, institutional hotspots, public transport hubs, and high-speed corridors.
Between 02 to 06 June 2025, TRAI teams conducted detailed tests across Sangli City and surrounding areas including 375.5 Kms of City drive, Railway drive of 741.1 Kms (Sangli to Bengaluru), 12 Hot spots and 11.4 Kms of Walk segments. Technologies evaluated included 2G, 3G, 4G, and 5G, reflecting the service experience of users across multiple handset capabilities. The findings of IDT have been intimated to all Telecom Service Providers (TSPs) concerned.
Key Parameters Assessed:
- Voice Services: Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence Rate, Speech Quality (MOS), Coverage.
- Data Servies: Download/Upload Throughput, Latency, Jitter, Packet Drop Rate, and Video Streaming Delay.
The overall mobile network performance in Sangli city is summarized below:
Call Setup Success Rate - Airtel, BSNL, RJIL and VIL have call setup success rate of 87.31%, 84.76%, 99.41% and 90.80% respectively in Auto-selection mode (5G/4G/3G/2G).
Drop Call Rate - Airtel, BSNL, RJIL and VIL have drop call rate of 0.13%, 9.31%, 0.36% and 3.91% respectively in Auto-selection mode (5G/4G/3G/2G).
5G data services delivered peak download speeds reaching 680.11 Mbps and upload speeds touching 78.33 Mbps in city hotspots.
Performance against key QoS parameters:
CSSR: Call Setup Success Rate (in %), CST: Call Setup Time (in Seconds), DCR: Drop Call Rate (in %) & MOS: Mean Opinion Score

In Sangli, the assessment included high-density neighbourhoods like Ashta, Kasbe Digraj, Tasgaon, Kavathe Ekand, Budhgaon, Kupwada, Alkudam, Malgaon, Miraj, Mhaisal, Arag, Kuktoli and Hingangaon etc.
TRAI also evaluated real-world conditions at Collector Office, D-Mart, Ganapati Peth & Haripur Temple, Krishna Valley School Area, Padmabhushan Vasantdada Patil Institute of Technology (PVPIT), Rajeev Gandhi ITI Campus, Rajwada Area Palace Vicinity, RTO Office, Sangli Bus Stand, Sangli Miraj Kupwad Municipal Corporation Building, SFC Mega Mall Sangli and Siddhivinayak Cancer Hospital — to reflect stationary user experience.
The walk tests, conducted on 03 June and 05 June 2025, focused on Mahaveer Udyan (Bapat Mala), Miraj Railway Station, Sangli Industrial Estate (MIDC Kupwad) and Vasantdada Market Yard, capturing mobile network behaviour in crowded pedestrian environments.
The Sangli to Bengaluru Railway route, a high-speed mobility stretch passing through Miraj Junction, Kudachi station, Raybag station, Belgaum station, Londa Junction, Hubli Junction and Birur Junction, was also tested to understand quality of service during intercity travel.
The tests were conducted using TRAI calibrated equipment and standardised protocols in real-time environments. The detailed report is available at TRAI website www.trai.gov.in.
