DEVELOPMENT OF FOOD PROCESSING INDUSTRIES

In order to promote and ensure overall development of food processing sector, Ministry of Food Processing Industries (MoFPI) has been incentivizing setting up/expansion of related infrastructure through its Central Sector schemes namely Pradhan MantriKisan SAMPADA Yojana (PMKSY) Scheme, Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and Centrally Sponsored – Pradhan Mantri Formalization of Micro Food Processing Enterprises (PMFME) Scheme across the country. These schemes are not region or state specific but demand driven.
Under PMKSY, credit linked financial assistance (capital subsidy) is provided to entrepreneurs for setting up of food processing industries with total outlay of Rs 5520 Cr for 15th Finance Commission Cycle.
Under PMFME scheme, financial, technical and business support is provided for setting up / upgradation of micro food processing enterprises. The scheme is operational for a period of upto 2025-26 with an outlay of Rs.10,000 Crore.
PLISFPI is, inter alia, intended to support creation of global food manufacturing champions and support Indian brands of food products in international market. The Scheme is operational for a period from 2021-22 to 2026-27 with an outlay of Rs. 10,900 crores.
Grants upto 50% for branding and marketing support to groups of FPOs/ SHGs/ Cooperatives or a Special Purpose Vehicle of Micro Food Processing Enterprises is available under related component of PMFME Scheme.
In order to promote local industries, One District One Product (ODOP) approach under PMFME Scheme has been adopted to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. It provides the framework for value chain development and alignment of support infrastructure. The ODOP are identified by States / UTs based on the agriculture production, raw material availability, perishability of the product etc.
MoFPI has identified 40 clusters for 10 fruits in 15 states, 97 clusters for 11 vegetables in 25 states and 1 cluster in 1 state for marine under scheme for Operation Greens under Pradhan MantriKisanSampadaYojana for better availability of raw material to food processing industries. Schemes of MoFPIare, inter alia, intended to develop value-added products, benefitting & increasing the price of their products and income of the farmers in the country.
MoFPI aims to promote preservation and processing of food products and modernization/ capacity enhancement of food processing units and Ministry extends financial support to prospective entrepreneurs for setting up of different kinds of food processing, as per respective scheme guidelines.
While some food processing industries faced temporary disruptions and closures due to Covid Pandemic related restrictions in India, the industry as a whole did not experience a complete shutdown, and many businesses adapted to continue operations.
In order to support Food Processing Industry during lockdown phases, MoFPI had constituted a dedicated team of officers and a COVID grievance cell. The team continuously monitored the food production and supply chain logistics etc. and facilitated resolution of 649 COVID related Industry grievances and supported more than 100 companies with restarting their operations. 12 industry interactions through video conferences, were also organized with industry associations, leading processors, exporters, FPOs, retailers and other stakeholders to resolve and provide maximum benefits to this sector.

In order to ensure overall development of Food Processing Industries in the country including to deal with challenges arising out of COVID-19, MoFPI has undertaken a number of measures as part of the Aatmanirbhar Bharat Initiative, which includes (a) New Centrally Sponsored PMFME Scheme; (b) New Central Sector PLISFPI; (c) Expansion in scope of transportation & storage subsidy under Operation Greens scheme from Tomato, Onion & Potato to 41 notified fruits & vegetables.
