Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Valedictory function of 99th Common Foundation Course as Chief Guest at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand today.
In his address to young officers, Home Minister said that today, a group of architects who will build a developed and self-reliant India is present here, filled with practice, diligence, and energy. He said that Prime Minister Shri Narendra Modi has set a goal for all of us that by 2047, when the country celebrates the centenary of its independence, India will be the leader in every field in the world. Shri Shah told the officers present that the work done by young officers in the next 25 years towards building a developed and self-reliant India will contribute to realizing the dreams of the great leaders who fought for the country's independence. He said that this mission will only succeed if 1.4 billion citizens of the country come together to make it a reality.
Union Home Minister and Minister of Cooperation said that we must work together to build an India where every citizen, with self-respect and all the necessary facilities, can lead the next generation. He said that simply making India number one in every field will not fulfill the dream of a developed India; this dream will only be realized when 1.4 billion people move forward with full strength and equal opportunities.
Shri Amit Shah said that in civil service, there is no greater mantra than thinking of others before oneself. He mentioned that after entering public life, officers should focus on efforts to improve people's lives. He further emphasized that while serving as District Magistrates, officers should make maximum use of AI (Artificial Intelligence) and data, which would make their decisions more effective and accurate. He said that development does not come from statistics but from outcomes. Referring to Prime Minister Shri Narendra Modi’s ‘Whole of Government approach,’ Shri Shah stated that no activity can yield results in isolation, and success can only be achieved by working with this approach. He added that we must also work towards social harmony with the ‘Whole of Government approach,’ because unless every individual gets equal opportunities, the country cannot progress on the path of development.
Union Home Minister said that 38% of the selected civil service officers present here are women. He stated that until 50% of the country's population is involved in decision-making related to policies, the concept of 'Women-led Development' given by Prime Minister Modi will not be fulfilled. Shri Shah emphasized that while the government's job is to formulate policies, it is the responsibility of officers to implement them. He said, Implementation of policies is not possible without the spirit of execution. He urged the officers to ensure that policies are implemented correctly and with sensitivity in the right direction, as it is their responsibility.
Shri Amit Shah said that the job of officers is to make the government not reactive, but proactive. He emphasized that it is the responsibility of officers to ensure that development reaches the last person and that every home has access to toilets, electricity, and other essential services. Shri Shah stated that only those who maintain the spirit of learning as a student until their last breath can truly achieve progress.
Union Home Minister and Minister of Cooperation said that many prominent economists believed that GST would not succeed in India, but today GST has become the cornerstone of our country's economic growth. He further stated that "Make in India" will become a source of pride for the country in the coming days, as India has become a hub for people connected to the global manufacturing sector. Shri Shah also mentioned that in the last 10 years, the Modi government has lifted 25 crore people out of poverty in India.
Shri Amit Shah said that the new education policy introduced by the Narendra Modi government will provide India's youth with a platform to compete with youth from around the world. He mentioned that ensuring primary education in the mother tongue enhances children's ability to understand and reason. He said whichever district you go to, you should try to bring the isolated data together with the help of AI. Your small experiments will be useful in taking the country forward.
He said, wherever you go in any district, you should work on bringing together the disparate data with the help of AI. These small experiments of yours will be useful in advancing the country.
Union Home Minister said that that terrorism in Jammu and Kashmir, Left-Wing Extremism (LWE), insurgency in the Northeast, and narcotics were the four major challenges for our country. He said that due to the firm policies of the Modi government, significant successes have been achieved in all four areas over the past 10 years. He reiterated that Left Wing Extremism would be completely eradicated by March 31, 2026.
Shri Amit Shah said that until we feel the self-confidence of being free citizens of independent India and the pride of our history and traditions, we cannot make India great. He stated that Prime Minister Modi has given a new slogan, "Vikas Bhi, Viraasat Bhi" (Development along with Heritage), which is why everyone should proudly embrace and follow their cuisine, attire, and culture.
Union Home Minister and Minister of Cooperation said that the Modi government has introduced three new criminal laws to replace the 150-year-old laws enacted by the British. He said that once these three new laws are fully implemented across the country, justice will be delivered by the Supreme Court within three years in cases where FIRs are registered anywhere in the country. He added that with the use of technology in these laws, the conviction rate is expected to reach 90% within the next 10 years, making our justice system the most modern in the world.
Shri Amit Shah said that any issue can be resolved by contemplation and discussion instead of worry and by creating systems instead of lamenting. He stated that worry diminishes our ability to think, which is why Yoga and meditation should be made a daily routine.Union Home Minister and Minister of Cooperation said that in order to solve a problem, it is crucial to create a roadmap for the issue, do micro-planning, implement it, conduct mid-term reviews, and ensure continuous follow-up.
