Implementation and Monitoring of Central Schemes

   The mechanism for ensuring transparency and accountability in the implementation of the schemes are as under:

    1. All fund releases and utilization tracking are mandatorily done through PFMS (Public Financial Management System), ensuring real-time expenditure monitoring and a transparent flow of funds.
    2. The implementation mechanism also includes monthly and need-based review meetings through VC at Secretary/JS level with States/UTs and quarterly physical review meetings.
    3. As per the Department of Expenditure (DOE)’s guidelines, all implementing agencies are mandated to register on PFMS, with their bank accounts linked to facilitate direct transfer of funds and real-time expenditure monitoring.

 

      No information on job creation through cooperatives is presently available with the Ministry.

 

    At present, no separate database is available for assessing the growth of specific industries and sectors due to the cooperative model. However, as per the Statistical Profile-2018 on Indian Cooperative Movement published by the National Cooperative Union of India (NCUI) in 2018, the estimated percentage share of cooperatives in various Sectors in the national economy are as follows:
