Monthly Production Report for December 2021

- Production of Crude Oil
Crude oil production during December 2021 was 2509.98 TMT, which is 5.19% lower than target for the month and 1.81% lower than the production of December 2020. Cumulative crude oil production during April-December, 2021 was 22378.40 TMT, which is 4.47% and 2.63% lower than target for the period and production during corresponding period of last year respectively. Unit-wise and State-wise crude oil production is given at Annexure-I. Unit-wise crude oil production for the month of December 2021 and cumulatively for April-December 2021 vis-à-vis same period of last year has been shown in Table-1 and month-wise in Figure-1.

Figure-1: Monthly Crude Oil Production
Unit-wise production details with reasons for shortfall are as under:
- Crude oil production by ONGC (Oil and Natural Gas Corporation) in nomination block during December 2021 was 1652.90 TMT, which is 4.67% lower than target of the month and 2.8% lower when compared with production of December 2020. Cumulative crude oil production by ONGC during April-December, 2021 was 14596.31 TMT, which is 4.36% and 4.03% lower than target for the period and production during corresponding period of last year respectively. Reasons for shortfall in production are as under:
- Less than anticipated production from WO-16 cluster due to delay in mobilization of MOPU Sagar Samrat.
- Less than anticipated production from Cluster-8 fields due to delay in inputs as installation of wellhead platforms got delayed due to Covid impact.
- Loss in oil production in Ratna & R-Series due to due to scaling in wells and delay in H2S package at R-13A wells.
- Less condensate receipt at Hazira due to less gas production from B&S Asset and due to constraints in 36” SBHT line.
- Crude oil production by OIL (Oil India Ltd) in the nomination block during December 2021 was 254.36 TMT, which is 5.39% higher when compared with production of December 2020 but 8.73% lower than target of the month. Cumulative crude oil production by OIL during April-December 2021 was 2243.85 TMT, which is 0.77% higher than the production during corresponding period of last year but 4.61% lower than target for the period. Reasons for shortfall in production are as under:
- Less than planned contribution from workover wells and drilling wells.
- Less than planned due to local disturbance & miscreants activities in main producing area (MPA).
- Crude oil production by Pvt/JVs companies in the PSC/RSC regime during December 2021 was 602.72 TMT, which is 5.06% lower than the target of the reporting month and 1.88% lower than the month production of December 2020. Cumulative crude oil production by Pvt/JVs companies during April-December 2021 was 5538.24 TMT, which is 4.7% and 0.17% lower than target for the period and production during corresponding period of last year respectively. Reasons for shortfall in production are as under:
- MB/OSDSF/B80/2016 (Hindustan Oil Exploration Company Ltd.): Delay in commencement of production.
- RAVVA (Cairn Energy India Ltd): Production shortfall is due to less water injection in RC-4ST and RC-11z which has caused lower production from producer wells.
- CB-OS/2 ((Cairn Energy India Ltd): Production shortfall is due to Natural decline, increase in water cut observed in aquifer supported pools and Recent sanding/loading issues in the wells.
- CB-ONN-2004/2 (ONGC): Three development wells in VD-3 discovery and one development well in VD-5 discovery could not be drilled as planned in Q1, Q2 & Q3. The production rate of new development well Vadatal#21 is not as expected.
- Production of Natural Gas
Natural gas production during December 2021 was 2896.69 MMSCM, which is 19.45% higher than the production of December 2020 but 14.93% lower than the monthly target. Cumulative natural gas production during April-December 2021 was 25673.90 MMSCM, which is 21.51% higher than production during corresponding period of last year but 8.75% lower when compared with target for the period. Unit-wise and state-wise natural gas production is given at Annexure-II. Unit-wise natural gas production for the month of December 2021 and cumulatively for April-December 2021 vis-à-vis same period of last year has been shown in Table-2 and month-wise in Figure-2.

Figure-2: Monthly Natural Gas Production
- Natural gas production by ONGC in the nomination blocks during December 2021 was 1757.10 MMSCM, which is 12.54% lower than target for the month and 5.42% lower than the production of December 2020. Cumulative natural gas production by ONGC during April-December, 2021 was 15541.83 MMSCM, which is 11.13% and 6.06% lower than target for the period and production during corresponding period of last year respectively. Reasons for shortfall in production are as under:
- Less than anticipated production from WO-16 cluster due to delay in mobilization of MOPU Sagar Samrat.
- Less than planned production from Vasistha /S1 wells in EOA due to certain reservoir related issues.
- Delay in commencement of gas production from U1 field of KG-98/2 Cluster-II due to covid impact as manufacturing of subsea items and well completion got delayed.
- Less production due to decline in Tapti-Daman block.
- Less production in Mandapeta field due to delay in inputs and decline in production from Pasarlapudi & Endamuru fields in Rajahmundry.
- Natural gas production by OIL in the nomination block during December 2021 was 240.37 MMSCM which is 19.21% higher than target for the month and 4.32% lower than the production of December 2020. Cumulative natural gas production by OIL during April-December 2021 was 2189.77 MMSCM, which is 17.11% higher than production during corresponding period of last year but 1.49% lower than target for the period. Reasons for shortfall in production are as under:
- Less than planned contribution from workover wells and drilling wells.
- Less offtake by the consumers in main producing area (MPA).
- Natural gas production by Pvt/JVs companies in the PSC/RSC/CBM regime during December 2021 was 899.22 MMSCM, which is 145.98% higher than the production of December 2020 but 21.46% lower than the target for the month. Cumulative natural gas production by Pvt/JVs during April-December 2021 was 7942.31 MMSCM, which is 192.55% higher than production during corresponding period of last year but 5.73% lower than target for the period. Reasons for shortfall in production are as under:
- KG-DWN-98/2 (ONGC): Delay in commissioning of Wells U1-A of KG-DWN-98/2 block. Well U1-2 (U1-B) producing less than the estimated profile.
- RJ-ON-90/1 (Cairn Energy India Ltd): Few Gas wells of RDG field are not producing as per expectations.
- RANIGANJ EAST (Essar Oil and Gas Exploration and Production Ltd.): Shortfall because delay in scheduled operations.
- KG-DWN-98/3 (RIL): Workover job ongoing in well No. AR1-DEV1.
- Crude Oil Processed (Crude Throughput)
Crude Oil Processed during December 2021 was 21482.88 TMT, which is 2.18% higher than December 2020 but 0.44% lower than the target for the month. Cumulative crude throughput during April-December 2021 was 177215.39 TMT, which is 10.51% higher than the production of corresponding period of last year but 0.97% lower than target for the period. Refinery-wise details of the crude throughput and capacity utilization during the month of December 2021 vis-à-vis December 2020 are given at Annexure-III and Annexure-IV. Company-wise crude throughput for the month of December 2021 and cumulatively for the period April-December 2021vis-à-vis same period of last year has been shown in Table-3 and month-wise in Figure-3.

3.1 CPSE Refineries’ crude oil processed during December 2021 was 12469.20 TMT, which is 2.66% higher than target for the month but 2.70% lower than the production of December 2020. Cumulative crude throughput during April-December 2021 was 98998.10 TMT which is 10.33% higher than corresponding period of last year but 7.73% lower than target for the period. Reasons for shortfall in production are as under:
- IOCL-Guwahati and Bongaigaon Refinery: Monthly Crude processed lower due to low crude receipts.
- IOCL-Haldia Refinery: Monthly Crude processed lower due to deferment of Crude Distillation Unit-2 (CDU) shutdown from Nov-Dec'21 to Dec'21-Jan'22 and Extension of CDU-2 shutdown.
- IOCL-Mathura, Panipat and Paradip Refinery: Monthly Crude processed in line of products demand.
- BPCL-Kochi Refinery: Monthly Crude processed lower due to lower diesel evacuation during the first fortnight and higher stock of HSHSD as hydro-treating unit charges were limited due to lower amine strength.
- HPCL, Mumbai Refinery: Crude throughput is less due to shutdown of secondary units.
- HPCL, Visakh Refinery: Crude throughput is less due to delay in crude tanker berthing.
- CPCL-Manali Refinery: Monthly Crude processed lower due to poor Bitumen & Petcoke demand leading to Vacuum Residue containment.
- NRL-Numaligarh Refinery: Monthly Crude processed lower due to H2U/HCU (Hydrocracker Unit) and Diesel Hydrotreating (DHDT) shutdown due to HTER-p tube bundle replacement in H2U unit
3.2 JV refineries’ crude oil processed during December 2021 was 1774.71 TMT, which is 15.54% higher than the target for the month and 7.42% higher than December 2020. Cumulative crude throughput during April-December 2021 was 15214.50 TMT, which is 12.25% and 21.48% higher than target for the period and production during corresponding period of last year respectively.
3.3 Private refineries’ crude oil processed during December 2021 was 7238.96 TMT, which is 0.11% higher than the corresponding month of last year. Cumulative crude throughput during April-December 2021 was 63002.80 TMT, which is 8.42% higher than the corresponding period of last year.
- Production of Petroleum Products
Production of Petroleum Products during December 2021 was 22754.72 TMT, which is 5.93% higher than production of December 2020 and 3.27% higher than target for the month. Cumulative production during April-December, 2021 was 186008.63 TMT, which is 10.02% higher when compared with the production of corresponding period of last year but 0.28% lower than target for the period. Unit-wise production of petroleum products is given at Annexure-V. Company-wise production for the month of December 2021 and cumulatively for April-December, 2021 vis-à-vis same period of last year has been shown in Table-4 and month-wise in Figure-4.

- Production of petroleum Products by Oil’s Refineries during December 2021 was 22422.70 TMT, which is 6.23% higher than production of December 2020 and 3.61% higher when compared with target for the month. Cumulative production during April-December, 2021 was 182911.89 TMT, which is 10.27% higher than the production of corresponding period of last year but 0.13% lower than target for the period.
- Production of petroleum Products by Fractionators during December 2021 was 332.02 TMT, which is 15.24% lower than the target for the month and 10.91% lower than production of December 2020. Cumulative production during April-December, 2021 was 3096.74 TMT, which is 8.71% and 3.24% lower than target for the period and production during corresponding period of last year respectively.
