Union Home Minister and Minister of Cooperation Shri Amit Shah today presented the President’s Colour to the Uttarakhand Police in Dehradun. On this occasion, Uttarakhand Chief Minister Shri Pushkar Singh Dhami, along with several other dignitaries, was present.

Addressing the President’s Colour investiture ceremony, Union Home Minister Shri Amit Shah congratulated the Uttarakhand Police on receiving the President’s Colour and said that Uttarakhand Police has become the 16th force in the country to receive this highest honour. He said that this is a moment of immense pride for all those jawans and officers who have served in the Uttarakhand Police over the past 25 years since the formation of the state, those currently serving, and those who have retired. Shri Shah said that the Uttarakhand Police jawans and officers have not only adopted the three guiding principles of “Karm Satyam Shauryam” as their ideal, but have also made them the foundation of their lives and duties. It is on the strength of these very values that the Uttarakhand Police has achieved the honour of receiving the President’s Colour in such a short span of time.

Shri Amit Shah said that Devbhoomi Uttarakhand is endowed with natural beauty. Its snow-clad peaks, beautiful lakes, dense forests, elephant safaris, and the origins of Mother Ganga and Yamuna attract tourists from across the world. At the same time, Lord Badrinath himself resides here, Baba Kedarnath protects us, and the two mother goddesses emerging from Gangotri and Yamunotri not only bring prosperity to the lives of crores of people but also elevate them spiritually. Shri Shah said that Hemkund Sahib, described by the tenth Sikh Guru, is a major centre of attraction not only for Sikh devotees but for all pilgrims. Along with so many pilgrimage sites, the responsibility of ensuring the safety of lakhs of pilgrims who visit the prestigious Kumbh Mela, the annual Char Dham Yatra, Hemkund Sahib, and Kainchi Dham rests with the jawans of the Uttarakhand Police.

The Home Minister said that he comes from a state from where the largest number of pilgrims visit Devbhoomi, yet he has never heard any complaint about the Uttarakhand Police from any pilgrim of his state, which is a matter of pride for the state police and for all of us.

Union Home Minister Shri Amit Shah said that receiving the President’s Colour is a moment of great pride for any force. He said that today we have all felt this moment with many hopes and aspirations, and with a sense of responsibility to instil confidence of security among the citizens of Uttarakhand and the people coming here from across the country. However, before this moment arrived, 206 brave jawans of the Uttarakhand Police made the supreme sacrifice. Shri Shah said that with moist eyes we not only pay homage to those jawans but also express our gratitude to them. It is on the strength of their dedication, discipline and valour, along with the service, sacrifice, unwavering commitment, continuous devotion to duty, outstanding professionalism and discipline of those currently serving, that the Uttarakhand Police has today become the 16th police force in the country to be awarded the President’s Colour.

Home Minister Shri Amit Shah said that the journey of the Uttarakhand Police, which has grown from 13,000 jawans to over 26,000 personnel, has been quite challenging. He said that Uttarakhand has always struggled against various kinds of natural disasters. Major natural calamities have repeatedly forced the state into hardship. Yet, the jawans of the Uttarakhand Police, whether serving as part of the SDRF or as regular police, have resolutely confronted every kind of sudden disaster, from forest fires and landslides to the workers trapped in tunnels. He said that the Uttarakhand Police has handled the burden of a growing population and the continuous movement of lakhs of pilgrims every month with great efficiency. Shri Shah said that if anyone reaches a person stranded in a remote area first, it is either a jawan of the ITBP or of the Uttarakhand Police. It is because of this trust and confidence that crores of devotees find the courage to come here. He said that the Uttarakhand Police displayed indomitable valour during the rescue of workers trapped in the Silkyara tunnel, and several other calamities including those at Dharali, Tharali, Syanchatti and Maldevta.

Shri Amit Shah said that one of the major problems of Uttarakhand is the migration taking place from villages situated on the peaks and in the border areas. He said that Prime Minister Shri Narendra Modi has launched the Vibrant Villages Programme to address this issue. Working shoulder to shoulder with the Central Armed Police Forces (CAPF), the Uttarakhand Police is also fully dedicated to fulfilling all the standards of this programme. He said that as a result, there are at least 50 villages where, instead of migration, people have started resettling, which is a ray of hope for us.

Union Home Minister Shri Amit Shah said that if the greatest efforts in the country to implement the Naveen Nyay Sanhitas (new criminal laws) have been made anywhere, they have been made in Uttarakhand. He assured the people of the state on behalf of the Uttarakhand government that the Uttarakhand Police will complete the process of securing convictions for the accused in any FIR registered after May 2027 within three years. He said that the residents of Devbhoomi will now be free from the endless cycle of dates. For this, the Uttarakhand Police has not only restructured its administrative framework but has also issued several notifications. The police have fully integrated forensic science laboratories and forensic science into their work. Computerisation has been implemented on the ground. With an outstanding score of 93.46 on the CCTNS/ICJS 2.0 Dashboard, the Uttarakhand Police has secured the top position at the national level. Jails, courts, FSLs, prosecution and the police have been linked electronically. He expressed confidence that in the coming days, the people of Uttarakhand will face no obstacles in receiving speedy justice.

Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi, the country has been freed from Naxalism. The police of several states, along with the CRPF, ITBP, BSF and SSB, together brought an end to this five-decade-old menace. Lakhs of people lost their lives. He said that on 30 March 2026, he had declared in Parliament that the country is now Naxal-free, which is a matter of joy for all of us. However, we have no right to be complacent. He said that we cannot pause, as another serious problem confronts the nation — the menace of drugs. Shri Shah said that making India drug-free is our resolve. He said that we have decided that by 31 December 2029, India will be completely drug-free, and those engaged in the drug trade will be put behind bars. He said that the Uttarakhand Police has also done excellent work towards fulfilling the resolve of a drug-free India. Just as the Uttarakhand Police secured its place among the best-performing police forces in the country by achieving 93.46 per cent on the CCTNS, ICJS 2.0 and NCRB Dashboard, it has similarly done outstanding work in the areas of a drug-free India and cyber security. He said that the resolve for a drug-free India is a three-year plan, and we are confident that within three years we will also fulfil the resolve of making Devbhoomi drug-free.

Union Home Minister and Minister of Cooperation Shri Amit Shah said that Uttarakhand Police has also earned the distinction of becoming the first state police force in the country to successfully scale the world’s highest peak, Mount Everest. Uttarakhand Police has performed commendably by winning 37 medals at the World Police and Fire Games. He called upon Uttarakhand Police to top the medal tally and break all previous records at the next World Police and Fire Games, which are scheduled to be held in Gandhinagar, Gujarat.

Shri Amit Shah said that under the leadership of Chief Minister Shri Pushkar Singh Dhami, Uttarakhand is progressing by leaps and bounds. He said that our responsibility towards ensuring security increases alongside development. We want to attract tourists from across the world and the country to Uttarakhand, and they are visiting the state in large numbers. Therefore, our responsibility is even greater. He said that we also want to attract industrial investment so that the youth of Uttarakhand do not have to migrate outside the state in search of employment. This further increases our responsibility towards security. Shri Shah said that the resolve of the Modi government is to ensure justice for every citizen within three years, and keeping this in mind, the responsibility of Uttarakhand Police also increases. He expressed confidence that the President’s Colour awarded to Uttarakhand Police would boost the morale of the force and infuse new energy into its resolve.

Union Home Minister and Minister of Cooperation also extended his warm greetings to the people of the country, particularly the people of Uttarakhand, on the occasions of Dhanteras and Diwali.
