The Ministry of Coal and its CPSEs demonstrated extraordinary over-achievement across all key parameters during Special Campaign 6, establishing exemplary benchmarks in institutional clean-up and administrative reform.
The Ministry cleaned 2,035 sites against a target of 1,565 (130% achievement) and cleared over 14.84 million sq. ft. of area against the planned 10.18 million sq. ft. (146% achievement). Alongside these physical accomplishments, the Ministry recorded perfect 100% disposal rates in successfully resolving 253 out of 253 Public Grievances and clearing 52 out of 52 PMO references.
Overall scrap disposal reached 17,686 metric tons against a target of 10,909 metric tons (162% achievement), yielding a total revenue of ₹61.41 crore. Furthermore, the Ministry made monumental strides in streamlining file operations by reviewing 1,79,793 physical and E-files against a target of 59,593 and total files weeding out and closed are 1,70,336. These operational successes were amplified by social media outreach that featured 16,424 tweets and 38 PIB releases issued.
Prominent best practices executed during the campaign include:
- NLC India Limited (NLCIL) developed a Waste-to-Wealth Children's Eco Park at Mine-I, Neyveli, inaugurated on 22 October 2026. The park showcases sustainable resource utilisation through the reuse of 2.5 MT of iron scrap, 3,000 solid blocks and salvaged timber, including wood recovered from trees felled during Cyclone Thane.
- Eastern Coalfields Limited (ECL), has transformed a large room previously used for storing junk and discarded materials into a beautiful, fully equipped crèche facility at its headquarters here in Sanctoria, demonstrating how effective space utilisation can contribute to employee welfare and workplace improvement.

- Scrap oil drums in the Krishnashila Area, Northern Coalfields Limited (NCL) were creatively upcycled and repurposed to construct an aesthetic welcome sign board for “Krishnakunj”. By repainting the discarded drums in vibrant colors and mounting lettering on them, waster material was effectively transformed into an attractive entrance installation.
- Some notable work from South Eastern Coalfields Limited (SECL) includes:

Singhali Underground Mine in the Korba Area, workers constructed a working model of the Paste-Fill Mining System from scrap materials to demonstrate how fly ash and industrial waste can backfill mined voids to enhance structural stability and prevent land subsidence.
At the Kusmunda Area, employees built a replica of Tiger Hill featuring soldier figures and the National Flag to honor the sacrifices of the Indian Armed Forces during Operation Vijay in the 1999 Kargil War.
Bhatgaon Area introduced a ‘Kabaad Se Jugaad’ installation centered around a miner figure to advocate waste reduction, recycling, and sustainable lifestyle practices.
- The Mandamarri Area, SCCL creatively transformed waste scrap materials into two distinct artworks: a Shiv Ling idol adorned with sacred symbols and traditional elements, and a separate Trishul artwork. The initiative promotes the Waste to Wealth concept through innovative scrap reuse while reducing scrap accumulation on the premises.
Through these comprehensive clean-up operations, innovative waste-to-wealth initiatives, and robust administrative reforms, the Ministry of Coal has set a high standard for public sector efficiency and sustainability. By combining record-breaking physical achievements with creative employee-welfare and environmental practices, the Ministry continues to demonstrate its steadfast commitment to governance excellence, resource optimization, and the broader goals of Swachh Bharat.
